Of can Ada Ltd. Will save in taxes by acquiring part ownership of a Northern Manitoba Hydro Plant. In response to opposition questioning in the legislature Craik said it is not possible to determine How much Money Alcan would save until a final agree ment is signed Between the government and the company. It s expected that there is some possibility of course that the capital Cost allowance in the ownership part of the Power Structure would be available to Alcan with regard to calculation of their Craik said. It s not possible at this Point to indicate what it would be in either the Federal or provincial the minister told the House yesterday. Minority ownership Alcan has signed a letter of intent which Calls for minority ownership of a Power Plant should it decide to build a smelter in Manitoba. The question of tax deductions and How they would affect Alcan s total Cost for Power was raised by several economists in a recent free press article. The economists said Alcan s proposal for minority ownership in a Hydro Plant would give the company substantial tax advantages it could not receive As a regular Power customer. Ownership would mean Alcan could claim the Plant As an asset and deduct depreciation charges. Saul Cherniack Johns asked Craik if internal studies on the Cost would be made available to the Public before any final agreement on the project is completed. Cherniack said the information would enable Manitoban to assess the Bene fits received by Alcan. Craik said some general information Likely would be available but cautioned some aspects of the development May not be known fully at the time of any potential agreement. To Alberta if Saskatchewan decides against being a partner in the billion Western Power Grid Energy minister Don Craik said yesterday. We have not excluded the possibility of a tie into Alberta via that mechanism it could be an Craik said in an interview. Craik said no engineering studies have been conducted into a possible routing through Northern North Dakota and Montana but the idea has been raised in discussions on other matters with the Western area Power Agency the minister said. He said he could give no Cost estimate of such an alternate routing and added it would require the time con suming process of winning approval from Canada s National Energy Board and its . Counterpart. Alberta and Manitoba had originally wanted a Tri Power agreement by the end of april but at the Western pre Miers meeting in Thompson this week they agreed to wait for a few More months. Questioned in the legislature yester Day Craik said he hoped an agreement could be reached by mid summer. He told nip Hydro critic Jim Wald ing that Saskatchewan wanted to com plete internal studies. Outside the House Craik said the Cost Benefit studies done for the three provinces were performed on a Region Al basis. The Manitoba minister said the Saskatchewan Power corp. Has been supportive of the studies to band would lease not sell land to City Shoal Lake Indian band no. 40 will lease but not sell land around Winni Peg s Shoal Lake water intake facility chief Herbert red sky said yesterday. He said the future of two parcels of land were discussed at a meeting wednesday with mayor Bill Norrie Deputy mayor Pearl Mcgonigal and chief commissioner Nick Diakiw. City officials fear cottage develop ment at Shoal Lake will pollute Winni Peg s water Supply. Norrie has expressed a preference for buying the land around the intake facility to pre vent possible pollution. The parcels discussed wednesday were the 600 acres the band s Snowshoe Bay development corporation is pro posing to use for 350 cottage lots and a second parcel of several thousand acres red sky said. The band s corporation already has a so called head lease from the Crown on the 600-acre site but the second site is being held in Trust for the band and had not yet been leased he said. He said the band would sublet the parcels to the City under the same conditions As the head lease. Equivalent amount although a Price was not fixed at wednesday s meeting red sky said the band would expect the same amount from the City As it would obtain through leasing cottage lots plus ancillary eco nomic benefits. Between 1913 and about 1930, the City bought some land adjacent to the water intake facility from the band red sky said. The City also owns the right of Way for the greater Winnipeg water District railway and for the City Aque duct. Future meetings will be held on the matter red sky said but dates have not been set.
