Winnipeg Free Press (Newspaper) - May 4, 1981, Winnipeg, Manitoba Traffic engineers rap Stop sign proliferation by Joe Rubin motorists who curse every time a Stop sign is planted on a previously Barren Street Corner May be consoled by traffic engineers who admit Many four Way stops Are unnecessary. Provincial traffic Engineer Ross Adamson says four Way stops do not reduce speeding and denigrate the whole traffic control Adamson recently recommended to Stonewall town Council that it remove some Stop signs after finding the Community is Over controlled by four and free Way signs. Clear tonight 1 sunny tomorrow 1 5 although his jurisdiction is High ways and Access roads into Rural towns Adamson says the four Way Stop in my View has proliferated unnecessarily in the City of Winnipeg his Winnipeg counterpart traffic operations Engineer Mel Hirt agrees. Most of the Stop signs approved by civic works and operations committee Are unwarranted from a traffic engineering Point of View traffic volume or the number of accidents do not justify installation he . In Many instances the traffic operations department is asked whether a particular sign is necessary before a decision is made. In most cases the department indicates the sign is not warranted but it is usually approved anyway Hirt . Of the controlled intersections in Winnipeg 743 have three four and five Way Stop signs. Each sign costs j25 for the plate Post and base components. While he admits some Stop signs May be unnecessary traffic superin Pendant Harry Forgie they do save the City the Cost of a traffic Light. Both Adamson and Hirt govern ments usually approve the installation of Stop signs because it is politic ally expedient. Although Stonewall has decided to remove Many four Way stops in the next year Adamson the Choice May not be politically sound. For example radar surveys done on Glenwood Crescent indicated speeding was not a problem on the Street. How Ever residents complained about the volume of cars on Glenwood claiming motorists were trying to evade traffic lights at Hespeler Avenue and Hender son Highway and Stop signs were in stalled. Adamson Many people believe traffic speeds Are too High through their areas and that Stop signs will slow Down the traffic. Well there Are numerous traffic studies which show that traffic speeds Are indeed lower through the intersection but 100 feet from the intersection they re higher simply because if the Motorist stops unnecessarily his inclination is to step on it and Speed up so he can go about his Hirt the number of collisions has increased in some locations where Stop signs have been erected.
