Thursday May 7, 1981 Lyon rejects Gazette clarification Premier St Lino i inn j _ Premier Sterling Lyon will go ahead with his lawsuit against the Montreal Gazette despite a Clarifina Tion by the newspaper on its reporting of a premiers constitutional meeting last month. Lyon started Legal action after the Gazette reported that he and Quebec Premier Rene Levesque had scuttled acceptance of Ottawa s pro posed charter of rights in Exchange for Federal acceptance of a provincial Amend ing formula. All of the eight premiers fishing terms struck by Bob Lowery Winnipeg free press Thompson Manitoba Hydro and the South Indian Lake fishermen s association have reached a tentative agreement on compensation for damages to commercial fishing resulting from the Churchill River diversion. Hydro negotiator Marvin Mckay said the agreement is based on a counter propos Al from the fishermen s association which turned Down a Hydro offer in mid april. Mckay said the compensation will cover the loss in Quality of the Whitefish catch in the areas where top Grade fish normally Are caught As Well As in the Northeast end of the Lake which produces a lower Quality of Whitefish. The agreement will cover both summer and Winter fishing operations. Since the diversion came into effect in 1976, fishermen have had increasing difficulty finding High Quality fish and have been forced to take More of their catch from the North end. In past years Hydro has compensated fishermen for the difference in Price be tween top and second Grade Whitefish. In the new agree ment the subsidy also will apply to a number of smaller lakes unaffected by the diversion Mckay said. The Extension to other lakes was a key proposal from the association to give 110 fishermen who have nor Mally operated on the Lake another option. William Dysart association president said another major proposal accepted by Hydro negotiators is compensation for fishermen who have made an honest of but have been unable to catch their quota. In earlier negotiations fishermen were concerned Hydro s compensation offer was based largely on the Quality of fish but did not provide for the possibility of a Large loss in Quantity. Mckay said the new agreement will be sent to Hydro s executive for approval and then presented at a fishermen association meeting later this month. This is the first time we have had real negotiations with Dysart said. Before there have always been delays and we have been up against accepting whatever was presented to us.
