Industry sources say in nation Ergy minister Marc Lalonde and his Alberta counterpart Merv Leitch have sent per Sonal messages to the Spon sors that they expect to reach an Energy agreement by september. They have told key people behind the projects that the latest round of negotiations Are not a facade. Their message when deciding whether to hang on or ditch the projects keep in mind the negotiations Are serious real Progress is being made and there should be an agreement by september. Industry sources said the sponsors Imperial Oil Ltd. And the Al Sands group a striking Halifax police officers relax on picket line at police station. Striking Halifax police seek binding arbitration Halifax up the association representing 196 striking police officers has offered to accept binding arbitration in their month old contract dispute with City Council chief Union negotiator Joe Ross said yester Day. Mayor Ron Wallace said he would not comment on the Halifax patrolmen s association offer until the City s strike advisory committee met this afternoon. Both sides refused arbitration when it was suggested several weeks ago by the Provin Cial labor department. If the City does t want to talk then it is about time for binding Ross said. Lalonde and Leitch have held similar private meet Ings on the eve of the two previous official negotiating sessions in Banff alta., and Winnipeg. For today s talks at the hotel both will be accompanied by their top aides and several department officials. Key issues in the dispute Are the Price for convention Al crude Oil now less than half the world Price of about natural Gas and Oil Sands pricing and new Feder Al taxes on Oil and Gas reve Federal sources said a two Price system for conventional Oil is still being consid ered. Under this system a substantially higher Price would be paid for new disco veries than for so called old Oil. The Federal government wants new Oil defined a discoveries made close to the Date of a new agreement. Alberta not keen on the idea to begin with wants Oil Dis covered six or seven years ago defined As new. Under the National Energy program the wellhead Price for All conventional Oil now a barrel increases wednesday to 18.73 a bar Rel. The wellhead Price is scheduled to increase by a total of next year and More rapidly after that. Dissatisfaction Over the pricing and taxation Mea sures in the program has caused Alberta to reduce Oil production by a total of 000 barrels a Day. Meanwhile Alberta has refused to give the Oil Sands projects the final go ahead until a comprehensive agreement is reached. Imperial Oil Ltd. Has said it needs approval by wednes Day or its heavy Oil Plant at cold Lake will be put on ice. The Al Sands group has been less definite about a deadline. Spokesmen for the Oil Sands project at fort Mcmurray have said there must be a Clear Indica Tion an agreement is in sight to keep the project alive beyond the end of this month.
