Through the third annual Sunshine fund sponsored by the camping association and the free it is hoped will be raised to give kids camping experiences this summer. Inquiries Are already trickling in to the camping association from parents who need assistance to Send their Chil Dren to Camp said Rilla Seagroves chairman of the Sunshine fund. A camping experience is Proba Bly impossible for some she said. Sunshine fund last year Manitoban donated 353 to the fund allowing the association to Send 115 children for 156 weeks at Camps. Choosing a summer about remains in the fund from last year and Seagroves said donations and applications from interested Camp ers Are needed immediately so reservations at Camps certified by the association can be made for this summer. This year tax deductible donations should be sent directly to the camping association. Cheques should be made payable to the Manitoba camping. Charges were sworn yesterday after noon in Toronto before a magistrate at the order of Justice minister Jean Chretien. The charges stemmed from the Clos ing last aug. 27 of the Winnipeg trib Une and the Ottawa journal the 1979 closing of the Montreal Star and the Sale of Thomson s interests in the Van Couver Sun to Southam in 1980. Southam now owns the Sun and the province in Vancouver. Claude Thomson a Toronto lawyer retained by the Justice department to prosecute the Case said eight charges were Laid seven against the chains and one against a Southam employee. Thomson said the charges were Laid under sections 32 and 33 of the com Bines investigation act. There Are three conspiracy charges and four merger and monopoly charges against the two chains and their nine subsidiaries he added. The principal conspiracy charge says that Between 1978 and 1980 the chains conspired to Lessen Competition in daily English language newspapers in Mon Treal Winnipeg Vancouver and Ottawa Thomson said. Conspiracy monopoly and merger charges were also Laid against the chains with regard to both the closing of the Montreal Star in 1979 and the Winnipeg Tribune in 1980. Essentially the Crown s Case will be would it be practical to open an English language newspaper in an of those cities Winnipeg and Vancouver the Federal lawyer explained. Charged with attempting to impede the inquiry by tearing mutilating or attempting to hide documents is Wil Iam Carradine senior vice president of Southam inc. A Thomson spokesman said last night the charges against the Chain Are completely unfounded. Before the Deal Pacific press published both the Thomson owned Sun and the Southam owned province. The charges say that after the Moh Treal Star was closed Thomson and Southam collaborated on a Deal that allowed Southam to buy certain assets in Montreal and later allowed Thomson to buy some Southam assets in Winni Peg. The two mergers lessened com petition to the detriment of interest of the Public in Montreal and Winnipeg. Mcmurtry and Federal lawyer Michel Robert also argued that unilateral fed eral action on the Constitution is closer to the real nature of federalism than the provincial demand for unanimity among Canada s 11 governments. No Federal state requires Complete unanimity but it is in the nature of the Federal system to seek a Way out of the paralysis created by Lack of a constitutional amending formula Robert said. The Federal lawyer was arguing that provincial consent for constitutional change is not needed when he told the nine justices that the House and Senate could go so far As to create a unitary state under present Law and conventions. Mcmurtry said the fact that Ottawa has this Power is an anomaly caused by Canada s evolution from a Colony to a nation. If the Federal proposal and its amending formula Are adopted that Power will be removed because a de Gree of provincial consent will then be required he said.
