The legislation which really Only formally implements measures in effect since last fall s budget has left opposition maps bitter and angry. They Don t like the contents and the fact the government Cut debate to get the legislation approved before the House rises for its summer break. Formal approval of the Bill including two hotly contested Energy levies will come monday when the majority Liber Al government should have no trouble overpowering the combined strength of the progressive conservatives and new democrats in a final vote deferred until then under an All party agreement. The Energy taxes challenged in the courts by outraged Western provinces have attracted most of the Public attention since the budget was announced but the Bill implements a wide Range of other important changes As Well. The opposition renewed a vigorous attack on the govern ment yesterday in an apparently hopeless attempt to get the government to change its mind. The conservatives and new democrats say the regular tax increases it imposes for liquor and wine will Hurt distillers and winemakers. But they condemn the extra taxes on Beer As the most offensive part of the Bill saying the liberals Are Chipping away at the working Man s last and cheapest luxury. Another nine per cent tax on prosthetic devices except for those used on legs and Ankles has also been soundly criticized As a blatant slap in the face to the handicapped during the International year of the disabled. New Democrat Nelson Riis my for the British Columbia Riding of Kamloops Shu Swap said liberals who had voted thursday against an amendment to drop the tax obviously did not know what they were voting against. The tax went into effect feb. 1 and the Alberta court of Appeal supported the provincial arguments which led to the Federal Appeal to the High court. The Saskatchewan government has announced it plans to Challenge the legality of the eight per cent Levy.
