A Winnipeg free press thursday june 25, 1981 cutworm outbreak forces banners to reseed crops in Macgregor area Portage la Prairie up banners in southwestern Manitoba say they Are concerned a recent outbreak of cutworms May destroy their crops. Agricultural representative Gerry Orr said Many Farmers have had to reseed their crops against the Worms known to flatten a Field of potatoes in minutes. There has been a fair amount of reseeding in the Macgregor area Over the last two to three he said in an interview. The cutworms Are near ing their final stages but because of their different stages of maturity some will be causing problems on various he said heavy precipitation reported at 17.4 my. Over the last week has prevented Farmers from spraying crops with insecticides. Total precipitation in the area this month has been 72.2 my. Orr said while the insects attack any plants with Fleshy roots they have done the most damage to wheat Barley Sunflower Corn and potato crops. He added that crops Are growing Well this year despite heavy precipitation. Liberals nominate school principal travel Lodge attended by about 80 people. Liberal Leader Doug Lauchlan was the keynote speaker at the meeting. Biggs married with four children is the eighth candidate to be nominated by the liberals for the next provincial election. Doug Biggs 39, principal of Acadia Junior High in fort Garry was Nomin ated last night to run for the Liberal party of Manitoba in the new Riding of Nia Kwa in the South Dale Windsor Park area of the City. The recommendation to civic executive policy committee was moved by councillor Harold Macdonald at the end of a three hour Public information meeting on the Federal provincial City Core area redevelopment plan. Mayor Bill Norrie who with Urban affairs minister Gerry Mercier and employment and immigration minis Ter Lloyd Axworthy form the pro Gram s policy committee said the scheme now has been presented to All of City Council s standing committees. The Core area program will be considered again by the executive policy committee on july and 23 and then at City Council about the end of july or Early August. If Council approves the proposed City agreement implementing the redevelopment program it will go to the two senior governments for approval. Spokesmen for Winnipeg s native Community were among several Mem Bers of the Publ who asked questions about the Core area initiative at yesterday s meeting. Angus Spence said representatives of the City s 10 major native groups got together Only recently to form a com Mon position on the program. He said there is no evidence native people a Large part of the Core area population will be consulted on pro Grams contained in the plan. May we be allowed to participate in some of the planning some of the asked. What we Are doing is offering a helping hand not criticizing or Knock ing Gordon Morrisseau said the native groups plan to develop a position paper on employment and training and on development of key Sites As outlined in the redevelopment proposal. Norrie said those in charge of the planning will seek advice from the native population. But he did not agree with the View of councillors Frank Johnson Don Gerrie and Harvey Smith that there should be native representation on the manage ment Board of the initiative. He did agree with councillor Magnus Eliason that advice and opinions should be made at the political level rather than on the administrative level. The management Board will consist of a chairman and three senior civil servants from each of the three govern mental Levels who will be responsible for implementing the Core area Initia Tive program. Nursing study Grant welcomed the Manitoba association of registered nurses and the school of nursing at the University of Manitoba have been awarded the largest National health research develop ment program Grant this year research nursing standards in Manitoba for the next two years. The Federal Grant is considered coup by both groups since the no rep had Cut All Grants this year by five per cent. The coordinators of the program Kathleen Scherer Nurs ing standards consultant for Marn and Patricia Farrell assistant professor of nursing at the University of Manitoba say the Money will enable them to Complete a comprehensive study of All nursing standards which could reflect on the nursing Community across Canada. The Grant was Given after the two had worked on a preliminary project since october 1979, involving nursing standards in Manitoba. The project was jointly funded by the University and Marn. We had standards that came out said Scherer. But she said they were based mainly on opinions of what nurses Felt the standards should be. There s so Little in research that says if a nurse does this so and so will she said. The two researchers Hope to find ways to objectively measure nursing standards that could be used by both medical professionals and patients. Part of the Grant Money will be used to hire other researchers to collect further data and to Analyse the re sults.
