Green has called for repeal of a Section in the elections finance act which bars anyone from advertising for or against a party or candidate during an election Campaign without their direct consent. The Law which Green labelled undemocratic and an infringement on Freedom of says that Only candidates and parties can advertise or allow others to advertise on to or radio in newspapers or periodicals and on billboards. The prohibition in the act passed last year is designed to prevent parties or candidates from circumventing the maximum limit on Campaign Advertis ing by getting supporters unions companies groups or individuals to advertise on their behalf or against their opponents. The Law allows parties in a general election to spend up to 40 cents per voter on adverting while candidates can spend up to 25 cents per voter. Green argued parties and Candi dates will not give their consent for third parties to advertise because if they do the Money spent would come off their own advertising budgets. Green said the prohibition opens a can of Worms because ways will be found to get around it such As printing secret periodicals or fryers. Someone could now legally Start up a newspaper for a few weeks during a Campaign and Call its political views editorial com ment he said. Once this happens the government will be forever amending the act to extend the ban to More types of electioneering by third parties he said resulting in the closing of newspapers. But attorney general Gerry Mercier said Green s Bill would make restrictions on Campaign advertising spend ing by parties and candidates virtually they could simply get supporters to advertise for them once their Legal allotment is spent. The minister said any group or person can advertise during a Campaign simply by making a donation to a party or candidate for this purpose he said restrictions on advertising Are needed because of the heavy concentration on Media campaigns. Green conceded his Bill would make a mockery of spending limits but said he opposes restrictions. He has another Bill before the House to repeal the entire elections finance act because he Dis agrees with party registration and tax deductions for political contributions.
