8 Winnipeg free press saturday May Gerry free press Rabid Fox puts Northern Community on Alert by Bob Lowery Rabid Fox which was badly mauled in a fight with two dogs has put this Northern Community on the Alert against the possible spread of the disease. Sgt. Eric Luke of the ramp Chur chill detachment said yesterday the Fox s encounter with the dogs occurred eight Days ago. The carcass was flown to Ottawa for analysis and found to have rabies. The two dogs along with eight other strays that have been running Loose in the Community have since been destroyed. Ramp Constable Rob Nason who was called in to investigate the incident is receiving rabies shots. Luke said the situation is Well under control largely because of the response of the Community. We sent out messages and the dog owners responded immediately keeping their pets under lock and he said. Delegates at the division s 18th annual convention Here were urged yesterday to report incidents of contracting out to cupe so the Union can ascertain the extent of the practice and its effects. Under existing labor practice in Canada a Union is not certified to represent employees of a private contractor and the employer is not obliged to maintain the wages and Bene fits provided by the collective agreement. Practice increasing Murray Craddock a member of the cupe National task Force on contracting out and cutbacks said the practice of using non Union help in municipal government school boards hospitals and nursing Homes is prevalent and increasing. De Smith chairman of the Manitoba task Force on contracting out and cutbacks told the 180 delegates at the conference the use of private firms to perform Union jobs reduces the Quality and extent of services while permitting unscrupulous politicians and their business allies to dig into the Public Smith said contracting out ultimately in creases prices because Large capital outlays Are necessary to repair equipment which has been allowed to deteriorate As a result of a reduction in the Public work Force. Cupe will also launch a publicity Campaign to make the Public aware of Union members contributions in the Community and publicize examples of management caused waste and inefficiency in order to finally prove it is not Public employees who Are responsible for deficiencies in services now provided by the questions of cutbacks and contracting out were also raised by outgoing Manitoba cupe president Jack Rodie in his report to the convention. Cupe National president Grace Hartman told the delegates that despite the belief that Public employees Are overpaid Federal government statistics indicate they Are falling behind their counterparts in the private sector. Governments feel they can assume a Tough bargaining position with their unions sure that the Public will always blame the Union when it goes on strike said Hartman. They Are refusing to bargain in Good she said. As a matter of fact it s not uncommon now for governments to provoke a strike to balance the budget and then put on a show of Riding to the Public s Rescue by forcing the Union Back to work and imposing on it the same inferior wage offer they could t get away with at the bargaining nurses launch new National federation the National federation of nurses unions representing unions containing about nurses across Canada has been formed. More than 300 delegates representing every nurses Union in Canada held a founding convention in Winnipeg this work. They voted unanimously to bring the new National organization into existence. New Fnu president Sonny Arrojado who is also presi Dent of the Manitoba organization of nurses associations said thursday was a very Tough Day As the delegates from different provinces pressed for partisan interests on constitutional questions. An official of the nurses Union in that province who did not want to be named said Newfoundland has the highest population to nurse ratio of any province and the salaries Are the lowest in Canada substantially lower than even Here in if a Newfoundland nurse were to take a five hour flight out to Manitoba she could earn a year More the official said. Seven nurses strikes there have been seven nurses strikes there in recent years and another May occur this year. Helen Vavroch of Montreal chairperson of the Conven Tion s Public relations committee said though All provincial nurses unions favor the National federation in Princi ple not All have had their annual conventions yet and so have not had a Chance to resolve formally to join.
