Winnipeg Free Press (Newspaper) - April 30, 1981, Winnipeg, Manitoba 14 Winnipeg free press thursday april City Union raps formula by John Mcmanus the Canadian air traffic control association says proposed legislation which includes reducing to so the eligible age for retirement Falls Short of pension benefits it sought. The legislation would also assure air traffic controllers of a 40-per-cent pension if they can t pass a medical after 20 years service. The controllers however were seeking a formula that would have Given those forced to retire about 60 per cent of their income. Improved pension benefits were written into an agree ment with the Federal trea sury Board in 1976 but were never implemented pending amendments to the Federal superannuation act. First Reading of the Bill took place last week. It is expected to pass third read ing after the easter recess. Carl Fisher regional director of the Union said in an interview the package was not All we present retirement age for controllers is 55 after 30 years service. Under the amended act controllers will be Able to retire at 50 after 25 years service with no penalty. Statistics show that be tween 1976 and 1980 an aver age of two controllers a year lost their licenses be cause of medical problems. Canada s air traffic controllers whose two year contract ended in december also want a salary formula that would give them parity with airline pilots. Controllers said in return for comparable compensation with they would give up the right to strike. After their contract expired the Treasury Board tried to take away control lers right to strike As one of the initial moves in contract talks. The move was rejected by the Federal staff relations Board. Last month negotiations were halted after the trea sury Board said it had hired Hay associates of Toronto to conduct a study into the feasibility of paying control lers Pilot salary Levels. Fisher said Hay has completed its study of air traffic control responsibilities and pay and is looking at the Pilot segment of the study. Air traffic controllers Start at and top off at 800.
