8 Winnipeg free press tuesday june Ottawa refuses to sign new North lands agreement by Michael Doyle Winnipeg free press Ottawa the Federal government has refused to sign a new North lands development agreement with the prov Ince regional economic expansion minister Pierre de Bane admitted in the commons yesterday. But he said Ottawa will extend for one year the expired 1976 agreement and in the meantime study the kind of mechanism that should be used to continue development of the North the five year Canada Manitoba up photo nation North lands agreement expired March 31 and was to provide million in economic development in Northern Manitoba. Of that million was to come from the province. But a senior Federal Liberal source said the main reason for the decision to go for a one year Extension instead of a new agreement is that the last pact involved a lot of wasted Money. Ottawa is not trying to avoid Poten tial political embarrassment but it Australia s Malcolm Fraser and Trudeau at talks yesterday. Chc policy on heating Oil unlikely to Hurt Manitoban does want to make sure it is not throw ing Money out the window he said. Better Quality consultation is needed with Northern Manitoba indians and other northerners he said. There were a lot of horror stories. There were roads built that went no where and roads that were built through villages that made them look like a bomb had hit in Manitoba a senior Federal civil servant said she doubts the Ottawa assessment. She said in a Telephone interview from Ottawa that both the Federal and provincial governments As pm Fraser favor global talks on poor Ottawa up australian prime minister Malcolm Fraser and prime minister Trudeau discussed their Mutu Al concerns about the wide disparities Between Rich and poor nations in a 90-minute meeting and luncheon yesterday. Fraser arrived Friday after a slate visit to Mexico and spent the weekend at the nearby Gatineau Hills resort of Montebello before meeting Trudeau yesterday morning and flying to Washington in the afternoon. A Canadian official said the two leaders think much alike on the prob lems of poor nations the so called North South Issue. Both favor launching detailed global negotiations in the United nations on the Complex problem of assuring the poorest nations a bigger share of the world s wealth. The official said the two leaders discussed the positions of a number of countries on the North South Issue but did not single out any for special men Tion. David Barnett Fraser s press Secre tary described the meeting at tru Deau s 24 Sussex drive official Resi Dence As extremely messed the five year pact in its third year and found it successful. De Bane made Public the one year Extension under questioning from progressive conservative Jake Epp the Manitoba tory asked if the Federal Cabinet had decided it lacks the spare Money to fund new agreements with Manitoba or other provinces. The Manitoba civil servant added that the province has made a series of proposals for a new agreement which have been discussed by government officials and further discussions toward a full scale pact Are but because Money from the old agreement remained to be spent and projects remained to be completed Ottawa authorized a one year Extension she said. Discussion with native people and other affected groups has already taken place but the department views the discussions As an ongoing process and More May be needed the Manitoba official said. Criticism of the five year pact has generally been limited to either conceptual criticism or based on the notion that a particular area needed More Money than it received she said. Ever since last year s Liberal convention in Winnipeg the government and Cabinet ministers have been Ada Mant that when Ottawa provides Money it should get the publicity and Federal provincial projects should not be masked As provincial projects. The lion s share of the Federal contribution to Manitoba came from the department of regional eco nomic expansion but employment and immigration put in million trans port million and Indian affairs and Northern development Mil lion.
