Winnipeg Free Press (Newspaper) - July 6, 1981, Winnipeg, Manitoba
Al Winnipeg free july 1981 u of is Duckworth ends 10years at Helm with mixed emotions by Manfred Jager throughout his 10year presidency 4t the University of he was known As Remote and aloof difficult to get to if this made him unpopular with staff and Harry Duckworth regrets this is a Job in which decisions Are based on consensus rather than on individual the outgoing chief executive of Manitoba second University said in an interview last in the Board of the presi Dent relates to the Board in University he relates to the members of the faculty who Are the dealings with the individual departments Are done by the so i did not have regular contacts with people in the except through the there were Many of who came and talked to me about matters of personal interest to sometimes involving research or just the that number of professors was but there Are quite a number of professors with whom i had very Little Contact because of the Way the University is organized and also be cause their work didst involve direct As for who bows out next month because Hes reached official retirement said they have sometimes disagreed with actions taken by the Board usually with respect to tuition understood position but student leaders invariably have come to me during those Peri ods or admitting they understood the position which i was required to that did not Dimin ish the personal relationship that existed Between the u of is second president he followed lock said the institution has made Good Progress during a decade in which enrolment was perhaps the major concern of pos secondary educators across the 1 leave with mixed he this is my Home so i have that Strong tie to in addition to it consists of a very Nice group of so its been a very pleasant place to work it was also a very important time in the institutions having just made the transition from College to it was a period when we needed to consolidate our role As a years of tension Duckworth said he has been aware for years of the tension Between his University and the University of Mani its been there More on the Side of the University of Manitoba than much of the work we offer is a duplication of the work theres no Way around were in direct Competition in those i think its Good for the citizens of the province to have that compete it makes us both try but Ive thought that the University of Manitoba has been a bit self con scions about our and should have been less Duckworth said it would be time for him to leave the presidency even if he had not reached retirement its very important for the institution to have a new figure in this office to bring in characteristics which i didst and perhaps assist in the development of new areas that i Haven he who is an adjunct pro Fessor in the physics department of the University of will continue teaching at the graduate level during the academic he expects to put in More or less full working Days after re turning from a european vacation in the i will leave the City As soon As possible after the new president Robin now Dean of the College of education at the University of Saskatchewan in Saskatoon takes office if for no other reason than to make sure he Doest think in look ing Over his Duckworth said he agrees with the new presidents recent statement that private fundraising needs to receive More emphasis in the in glad he thinks this our Board has been in various stages of preparation for just such a fund drive and would Nave launched one in the notto Distant future even if there was no change in this the Appeal will mainly involve corporations and major private donors rather than the Man in the Duckworth Duckworth regrets the fact that labor unions have arrived on the u of w he considers that develop and the fact that faculty Mem Bers Nave organized and obtained certification As a bargaining until last october there were no unions of any sort on Duck Worth at that time the teaching staff went i am told it was not dissatisfaction with my adm Nistra it was Felt certification was Nec Essary in order to secure adequate future government i dont follow that my the chairman of the universities Grants commission has stated that the amount of the ugh Grant does not take into account whether the University staff is unionized or Duckworth said he never commented to the professors on their decision to but he feels collective bar gaining is useless if intended merely to increase government support to a uni the future will As i i dont follow that Industrial Model i have never Felt that the Industrial labor relations Model fits a uni As teaching staffs of other universities have they have utilized the Industrial because its the Only Model that was Avail if the action had been taken with greater perhaps a Model would have been developed which takes account of the fact that professors Are not simply employees of the University to a Large part ners in the management of the univer Harry Duckworth sits in
