Federal Crown counsel Judith Webster said the Post office launched an investigation after concerns had been raised about the condition of photo packets arriving at Sooter s Sherbrook Street facility. The investigation relied primarily on the use of surveillance and interviews with other postal employees. Webster said the accused watched by two postal inspectors was seen reaching into a mail bag pulling out and handling several packets. Webster said St. Godard ripped one of the packets open and removed two Bills.
