Several of the ministers inter viewed during the Federal provincial housing meeting that ended Here yesterday said they need to know More about Ottawa s plans before committing themselves. Broached idea and one minister said he would be More positive about shelter allow ances if they were directed toward Low income homeowners As Well As renters. Rae also demanded to know whether the minister is following the advice of Gerald Bouey governor of the Bank of Canada or David Slater economic Council of Canada chair Man. Bouey told a Senate finance committee last week the Economy is working near capacity and must be slowed to fight inflation. Slater later told a commons finance committee the Economy is not producing to its Poten tial. Maceachen said he is still waiting for a transcript from the Slater meeting but added he does not feel obliged to respond to every comment by Bouey or Slater. Critics Spur Bill changes Ottawa up communications minister Francis Fox yesterday introduced a series of amendments to the Freedom of information Bill As it came up for clause by clause study by the com Mons Justice committee. Among the changes being made in response to criticism of the Bill by a number of Public interest groups ear Lier in the Spring d no fees will be levied for reviewing records. Critics said the fee provision might Price Public interest groups out of the information mar Ket. D right of Access to information would be extended to foreigners. Critics had said that excluding foreigners might result in exclusionary provisions in other coun tries. D exceptions dealing with Federal provincial affairs International relations and defence would be modified to provide for an injury test rather than a class test. Critics had said a class test would mean that no information would become Public in these areas. Public interest d a Public interest provi Sion would govern release of personal information and confidential business information bringing the Bill into line with current practice by major regulatory agencies. Othe information commissioner and the courts would be empowered to review the withholding of product test results that were considered misleading. Previously a department head could have withheld test results without Challenge. The commissioner would have to be notified if it took More than 30 Days to respond to a Public request for information. Fox said other Amend ments will be coming next week. He outlined several changes aimed at allaying the fears of historians native indians and scientific and cultural groups. He urged maps to give the Bill speedy consideration. Provinces cagey about renter Aid nation this year but said he wants further comments on the idea before taking it to Cabinet. He said his prime concern is Long term Assis Tance to help homeowners meet monthly mortgage payments. Wants guarantees Ontario s Claude Bennett said he would want some guarantees of Long term Federal support before committing himself to a shelter Al Lowance program. The costs would probably be substantially lower if the payments were made Only to select groups such As elderly renters. Existing provincial shelter allowance programs Are directed to Ward senior citizens. Cosgrove has said the Cabinet probably won t decide before next Spring whether to proceed with a Federal plan and precisely who would be eligible for benefits.
