Wherever Deng went he Yanbang went whatever Deng s Fate in the turmoil of chinese politics he shared but he the party s general Secretary for years is moving out of Deng s Shadow to take Over As party chairman the country s most important policy making Post. Elected by the party Central com Mittee at its meeting Here recently he succeeds Hua Guofeng who resigned under heavy pressure after admitting serious mistakes in his leadership of the 38-million-member party. Hua had succeeded the late chairman Mao tse Tung five years ago. As Deng s trusted lieutenant he is being positioned to ensure that Deng s political testament is carried out that China continues to follow a course of pragmatism not radicalism and that the party does not again lose its As it admittedly did under Mao. Deng s ability to shape the future of China rests in Large measure on he 66, and other members of the successor such As Premier Zhao Ziyang and wan i the senior vice Premier who Are committed to Deng s policies and Are starting to move into top government and party posts. Not a political clone he is not however a political clone of Deng. He was two decades ahead of Deng for example in urging the party in the 1950s, when he headed the communist youth league to base its policies on the pragmatic philosophy of doing whatever works rather than on maoist ideology. Recently he has been far More scathing in his criticism of the cultural revolution and Mao s role in it than Deng has been and far less orthodox than Deng in his Calls for continued political Reform. He will appear to be Deng s Man for some predicted a senior chinese editor who knows he Well but As Deng retreats to the second line and takes an advisory role he will clearly emerge As his own Man he has always been his own Man in fact but his ideas have so closely paralleled Deng s that Many took them for a Carbon he and Deng who is now 77, began their association in 1941 As political commissars with the red army which was fighting desperately to protect communist held areas in Northwest China s Tai hang mountains from invading japanese troops and rival Chi Nese nationalist forces. Deng was then 37 and he was 26, but he had Al ready been with the communists for More than a decade in his and Mao s Home province of Hunan. The two men soldiered together for eight years through the balance of the second world War and then the chinese civil War. When the people s Republic was proclaimed in 1849, they marched South into Deng s native Sichuan prov Ince to establish the new regime. Two years later both were transferred to peking Deng As Deputy prime min ister and he to head the youth league. Deng became the party s general Secretary and he worked on a number of committees through the 1950s and Early 1960s that reported directly to Deng. In 1965, he went to Shan i prov Ince As party first Secretary a pro Voncial Post arranged by Deng to pre pare him for the top leadership ranks. Both men were among the first Vic Tims of the cultural revolution launched by Mao in 1966. Deng was a villain second Only to the late Liu Shao Chi then China s head of state. He was branded a capitalist roader and a member of the Liu Deng coun Ter revolutionary red guards sent by Chen Boda Mao s political Secretary shaved he s head with Garden clippers and forced him to Craw out of his House on hands and Knees while they kicked him and spat upon him according to Chi Nese sources. Stripped of All posts he was then sent to the Countryside according to his own account to sleep beside the cows for 2% years. He spent another years being re educated through manual labor at a party school and five More years under House arrest the Only break he said last year was a few months when Deng returned As first vice Premier and he was put in charge of the Academy of sciences. When Deng was purged a second time by Mao he went Back under House arrest not to emerge until the summer of 1977. Either i will be killed or the radicals will not survive More than 10 he told his son Early in the cultural revolution. It ended with the radicals arrest in 1976, after Mao s death. After the cultural revolution he worked to Correct As much As he could of what he saw As grave miscarriages of Justice. At the Academy of sciences he arranged pay increases the first in two decades for chinese intellectuals. At the Central committee s party school he reinstated those accused of being rightists in the cultural revolution and earlier campaigns. But he has enemies. First there Are those who see him As avenging the wrongs done to him and his associates during the cultural revolution and forcing out those like Hua who Rose to Power through their leftist politics. Secondly the military has never liked or trusted he despite his wartime service and his attacks on Mao s memory and policies strengthened this animosity which he has been working to dispel. Finally there Are Many who see him As being too Liberal too unorthodox in his communism and at the same time too uncompromising with those of Dif Ferent views. Deng May have no other Choice but that does not mean he is a Good an army staff officer re marked privately last month.
