Winnipeg free press saturday May 2, 1981 9 Pawley wants More information on Alcan proposal Hydro should continue to own Limestone Leader says by Brian Cole nip Leader Howard Pawley says his party is opposed to Selling part of a Manitoba Hydra generating Plant to the aluminium company of Canada Ltd. But at the same time the Leader refused to shut the door on support for any future Deal that would include allowing Alcan to acquire a minority interest in a generating Plant. We re opposed to it in Princi ple. Hydro should continue to own Pawley said. But no door is he said. Pawley explained that his party would have to receive More information on the Alcan proposal before deciding whether it would unconditionally reject a proposal allowing the company to acquire a minority interest in a generating station. Letter of intent the government has signed a letter of intent with Alcan which says the company will acquire a minority inter est in a Northern generating Plant should it decide to build a smelter. Energy minister Don Craik said the Deal will provide capital for construction of the Limestone generating Sta Tion that would otherwise come from the provincially owned Utility. We re for Alcan but More information is Pawley said adding that his party has Many questions about the proposal. What we would like to see is an agreement that represents the Best interest of the Leader said. The nip would favor a Deal that would leave the ownership of the generating Plant in the hands of Hydro. However such a Deal would moan Alcan would lose substantial tax Sav Ings it could receive if it did have partial ownership in a generating Sta Tion. Under Canadian tax Laws Alcan could claim the station As an asset and deduct depreciation charges. The Sav Ings is part of the total Cost of Power Alcan will pay and one of the considerations that has made Manitoba an attractive place to locate the smelter. Pawley said Manitoba has a history of letting the taxpayers pay for the Large projects. He pointed out that the infamous Churchill Forest industries scandal of the 1960s ended up costing the taxpayers millions of dollars. Chi project cited Pawley said he did t want the Alcan Deal to be a repeat of past mistakes and would be working hard to get All the information necessary before any Deal Between the government and the com Pany was signed. In the legislature yesterday new Democrat la Brian Corrin Rose on a grievance to emphasize the need for the government to approach the Alcan Deal with caution. A government desperate for re election should not be entrusted with the stewardship of this Corrin said. Corrin voiced several concerns about the project including the number of plants needed to Power the smelter who would pay for maintenance costs of the Alcan portion of the Plant would Pawley door not closed Alcan locate in Manitoba for corporate tax purposes and what Type of Safe guards would be put in place for environmental concerns. Corrin also questioned whether Alcan s capita Cost allowances taken Banman lashes nip together with other concessions would amount to a subsidy of the project at the expense of the taxpayer. Corrin said he wanted the govern ment to be business like in its negotiations but doubted whether the gov legislature Ern ment would bargain hard with Alcan. I d be willing to bet they Are going to sign anything that is put in front of their Little noses so Long As they Don t have to put it in front of the Manitoba people before the next he said. Meanwhile fitness minister Bob Banman rising on his first grievance in eight years described Corrin s speech As a Bunch of ranting and he said the nip stood for no development party because it does t want to see several Mega projects including Potash mines the Western Power Grid project and the Alcan Plant succeed. In their desperate attempt for elec Tion they Are going to discredit this government s every move which is fail he said. They have based their whole re election on one thing the they re trying to Plant seeds of doubt and that s what they re doing. They re being seedy about this Banman said.
