By Michael Doyle Winnipeg free press Ottawa the native Council of Canada has demanded an investigation into a possible conflict of interest in the appointment of an Indian affairs Deputy minister to the Board of directors of Petro Canada. The group s vice president Louis Bruyere said yesterday there is mounting evidence to show that Indian affairs Deputy minister Paul Tellier is not representing the interests of indians when he sits on the Crown corporation s Board. Petrovan has just been Given exploration rights to of land in the Mackenzie Valley near the native communities of fort Good Hope and fort Norman. Indians want a guarantee land claims will not be dropped by Ottawa if Petrovan finds Oil or Gas. Fear effects of find the indians said they Are afraid if Petrovan discovers anything land claims will be lost As Ottawa rushes to make Money in an area which does not have a provincial government like Alberta to run interference and fight for revenues. Although they Are worried about the Munro control questioned intricacies of the land claims issues they Are galled by the fact the Federal Cabinet by a Little noticed order in Council Tellier a member of Petrovan s Board on april it makes it look like there s some thing going on there that maybe should t a Little Bruyere said in an interview. He said there is a natural conflict of interest when a Deputy minister for indians affairs sits on the Board of a corporation which is trying to make Money in an area where native people have outstanding land claims. Indian leaders have said frequently that the Indian affairs bureaucracy is operating in diametric opposition to Indian interests. Bruyere said the department has refused to fund Indian groups in an Effort to decrease their criticism offer ing smaller amounts of Money to individual bands in a approach. Earlier Manitoba Indian leaders charged Indian affairs minister John Munro was forced by his bureaucrats to retract promises. They claim Tellier sometimes viewed As a rising Star in the Federal bureaucracy does not really have to obey orders from Munro and that minister has Little control Over his department mainly because the prime minister office is responsible for appointments of Deputy ministers. The result is that a Deputy minister can have More clout in the prime minister s office than the Cabinet min ister has with the prime minister. In Tellier s Case Bruyere said the situation is clearcut. He is the one who controls nation Bruyere said. Any policy coming out of the department is basically Bruyere made Public yesterday a letter to Munro which reveals that two exploration agreements covering the 1.2-million hectares of Northern land were falsely backdated and a policy directive from former Indian affairs minister Hugh Faulkner shelving exploration in lands claimed by the Dene nation and Metis was reversed. Bruyere asked Munro to outline Tel Lier s role in the granting of exploration agreements to Petro Canada. In a separate statement Dene presi Dent George Erasmus asked for Clear assurances that Petrovan activity will not in any Way affect Dene negotiations on land and resources covered by the exploration agreements. He also demands that Tellier re move himself from the Petrovan Board of directors because of conflict of inter the native Council of Canada represents about one million Metis and non status indians across Canada about in Manitoba. A spokesman for said Munro was in his Hamilton Riding yesterday and not near any telephones. Tellier was near telephones but in the midst of meetings and could not discuss the situation. Northern affairs Deputy minister g. N. Faulkner said when a member of the department sits on a Board like Petrovan his function is to take the policies and priorities of the depart ment to the corporate boardroom and in effect act in the department s and the indians interest.
