The most noteworthy Accel Era the forecast notes Are projected for Newfoundland where last year s 3.8-per-cent decline in product Ion will be followed by five per cent growth this year and for Saskatchewan where a 0.4-per-cent drop in 1980 will be dramatically reversed by a 1981 growth rate of 5.6 per cent. The Only province forecast to expand More slowly in 1981 is Alberta although its four per cent real growth projection still ranks near the top among the provinces. New Brunswick Quebec Ontario and Manitoba which All experienced drops in real output last year Are predicted to rebound with product Ion gains in the two per cent Range this year. Nova Scotia s 3.4-per-cent real growth in 1981 represents an encouraging improvement on its Flat 1980 performance but Prince Edward Island s predicted gain of 1.4 per cent the lowest in the nation will not be sufficient to recapture the ground lost last year. Manitoba finance minister Brian Ransom used the premiers meeting to condemn Ottawa s Divide and con Quer strategy in dealing with Federal provincial fiscal arrangements and Transfer payments. Ransom said most tax sharing agreements with Ottawa Are up for renewal in 1982-83 and to Date there has been less than adequate consultation on the subject. He accused the Federal government of stalling the talks and not putting any proposals Forward. Money provided in Light of the Federal government s stated intention of cutting billion from Federal transfers during the next two years Ransom said some thought should be Given to extending the life Span of current arrangements to allow time for renegotiation. As a result of arrangements worked out in 1977, the Federal provides Money to assist the provinces with medical care education and equalization payments among others. The four Western say the arrangements have worked Well and to major changes Are needed. The premiers announced yesterday that British Columbia will Convene a 10-province meeting of finance minis ters and treasurers soon to discuss the fiscal arrangements and prepare a re port and recommendations for the a gust meeting of the 10 premiers. In a statement outlining their position on the fiscal arrangements the four premiers warned that Federal threats to significantly reduce payments could seriously disrupt health and Post secondary programs As Early As next year.
