Winnipeg Free Press (Newspaper) - September 2, 1981, Winnipeg, Manitoba Winnipeg free september Winnipeg free press Freedom of Trade Equality of 6ivil of tights Liberty of published and printed six a week do cat tuft b36 361 by Canadian company limited Telephone 9439331 Donald Mycol publisher John Dafoff cd Itotia Page editor Mur Rayburt managing editor editorials a Canadian Compromise for the past 18 the Federal and Alberta of fleets have been locked in bitter Battle Over whether the Price of Oil should be it per cent of the world level or a Madei Canada after six Days of intensive they reached a we will pay a Madei Canada Price that is 75 per cent of the world that the Canadian the question which needs to be and probably never will is whether this Victory for As prime minister Trudeau described could not have been achieved without All the bitterness and economic and political damage that those 18 months of wrangling on the face of the Price agreement which was eventually reached has been available since late the Price which canadians will ultimately pay at the Gas pump appears to be significantly higher than the one for which the previous conservative government was driven from and canadians have this paid Oil Price increases greater than those included in the the difference is that much of this years increase did not contribute to the most important ends which a National Energy policy ought to achieve More Domestic lower a stronger healthier government a better balance of More conservation the extra dollars went mostly to subsidize increased imports made necessary by Albertas production cutbacks and partly to finance the takeover of foreign owned Oil exploration dropped significantly in Alberta and the two huge tar Sands which were supposed to meet a substantial proportion of Canadas Oil requirements later in this were ail that is supposed to change exploration is expected to get Back on Alberta will Grant licences for construction of the tar Sands Plant and the mighty projects will get under offering Large scale Industrial benefits across it May not be quite that one of the tar Sands at cold has been wound Down and there is at least a possibility that its Esso May not find it worthwhile to wind it up at the very it take longer than anticipated to get it exploration companies will some time to study the details of the pricing agreement before deciding How Active they will be in Canada in the for All the however late in looks like a Good one for it Means dramatically higher prices for gasoline and heating but cheap for All the Gaudy promises made by the liberals in the last election was never in the at under this we can expect to get something for our perhaps the most important thing we will get is Security and stability in the Oil the agreement lasts for More than five offering an assured climate for we get prospects of new developments which will provide More Energy along with jobs and Industrial we get a better balance in government revenues which should help the Federal government Cope with its debilitating fiscal above we get an end to a political and economic controversy which was threatening to tear Canada it is Worth the keep Ottawa out of school since the Federal government spends upwards of billion a year on programs that touch one Way or another on proposals surface occasionally that Ottawa should have a department of education with its own minister creating and implementing a National education the idea has surfaced again in the report of the parliamentary task Force on Federal provincial fiscal the parliamentarians recognize that education and will run by the it must be so because the Constitution makes it because Public needs and tastes in education vary greatly from province to province and because provincial though they cheerfully accept Federal subsidies for show no interest in surrendering to Ottawa their exclusive control of education Law and in deference to the the task Force cloaks its proposal in roundabout it asks for a Federal minister designated to consult with provincial education for a focal Point within the Federal government to coordinate Federal policy and action in pos secondary education and for a definition of National purposes to be achieved by higher but it is not difficult to through the the outlines of a Federal education minister and the rationale and the proposal recall the sad Case of the ministry of state for Urban that ministry was created because it was noticed that a great Deal of Federal government activity happens in cities and affects their development and because Urban especially in hoped creation of such a department would spark still More Federal spending on it turned that cities Are run by their elected councils and provincial the Federal ministry had no programs to nothing to it produced some research papers on the Urban Sank into oblivion and was the Case for Federal education department rests on equally slender ground and enjoys no better higher education lobby despairing of substantially increased provincial look for a Federal minister to carve a place for them in the Federal the Federal government is responsible for Indian and inuit operates two military colleges and a coast guard educates and trains Penitentiary finances Job retraining and school makes research Grants to University professors and guarantees student it is therefore heavily involved in so the argument and should have a minister and a department to give coherence to its education the largest Federal contribution to education is payments to the provinces nominally for the support of pos secondary Worth billion this the task Force asks the government to continue making those to distinguish them clearly from other subsidies to the prov inces and to begin reporting to parliament annually on where that Money has gone and what National purpose has been accomplished by spending that is a Well founded and sensible but the further proposals for a minister a focal Point and a definition of National purposes go far beyond what is either useful or there is no real relation among armed forces indians and penitentiaries and set Flent there is there fore no Call for a fresh layer of bureaucracy to coordinate policy in these unrelated the proposed focal Point would have nothing to on certain specific subjects where their responsibilities provincial education ministers and the relevant Federal ministers need to talk to each other and improve their Pursuit of common the task Force rightly Calls attention to the need for concerted reforms to student but the embryonic Federal education department conceived by the task Force has no Good purpose and no Prospect of time to Reward the Good there seems to be general agreement that motorists improve their driving habits if they Are offered incentives to do an Ontario transport ministry Grieg says one of the most promising initiatives is Reward for Good he says that discounts on licence Merit Points that can be used to wipe out and even Driver safety pins Are being considered in Ontario As a Means of encouraging people to drive More a study conducted in California showed that Drivers had 22 per cent fewer accidents when they were promised that Good driving would let them keep their licences for an extra year without undergoing mandatory Here in the approach seems to be All the other Good Drivers get no discounts on their licences or and the system of awarding Merit Points for Good driving is Little More than a Merit Points Are but at the rate of on half a Point a creating a situation where a Motorist would have to have a clean record for almost ten years to offset a single conviction for missing a Stop Here the emphasis is on punishing the not rewarding the Drivers involved in two or More accidents for which they Are at least partly to blame get healthy amounts tacked on to their insurance a Driver who is convicted of a relatively minor infraction is liable to see a stack of Demerit Points appear on his which carry with them increased insurance and the Prospect of years of careful driving before they can be wiped other jurisdictions that have government insurance schemes offer no claims British Columbia such a system Here could produce a warm feeling for motorists if their insurance produced by showed a healthy discount for Safe instead of carrying with it the threat of substantial penalties for unsafe we May just have come up with a Way to improve the value of the sir our fascinating Prairie sea the Lake looks different every says will who left the City some years ago to live by Lake Winnipeg with his wife we were walking along the Shore one the Lake to when will paused and gazed at the water int freelance writ prior to the disappearance of the the Public enjoyed a variety of freelance human inter est fiction and historical stories appeared regularly in both Winnipeg since the death of the Tribune there has been Little if any freelance publication to counteract the barrage of crime and horror articles appearing in Winnipeg current the one exception appears to be the Satur Day edition of Book the alarming consequence of this situation is if this province is to stand Side beside with the rest of Canada in the literary there must be an outlet for local their work must be just As visible As that of Tom Kent chairman musicians and sports a few years Manitoba produced More writers than any other part of now British Alber Ontario and Quebec and most have been enriched by Manitoba writ ers discouraged by the seeming indifference to presence Here have migrated to a More appreciative audience and receptive Nan Shipley Winnipeg policing paper s after a Brief look at the Kent com Mission As far As i can see it has been a waste of the taxpayers the radio and television companies must justify their continued existence periodically to the Canadian radio television and telecommunications if they do not satisfy the commission it is possible that they will not have their licenses Why can we not have a similar commission to police the newspaper Industry if to and radio have strict Why not newspapers by having such a commission it would not be necessary to Point a Finger at i do not think much of the implication that big is necessarily with a newspaper the Best will regardless of playing politics and not performing a Good Public service should be at the top of the list when deciding whether a news paper should be allowed to continue Andre Anabess the birthday Winnipeg born september letters the Winnipeg free press welcomes letters from readers writers must give their name and the authors name will be used and letters Are subject to idiots Delight the possibility that our normally apathetic and lethargic Federal govern ment might suddenly rally to the cause of the idiots Delight Kent commis Sion is a thought that should strike terror into the heart of every should Ottawa take action and implement any of the rating recommendations hat the com Mission the course will be set for the beginning of the end of Freedom of the press in it is the responsibility of newspapers to Monitor not As has been witnessed in communist Little Confidence May be placed in any information handed out from the stat controlled news Agen the commission appeared to live been catalysed by the controversy generated by the closing of two major dailies in Ottawa and Winnipeg by the Thomson and Southam while this in itself came As a Shock to those communities the government has no business getting businesses Large and Small Are forced to close their doors every and news papers that do not show a profit Are not immune to the comptrollers the Kent commission report is an dangerous document that threatens the editorial Freedom of the and through this the personal liberties of every Canadian Richard Gower sadly lacking this is in response to the letter to an i question our judicial As concerned citizens Are we not responsible for protecting a child who cannot protect himself How can a court judge Call this assault causing bodily harm there or should some difference in bodily assault on another adult and bodily assault upon a completely defenceless if this was the Only option open to the judge in sentencing then we should review our Laws to better protect our Bonnie Clements Winnipeg doctor bashing there Are always two sides to every problem in and concerning the medicare the free press has consistently engaged in doctor Bash i am sure you Are aware that the medical profession is one of the groups in society whose fee schedule increase has not kept Pace with the erosion of the value of a but you never say i am sure you Are aware that the after tax dollars per hour of the medical profession is much lower than Many other less skilled Fields of but you never say in spite of your biased and Unin formed comments of August the doctors tired you Are Well aware that not All doctors Are equally even within their own Field of yet you continue the fallacy that All citizens get the same level of medical the highly paid executive can attend his physician when he without loss of the hourly wage earner loses Money when he attends his phys yet you the Rich get first class care and the rest which you allege does not apply under the medicare political i am in favor of prepaid health insurance but i am not sure that the present system provides that As efficiently As could be managed with fair Ness to Rich and providers and perhaps someone else could present once in awhile other Side of this unlike the editorial i am not allowed to be some have More press Freedom than Houston Manitoba clinic Winnipeg id like a window seat and a Happy
