Winnipeg Free Press (Newspaper) - July 6, 1981, Winnipeg, Manitoba Winnipeg free july 1981 Winnipeg free press Freedom of Trade Equality of civil rights Liberty of religion published and printed six Days a week it 300 Carlton Winnipeg r3c 3c i by Canadian newspapers company limited Telephone 9439331 l in Nicol punish filiform Murray Rural it editorials the Dps family fight were having a family fight Here and that our Busi Dave the new democratic party British Columbia Leader declared after the party annual Conven Tion adopted a divisive Resolution on the the Point which eluded Barrett is that family fights in a party which aspires to become the government of Canada Are everybody business and that canadians have every reason for grave concern Over the outcome of the weekend squabbles in while sorting out their internal the delegates to the party National convention adopted policies which would harm the Prosperity and Security of on the constitutional the delegates showed them selves seriously endorsed National Leader de Broadbent support of the Liberal governments unilateral Effort to have the British government impose constitutional change on but Only after a Tough debate and a vote in which 37 per cent of the delegates rejected the leaders to compound the the Conven Tion rejected Broadbent proposal for a modified form of proportional representation in Canadian one of the few constructive and potentially unifying constitutional suggestions put Forward by the Federal on the other great Domestic Issue of the Day Energy the party came up with no policy at except for the ritual demand for the nationalization of Imperial papering Over serious differences Between delegates from provinces which produce Oil and those which consume the convention adopted a Bland and meaningless Resolution in favor of negotiated Oil having avoided a decision on the delegates then went on to demand that the people of Ontario should be denied the benefits of nuclear Power and the people of Saskatchewan be denied the fruits of uranium representatives from Ontario and Saskatchewan sensibly served notice that they intended to ignore the the party divisions on the Constitution and Energy reflected real divisions within the its foreign policy resolutions reflected mostly a Victory of ideology Over common delegates declared their support for a Broad Alliance of democratic and revolutionary action against repression and for the construction of democratic socialist whatever that Means at the same they rejected an Alliance against communist repression with the democratic socialist states of Europe in the North Atlantic treaty after trampling on Many of the policies he has the delegates gave their Leader a unanimous vote of conf viewing the Broadbent found himself Able to declare that the party has addressed the serious economic and of our there is no denying that the convention addressed those the trouble is when it came to making decisions on it fudged most of Trudeau invitation there was a not that Many years when Ottawa and the provinces made an Effort to coordinate their economic and fiscal the Federal government had a minister of finance who managed to produce at least one budget a before he produced he got together with the provincial treasurers to discuss a common the intent was to ensure that Ottawa and the provinces were at least beginning with the same assumptions and heading in the same direction when they drafted their budgetary the system did not always on one Ontario announced that Ottawa strategy of restraint was misconceived and introduced an expansionary budget to counteract on Ottawa got badly burned in Quebec when it attempted to finance a selective reduction in provincial sales but the attempt at least reflected a recognition with the provinces collecting More than half the taxes in the both Levels of government had some responsibility for economic that attempt at coordination ended after the liberals were returned to Power in chiefly because the new finance Allan could not bestir himself to produce either a budget or an economic an Effort of sorts is now being made to revive it with prime minister Trudeau invitation to the provinces to attend an economic Summit next the new Effort is a Good Deal More elaborate than the routine finance ministers conferences of the or Trudeau has proposed intensive preparation Over the sum Mer in meetings of officials and consultations Between Maceachen and the provincial Trudeau is also asking the provincial premiers for their views on Oil pricing and Revenue sharing from increased since those topics Are already the subject of intensive negotiation Between the Federal govern ment and one might have hoped that they would be settled Well before the prime minister and All the premiers finally got a settlement of the Oil impasse is an essential prerequisite to any effective National economic Canadas present economic problems will not be solved by a Federal provincial but the fact that Trudeau now proposes to meet the premiers on the subject is a hopeful indication at the Federal government is beginning to understand that it cannot continue the policy of Drift it has followed since it returned to Power overselling the Summit another Ottawa Surprise the Federal governments minister of regional economic Pierre de has told the House of commons that the Canad Manitoba North lands which expired at the end of will be extended for one it that de Bane has not As yet told the Manitoba minister Brian on what terms the agreement will be the which began in was to provide million in economic development in the Northern part of the the provincial government was to Supply million of there have been rumours from Ottawa that the Federal government wants to renegotiate the and other rumours in Federal the previous agreement included a lot of and a Lack of consultation with the people if the rumours Are then the Federal government May have cause to look carefully before it signs another Lon term agreement in the same the most recent action by the Federal that of reporting to Parlia ment More than he is apparently willing to divulge to the other partner in the says Little about Ottawa concern Over in fact the announcement in Ottawa has left Ransom in a bit of a if the Extension of the agreement Means that Ottawa will pay the same million in Aid this year As it did Ransom will probably be quite the announced Extension is coupled to a plan to reduce Federal participation in this program along the lines of reductions already announced in other Manitoba is not Likely to regard the Extension As an Extension at the Federal government is anxious to get maximum publicity for its spending and is therefore cutting Back on programs under which Ottawa pays the Bills while local or provincial politicians Cut the the North lands agree ment May turn out to be another casualty in Ottawa withdrawal from silent but the two govern ments can probably accomplish More in tandem than working at if de Bane wants More signs and brochures with his name and picture on let him say he cannot hop for ransoms cooperation if he will not return his by Wilson special to the free press Ottawa the Groat problem with the annual big seven economic Summit meetings is that they Are so grossly oversold and prime minister Pierre Trudeau is running the risk of overselling Tho impending one on an even greater scale than its his View i think it will perhaps be the most important Summit in terms of where the world should be going in the next years and the most important Summit Ever history unchanged the brutal truth is that even if this Rosy View were to be justified by the event it would still not be saying very there has been nothing whatever in these which started in at which has altered the course of history in the1 nor could there have it is not a today discussion by some of the worlds important leaders that changes the Way events unfold and it is a great mistake to suggest that this possibility even the leaders themselves do not always understand the moment at which they meet that was the striking lesson that emerged from the second in puerto with its complacent even if they did understand exactly what is occurring As the background to their meeting they would not be Able to make much change in the Way inter acting forces will shape the future simply because so Many of those forces Are entirely beyond their the process of history is not without in the slightest disagreeing with the great importance the prime minister attaches to third world prob they Are not the ones the seven leaders would have at the top of their Agenda if they were Able to dominate the events of the next few the restoration of their own economic health would be there if for no other reason than the fact that it is essential to any meaningful Effort to improve matters for underdeveloped coun but the economic problems of the leading industrialized countries have been at the top of the Agenda at All the meetings that followed puerto they were in Tokyo and those meetings came and went and the problems the prime minister is entirely right in the great importance he attaches to third world problems and the record of his government since he came to Power in 1968 is very much better on that score than his critics More resources he has not merely made speeches on the subject he has also increased considerably the Canadian resources used in attempts to improve on this his influence like that of former prime minister Lester Pearson before him has always been used in the right the difficulty with the Advance perspective he is building for the meeting is that these problems do not lend themselves to an easy solution by a decision taken by seven leaders at Montebello and even assuming they do by far the most pressing of the third world problems is neither hunger nor health it is debt and the dangerous rate at which the changed value of Energy is building it is the danger of financial with worldwide that makes the third world Case More pressing now than in the saudis absent that is the result of actions by open and it is almost always overlooked in the Western world that it is one of the Petroleum production countries that is doing most about it saudi about of saudi National in come is used to assist other nations and no other country comes anywhere close to that but the saudis will not be at Montebello and it probably would not make much difference if they were for All their great resources they have not been Able to do much More than apply band time is the great obstacle to the third world in its efforts to emerge from the trough the time required to overcome problems of cultural of of developing an effective order of some Assis Tance is possible and some improve ment does result from it but the essential problems lie within the nations involved and it is colonial minded to imagine that advanced nations in some magic arrange shortcuts through history for the proper perspective for summits is to View them As potentially healthy discussions Between leaders from which tangible results should not be population rises i am writing this letter in reference to the coming Summit meeting in Ottawa of Western leaders this prime minister Pierre Trudeau has decided to make the distribution of wealth and the North South dialogue a major theme of the while it is admirable to suggest a major trans Fer of wealth from the Rich Western nations to the third is it a reasonable solution at this Point in history the major problem of this Century is the explosive increase in human popu lation since Earth has a finite Bio our agricultural sector cannot continue to expand production of the advanced Western nations of the world have understood the painful realities of overpopulation and the destruction of the delicate ecological bal birthrates in the Western nations have declined in the past and have brought their citizens an increase in their Standard of living in spite of inflation and massive foreign Aid trans fers to the third the momentum of human population growth has its origins in the Anchang hindus by the holy Ganges ing attitudes toward reproduction in the third population continues to explode at an incredible present figures now show that 36 per cent of the worlds population is under 15 years of and mainly concentrated in the third even conservative projections estimate a growth in world population to 10 billion people before the year although the Earth can not feed 10 billion population continues to the Prosperity of the Western world continues to be threatened by an impending malthusian any foreign Aid or wealth transfers to the third world must be made on the basis of population reduction by strict birth control by these the West cannot continue to expand foreign Aid without guarantees of a lower birth rate from these foreign Aid should be Given Only to nations which make serious efforts to limit the size of their Trudeau should consider this concept before he attempts to redistribute finite wealth with no strings
