of a fundamental fiscal imbalance and no evidence that Federal Transfer payments to the provinces Are getting out of in Federal Grants to provinces and municipalities have been fairly constant for the past 11 years and projections Are for them to decline in real terms in the if the Federal government has a problem with unmanageable the task Force it is because of political and economic decisions
