military gains achieved by the South african armed forces in their current Large stale raid into Southern Angola Are sure to be South Africa regularly sends its troops North from Namibia South West Africa and regularly announces they have delivered a crushing blow to the forces of the South West Africa Peoples organization Swap by killing guerrillas and capturing their but there Are always More guerrillas and More arms where those came South Africa has no real Prospect of destroying guerrilla activities in Namibia or dissolving the political support it enjoys among the who make up roughly half the population of on the diplomatic the raid May have accomplished rather More for South it has made even More Remote the Prospect of a ceasefire and free elections leading to Independence for which would remove that territory from South african it has also solidified South Africa position As the Stout ally of the Reagan administration in combating communist backed political movements around the a a sponsored Effort to achieve a ceasefire Between Swap and South Africa and to bring about free elections and Independence in Namibia culminated in talks among the interested parties in Geneva in agreement was not partly because South Africa contended that the whose general Assembly Swap As the sole legitimate spokesman for the namibian could not impartially supervise elections pitting Swap against the political parties which South Africa allows to function in the South Africa Contention about in partiality was reinforced in March on the eve of a general Assembly debate on the Assembly majority excluded the South african South Africa had in the meantime conducted elections of its own in Namibia Tram which the who support were excluded and transferred to the resulting Assembly a measure of internal the South african armed still occupy the Black african states called for intensification of swaps guerrilla War following the collapse of the Geneva the raid into Angola is South Africa the move toward a elections and Independence is unmistakably the intermittent War is Back by capturing a red army sergeant major and drawing fresh attention to the presence of cuban troops and soviet military advisers in South Africa has succeeded in fitting its struggle into the Reagan administrations View of world there is no doubt that has been dependent on soviet bloc troops Ever since the cubans intervened on the winning Side of the 1975 civil War while the South africans were intervening on the losing their presence in Angola is a secondary consideration in South Africa continuing and successful efforts to prevent Namibia from becoming the cuban troops have not even been employed in the defence of Swap bases in but their involvement is sure to dominate the Reagan administrations assessment of what is really afoot in Southern Africa and its Choice of the and policies it wishes to South Africa has contended All along that it Only appears to be opposing democratic Rule it is really fighting it has won a response from the Reagan which broke with previous policy by vetoing a in Security Council condemnation of the South african raid last when the subject of Independence for Namibia comes the South africans can Parade their red army he has strictly nothing to do with but the show is sure to win applause in improving student Loans Canadas system for helping College and University Stu dents finance their education works remarkably Well but needs to be made a Little less a joint federa Provin Cial study made that Point forcefully last year and the parliamentary task Force on federalprovincial1 fiscal arrangements made it again last the task Force was right to disregard proposals for Gran scale rewriting of the student Aid rules and to concentrate on the immediate problem at hand that the help provided to students is often the purpose of student Aid is to ensure that any student who wants to attend College or University and qualifies academically will be Able to raise the Money to cover his education and living the mixture of federally Guaran teed provincial Loans and Grants and provincial qualifying rules does not quite meet that purpose since the costs students swollen by exceed the costs covered by student As a some students must borrow privately to finance their education and some potential students Are unable to attend College or that problem can be dealt with by modest increases in the level of Aid available to each the parliamentary task Force has asked Ottawa and the provinces to ensure that students receive realistic Levels of assistance in the Light of rising living and other costs and reduced opportunities for summer proposals Are in the air for harnessing the student Aid system to other one aimed at making the beneficiaries of higher education pay its proposes jacking up tuition fees lending All students the Money and collecting it Back from them through the tax system according to the income level they enjoy after floated by a Federal task Force on proposes directing student Aid to lure people into occupations in which the government experts detect Man Power in line with current Federal government someone in Ottawa is almost bound to propose that Ottawa should disengage from its present joint arrangement with the Deal directly with student Aid make its own qualification rules and deploy its own Bureau Cracy of Ottawa and the provinces Are slowly working themselves up to a revision of the student Aid the program is in some danger of becoming another along with medi Aid to pos secondary education and economic develop ment in the Federal provincial contest Over control and visibility in joint by including student Aid in its discussion of joint fiscal the parliamentary task Force May have inadvertently helped draw that innocent bystander onto the the Federal and provincial ministers responsible for revising student Aid rules should keep their Eye on the the aim of student Aid is to ensure that students Are not financially prevented from pursuing the pos secondary education of their revisions Are in order to achieve that aim More whatever else governments May wish to accomplish in the Way of controlling where the Money winning Public applause for spending it or filling occupational gaps in the labor they should pursue those Aims without damage to student Aid As it wine taster employing an Independent consultant to choose the wines that will be offered for Sale by the Manitoba liquor control commission is better than having the choices made by the despotic decisions of commissioners who in the past have banned California varieties because of a general dislike the and ordered South african wines hidden under counters because of disagreements with the politics of the government of that the new consultant should do something to help provide Manitoba Consumers with a better variety of the Good wines of the world that can be had at reasonable it is unfortunate that the provincial in its efforts to improve the variety available to has not seen it to break really new ground by allowing privately owned wine and liquor stores to compete with the such stores could do much to change a situation where the Choice of so much a matter of individual is often reduced through monopoly to that Between similar varieties at similar of All branches of the liquor the Selling of wine is most suited to the Field of the private anxious to build and hold his clientele by seeking products that will satisfy individual task Force raises eyebrows by Leonard Shifrin special to the free press Ottawa were pretty unanimous declared Mississauga my Don Blenkarn As the parliamentary task Force on Federal provincial Finan Cial arrangements unveiled its a Good Many eyebrows were raised last Winter when the conservative party two appointments to the com Mittee studying the Federal role in pos secondary education and the Canada assistance plan were instead of its social affairs James Mcgrath and for Mer health and welfare minister David the representatives were Blenkarn and Albertas Blaine no reds to put it neither of them could be described As any sort of red so what Are they less than six months being pretty unanimous with the likes of new Democrat Bill Blaikie we Are says the task Force that the programs examined in the course of our work Are serving vital social needs and Merit undiminished Overall funding of these programs in our be maintained at no less than current and that is just for the two one Naper and four liberals also agreed that Hospital and medical care premiums constitute a regressive form of and that their use for financing a service As Basic As health is user charges for Hospital services should be then there is the question of adding an income supplementation plan for the working poor to our unfinished welfare Structure idea which has never attained great popularity among conservative adherents of the Slasher school of expenditure the seven maps Are the minister of National health and they should persevere in attempts to establish such a whether through a new federa Provin Cial through an expansion of the Canada assistance plan or through a direct Federal perhaps by Way of refundable tax they also Call for the Federal govern ment to contribute an increased share of welfare costs in poorer provinces where High unemployment swells the welfare and to establish a thrust fund to assist provinces in Deins Titu Tion Klizing their services for the disa bled and handicapped in favor of com unit based weight of evidence the conservatives on the says the Dps really moved a Long you could see it happening at the hearings As the sub missions added up and the weight of evidence but the committees in Blenkarn is Only pretty in not absolutely there were two areas in which the members found themselves agreeing to and one of these extra wiling under medicare is a major the four liberals and one new Democrat endorsed the recommendation of Justice Emmett Halls health services that doctors not be permitted to charge More than the medicare fee if medicare is turned into a Mere Par payment said Justice its essential purpose ensuring that comprehensive health care is available to All will be fatally under sleight hand the two conservatives agreed that doctors should not be Able to Bill the medicare plan and then charge their patients but if the doctors opt out of the plan and Bill their patients for the full the patients should be Able to collect the partial reimbursement from say Blenkarn and All it takes to make an unacceptable notion in other is a bit of i doubt if Crombie or Mcgrath would have thought the task Force is Howe in supporting the Federal govern ments Call for tougher conditions to be attached to its medicare contributions while disagreeing on that one particular and proposes a penalty system of graduated funding cuts for provinces which fail to meet the re in it suggests that finance minister Allan Maceachen forget about reducing the Money Ottawa gives the provinces and instead concentrate on getting better value for oversimplification after Reading the free press editorial of August the railway i feel compelled to present for your readers a More comprehensive picture of the actual railway the National Farmers Union does not deny that the rail system needs to be expanded and upgraded and agrees that this will Cost a great Deal of but to As your editorial that the crisis facing Canadas rail transportation Industry can Best be tackled by reaching a new agreement covering Grain is both an oversimplification of a Complex problem and a Gross Grain transportation accounts for Only 17 per cent of All rail when looking at the rail system As a the capital loss under the crows nest pass agreement is the amount of capital required by the rail ways to upgrade lines and expand capacity for exporting commodities is Many times greater than any potential Revenue which would be gained from increased freight rates for the crisis has been caused by the huge increase in the movement of other moving Grain especially Coal exports through Western ports totalled million tonnes in and Are expected to reach million tonnes by the percentage increases for Grain exports Over this period Are substantially whereas the benefits under the Crow rate remain in there is uncertainty As to where the benefits accrued through Coal exports especially with four of six major Southeast Ern British Columbia Coal companies being the Nofu has asked for a Royal commission to investigate the Coal Industry in Canada to determine who the royalties from Coal Are with the Canadian Pacific railway owning the fording Coal and owning a interest in other including the Ardley Coal company and Lethbridge it is not surprising that the Coal association is calling for the abolition of the Crow the car has been doing it for the crows nest pass As revised in set a statutory rate for Grain movement to be retained in per this is a Small Concession on the part of the railways in return for the millions of acres of lumber and Mineral rights that they and from which they continue to accumulate enormous Farmers pay compensatory rates for the transporting of the fuel and machinery that Are used to grow the the Crow rate for moving their Grain helps to offset the Cost of inputs and abolition of the rate would cause on the to experience a on third drop in their in this would devastate the Prai Rie for Canada to remain competitive on the world Grain Market the Crow rate must remain in without the Crow rate our nation could not compete with the highly subsidized water ways and other foreign Jacie Skelton Region 5 Nofu coordinator Winnipeg letters the Winnipeg free press welcomes letters from writers must give their name and the authors name will be used and letters Are subject to not accurate i do not object to Frances russells quoting my opinion in criticizing the conservative governments handling of the provincial but i do wish she would do so miss Russell says in her column of september that i claim the Power Grid makes no economic sense unless Manitoba Sells its Power to Alberta at a blended Price melding the paid for plants on the Winnipeg River with the new Limestone leaving aside the fact that the so called Grid is not a it is an i have never said such a i do not now say such a neither do i believe it to be while the present government talks of dedicating the next Hydro generating station presumably Limestone to Export Power to Saskatchewan and Al Berta for 35 i have always said that we should not contemplate Selling Power at less than the Cost of producing it from the next any blend ing of the Price will entail a direct subsidy by Manitoba ratepayers to in erg Rich i will go i doubt that any 35year contract to sell Power to the West makes economic sense to Manito it makes sense that if Saskatchewan and Alberta Are to put up about billion each for a transmission plus the Cost of Limestone they expect to get their Money Back in the future by a Lon term contract to buy Manitoba this will allow them to sell Oil at eve increasing prices while using Manitoba Energy at fixed can we afford to Gamble that the Short term gain in construction activity will be Worth 35 years of Selling fixed Price Energy consider the plight of and new which entered into contracts to sell Power for 60 and 100 years at on fifth cent per and Are now bitterly regretting who would be foolish enough to Esti mate the value of Manitoba Energy in 20 or 30 years Power that our children and grandchildren will desperately need will be tied up in exports to outsiders at 1981 Alberta and Saskatchewan can sell their Energy at Many times its Cost of would they pay the times the production Cost of Manitoba Energy of course with the Cost of Oil and natural Gas escalating so they May become competitive in Price for Home heating in the next few when this happens we May Well see a Large number of Manitoban clamouring for electricity to heat their will we be Able to Supply the or will it be exported cheaply for the Benefit of Saskatchewan and Alberta Jim Walding la for vital opposition Hydro spokesman Winnipeg very vivid with regard to the review on the Doobie Brothers by Glen free August it has been noticed by a number of friends As Well As customers i was a manager of a National record Gore Smith reviews by his own personal and not the Overall Public i was Given a ticket to see the Doobie but i was not anxious to see them in loud Rock shows Are generally not my cup of i found the Doobie Brothers very visual and a very enjoyable by the response of the i am sure there were Many other people who Felt the Reading the it seemed As if Gore Smith was not and had received his information through some one apathetic to the Doobie Joanne chem1n Winnipeg holistic Medicine there has been much discussion recently Over the Content of Canadas proposed Bill of but there has been Little mention particularly from what May be termed establishment Medicine of the right of every individual who so wills to the greatest degree of Well being their biochemical and genetic Constitution will there has been Little mention of our right not to have to Settle for treatment of symptoms Only with Zero investigation of As is the practise of so Many physicians there is Little mention of our right to be advised of alternative modalities when establishment Medicine has no satisfactory As is the Case in Many disturbances of feel thought processes and personal and in or substantially postponing the handicaps and limitations that unnecessarily beset so Many of us As our years the alternative modalities offer no More hazards frequently much less than Are incurred by the prac Tice of establishment As any honest physician would concede were he not functioning As a Good Union democracies Are characteristically sluggish unless voices Are raised and protests so lets express our demands loud and Clear in the editorial columns of our favorite on the radio and in to talk after with the mystique stripped doctors Are not minor they Are simply fellow human beings who happen to have been to medical sometimes for humanitarian sometimes in Pursuit of a lucrative they Are in the business of Selling health As con we have the same rights in their connection that we have with any other so lets get Busy with our pens and see ii we cant further a More holistic attitude in Canadas medical and a greater emphasis on preventive Medine that will result in services that can function at far less Cost to the taxpayer and with far greater physical and emotional Well being for All of Nan Tupper Chapman Winnipeg still
