Postal Union Cool on Hopes for talks Ottawa up talks to stave off a strike by inside postal workers appeared stalled yesterday when Union negotiators said they were making no Progress on major issues. The two sides were scheduled to meet again today but Jean Claude Parrot presi Dent of the Canadian Union of postal work ers left yesterday s meeting in a grim mood. The employer is acting like there has been no conciliation at Parrot told reporters adding that he has called the Union s National executive to Ottawa because of government reluctance to discuss More than minor contract Points. Police probe leak of raid to Thomson by Michael Doyle Winnipeg free press Ottawa the Federal government con firmed yesterday that the ramp is investigating whether the Thomson newspaper group was Given Advance warning of a 1978 raid on 21 newspaper offices across Canada. But Justice minister Jean Chretien and consumer affairs minister Andre Ouellet refused in the commons to provide details. Ouellet said opposition Leader Joe Clark and other progressive conservatives were being irresponsible in their line of question ing because they could harm the Federal investigation. Clark said it was a matter of Public importance and sought assurances that alleged leaks were not continuing or would not recur. The opposition Leader asked if there is any evidence that any officers of the Thomson group had Advance knowledge of the raid. Ouellet said it is that question which is under investigation. Fundy Royal Corbett also raised the question tuesday said yester Day the ramp has confirmed the investigation is under Way. Corbett demanded to know whether there is any connection Between the events and the removal in May of chief combines investigator Robert Bertrand. When Clark asked Ouellet whether he had assured himself that leaks Are not still continuing Ouellet replied that Clark should assure himself he can hang on to his precarious Clark said Ouellet cannot shed his responsibility simply by trading insults across the House of Thomson newspapers Ltd. Johnston confident Johnston also told the commons yesterday he is confident the talks would culminate in an agreement. But Parrot later repeated the Union s Posi Tion that intensive negotiations Are needed to avoid a strike. A key Issue in averting a walkout could be Union demands for at least 17 weeks paid maternity leave. The government has indicated it resolutely opposes the proposal. Parrot told reporters wednesday there s no doubt that this is an Issue where there s no Trade off paid maternity leave is Only one of several items Parrot says the Union considers Essen tial to agreement. Others include better health and safety provisions use of internal television Security systems and a significant allowance for increases in Cost of living. Parrot insists the maternity question can be settled. He did t close the the Union Leader said of Johnston s critical comments in the commons monday on the idea. 17 weeks of full wages a conciliation Board under chairman Pierre Jasmin recommended the govern ment agree to 17 weeks of full wages for women on maternity leave. The Board also called for a wage increase of 70 cents an hour above the current aver age of an hour and supported Union health and safety demands. The Union s conciliation nominee recommended a wage increase of 88 cents an hour. Union members now Are allowed six months of unpaid maternity leave with unemployment insurance benefits of up to a week. The Union wants the Post office to supple ment the women s benefits with a por Tion of their regular salary to bring earnings up to regular Levels. The provision would not be expensive for the Post office could possibly affect Only inside workers each year it would be a precedent for thousands of other women in the Public service and the private sector an official in Johnston s office said. Park squatter claims Victory in fight for expropriated land . Up Jackie Vautour the Man who has led a bitter fight to regain lands he lost in a National Park expropriation produced a Federal court decision yesterday which he says returns the land Back to its original owners. Vautour flourished a decision handed Down june 17 by Justice Frank Collier of the Federal court of Canada saying it Means the 80 Square Kilometre National Park was not properly proclaimed. He said the government did not properly publish the notice of proclamation in the required number of Canadian newspapers. Collier struck Down a motion by the attorney general of Canada which would have made Vautour s claim invalid. A second motion calling for Collier to set other Legal Points for trial was adjourned for further hearings. Vautour maintained the decision changes the entire situation at the Park where he and a number of followers Are still squatting and refusing to be moved out. He said the government acted improperly and the land now reverts Back to its original owners. Provinces Alberta Ontario expected to a Toft Over equalization payments Victoria up provincial it _. _ Victoria up provincial finance ministers agreed yesterday to set up a series of committees to study the problems of Canada s pen Sion system. The ministers sidestepped for the moment the Touchy Issue of equalization payments to concentrate on retirement income. Ontario treasurer Frank Miller said he proposed the committee idea and it won unanimous agreement from his colleagues. Finance minis ters from Alj provinces except que Bec Are discussing a wide Range of fiscal problems in a two Day meeting Here. Federal intrusion Miller said the provinces Are concerned by potential Federal intrusion into the Field. This matter is being discussed by the Federal he said. It is a provincial the Ontario treasurer said he is concerned about the size of current pensions As Well As the economics of financing them. It s a question of the adequacy of nation pension benefits for canadians who depend solely on government he said. The committees will also better methods of financing pension plans Miller said adding that the Canada pension plan could be in the red within four years he suggested indexing As one pos sible solution to the problem of elderly persons trying to survive on meagre retirement incomes. Miller offered the ministers two approaches to improving the Canada pension plan. The first was a slow 30 years the contribution rate raising it to eight per cent from the current level of 3.6 per cent. A second alternative which de serves our consideration and which was proposed by the Royal commis Sion on the status of pensions in Ontario is pay As you go financing with a contingency he said. The second suggestion would keep contribution rates at the current level for another 10 years after which it would jump sharply. Importantly this would help soften the Impact of additional costs to common approach in his statement to the ministers Miller warned them that Ottawa May try to move into pension administration. We re looking at municipal Revenue being included in the form Public and the Federal government on us to relinquish this area of his argument was apparently a telling one As the provinces closed ranks and agreed to work on solutions. The ministers have not yet gotten Down to the nitty Gritty of the meet ing the talks on equalization and Federal Transfer payments which total billion annually. Those discussions will Likely pit Ontario Miller on the other hand feels the whole equalization scheme has to be restructured to include the enormous resource revenues accumulating in the West.
