for welfare and pos secondary education should the committee steers a sensible course Between the crisis mongering of Ottawa and the complacency of most of the it recognizes the value canadians have gained from cooperative federalism and suggests generally moderate and Realis tic ways in which the system can be to reach its sensible the committee begins by rejecting the instructions Given to it by the Federal minister of Allan Maceachen claimed that a fundamental imbalance had crept into Canadas fiscal sys tem which gave too much tax Money to the provinces and too Little to the Federal to Correct that he told the task Force to find ways Ottawa could Cut billion from its contributions to share Cost the task Force rejects both the ministers diagnosis and his proposed it finds no evidence of a fundamental fiscal imbalance and no evidence that Federal Transfer payments to the provinces Are getting out of in Federal Grants to provinces and municipalities have been fairly constant for the past 11 years and projections Are for them to decline in real terms in the if the Federal government has a problem with unmanageable the task Force it is because of political and economic decisions made in having disposed of Maceachen imaginary the task Force offers some useful suggestions for improving the weaknesses which exist in the present the most controversial proposals touch on medicare which the task with some describes As a major accomplishment of Canadian the report Points to the danger that the premiums charged by some govern the use fees for Hospital patients charged by others and the practice of double Billing by doctors can deny Access to medical care to people on Low it adopts the recommendation of the Hall commission on medicare that extra Billing be prohibited and that disputes Over doctors fees be settled by compulsory the report suggests tougher rules by which the Federal government can pressure the provinces to live up to the undertakings under which they get Federal medicare it Calls for new legislation which would establish specific criteria to determine whether a province was living up to its undertaking to provide medical and Hospital insurance which Are accessible to All and portable to All if a province did not live up to that the Federal government could reduce its Grant under present Ottawa Only option if a province chisels on the medicare agreement would be to cancel its contribution that is a weapon which few governments would Ever dare working out an equitable monitoring system would obviously be a task of immense difficulty and the provinces can be guaranteed to scream to High heaven if their Grants were Ever but the proposal makes sense both because it will provide Protection against the erosion of medicare and because it will help establish an important principle raised by the report the principle of the buzzword in the Federal government these Days is Ottawa Cabinet ministers Are threatening to smash the existing system of joint Federal provincial agree ments they the Federal government is not getting enough political credit for the Money it to the parliamentary task the important Issue is not political credit but things Are necessary the arrangements governing Transfer pay ments must require the provinces to provide the Federal government with enough information to fulfil its responsibility of accounting to parliament they must provide a Clear statement of what the Transfer payments Are intended to along with criteria for measuring whether those objectives have been fulfilled and for with holding Federal funds if they have stating those principles of much easier than putting them into but the conservative and nip backbench ers who made up the task Force have provided a valuable service by spelling out the fundamentals of cooperative federalism which the Federal Cabinet and the provincial governments have often tended to the roots of More blood in Tehran the most significant fact about the firebomb
