Winnipeg Free Press (Newspaper) - September 17, 1981, Winnipeg, Manitoba Free september copy Winnipeg free press Freedom of Trade Equality of civil rights Liberty of religion published and printed six Days a week at 300 Carlton Winnipeg r3c 30 i by Canadian newspapers company limited Telephone 9439331 Donald Nicol publisher John Dafoe editorial editor Murray 6urf managing editor Rudy red6kop controller editorials ingrates annoy liberals Public ingratitude is a fixed fact of Public there is not a politician anywhere in the world who is not convinced that his people would love him More if Only they knew and understood How he labors on their the sentiment is especially Strong among those who have recently lost it is very pronounced among Federal Liberal ministers since their return to Power following the Joe Clark but the Federal having discovered Public Ingrati tude in the form of their 1979 electoral imagine that it is some disturbing new disease in the Canadian if a Liberal government can be there must be something desperately wrong with in other politicians counteract Public ingratitude by advertising their Good works following by writing their the liberals Are trying to do it by rewriting the rules of Canadian fiscal by their the problem is a Lack of the ignorant and simpleminded Canadian people do not when they attend a University or that the kindly Federal government is subsidizing the province so that it can subsidize the the uninformed people of Northern Manitoba do not when they draw water from their standpipes or drive on their that the Liberal party of Canada put those things there or at least put into those projects some taxpayers Money that they could have put somewhere and if the diagnosis is Lack of the cure that has been prescribed is direct Federal ministers want to pull out of commitments of which there Are Many by which they pay Money to the provinces so that the provinces can do things for the if Federal Money is to be used to do things for the Federal departments will do if provinces want to do things for the they must raise the Cash Ottawa will achieve the visibility it lacks and the Federal Liberal politicians will win the Public affection they feel they but the diagnosis is probably wrong and the cure May be worse than the condition it seeks to Public affection is won by politicians who have a Knack for winning not by administrative Joey Small Wood did not deliver to the people of Newfoundland any More services than any other but somehow persuaded a great Many newfound Landers that he personally was responsible for their family allowance cheques or anything else they got from Steve Juba was for Many years unbeatable in Winnipeg not because of the Range of services he delivered but because he had a Knack for the Eye catching Public the most successful politicians Are not those who Busy themselves with trying to deliver More services to the they Are the ones who have a Genius for and a flair for the Public finance minister Allan thinks he can Deal with the problem by by million a the Federal governments payments to the provinces for the support of programs such As pos secondary Treasury Board president Don Johnston has warned depart ments not to expand existing programs because they Are about to be instructed to take Over some programs now operated by regional economic expansion min ister Pierre de Bane has already reduced by about million his support for Northern development work of the Manitoba government and put the Money into Long overdue Federal government works on Indian reserves in the prov none of these proposals or actions has yet won the Federal government an expression of Public nor Are they Likely they have aroused widespread apprehension about where the government will strike they May do real damage for Grants to universities and colleges really Are reduced or Federal bureaucracies Are enlarged to duplicate provincial bureaucracies or of Reserve economic development in Northern Manitoba is retarded because Federal departments Are not suited to doing the things that need to be Federal politicians probably do not get All the Praise they no politician but if customary services Are Cut the Public will be in no doubt of whom to chemical warfare in Asia accusations that the soviet Union and Vietnam have been waging chemical warfare in Cambodia and afghanis Tan have been vigorously denied in Moscow and there a Small but growing body of evidence to indicate that the charges May Well be the most recent accusation was levelled this week by Secretary of state Alexander who said in West Berlin that the states has evidence that chemical and biological weapons have been used in Southeast he was supported in this by four specialists in Washington who said that analysis of water and1 foliage samples from Cambodia showed them to contain the chemical warfare agent or by these charges might be dismissed As part of the Reagan administrations Campaign to discredit the soviet although even by themselves they would warrant there evidence from a variety of sources to support for several years now there have been reports from Asia about the use of chemical weapons by the vietnamese in their attempt to forge an indochinese Empire out of neighbouring in army experts said that they believed chemical weapons were being used against laotian numerous reports from refugees who had survived chemical attacks by the vietnamese gave credence to these and last year a Pilot who had defected from the laotian air Force said that he had taken part in Poison Gas from Cambodia there is evidence that chemical weapons have been used against troops Loyal to the former Khmer Rouge regime and refugees have reported that even civilian villages have been the most convincing evidence comes from the red which reports that its workers in Thailand have treated cambodian refugees whom believe to be the victims of chemical warfare they in Afghanistan the evidence is but still afghan refugees report that chemical weapons have been used against rebels fighting the soviet the main corroboration of these reports is the fact that the soviets Are known to have chemical warfare equipment and decontamination trucks in the question that Moscow has yet to answer is Why the soviet army would need such equipment in Afghanistan to fight tribesmen whose most sophisticated weaponry is usually the soviet army is Well trained in the use of chemical weapons and the defence against chemical warfare units Are stationed in Eastern Europe in were involved in the most recent military manoeuvres along the polish the suspicion that has been frequently and that is increasingly supported by the is that directly in and through the Agency of Vietnam in Southeast the russians Are testing the effectiveness of their weapons by using them against the Peoples of Laos and last the United nations set up a committee to investigate the use of chemical warfare in unspecified parts of the the formation of that committee was opposed by Vietnam and the soviet Union and its even though they were not named in the the committee has yet to report any conclusions it May have but with the american Promise to submit More evidence to the United that investigation must be Given the highest chemical warfare represents the ultimate in technological and allegations of its supported by cannot be n sum but can we maintain our status As Consumers old Trudeau allies turn Tail by Wilson special to the free press Ottawa the Trudeau groups allies during a period of great National Bill Davis and Dick seem to have caught a whiff of the mounting unpopularity that is Likely to engulf the Federal govern self preservation they Are trying to get off the ship in a scramble that shows a better sense of self preservation than of the Ontario and new Brunswick premiers Are suddenly in a hurry to get Chatfield has abruptly discovered that the Trudeau approach to Federal provincial relations is a disaster what we cant Deal with is when the threat to the Unity of the country actually comes from the Federal govern that we cant Deal for his Premier Davis has discovered that Seldom have we faced the future with less less less compassion and compe tence on the part of those who govern so in the eyes of the two premiers who supported them so firmly on the highly divisive constitutional and Petro Leum Trudeau and his co Terie have become a threat to National Unity and almost without parallel in their incompetence on economic those Are interesting indictments to come from such Loyal Davis never liked being told that he was in bed with Trudeau on the issues that divided the country so deeply after the liberals 1980 Hatfield seemed less sensitive to such the polls have started to show a decline in Liberal popularity but an even More significant development is occurring in almost any Dis Cussion on government today with peo ple who Are themselves wholly outside the world of politics brings out condemnations of finance minister Allan Mac Eachen As bitter and virulent As any of the Manint Estreet descriptions of Pierre Trudeau during any of his Peri ods of extreme the Ordinary Ontario voter now sees Maceachen As a do nothing finance minister who has ducked the Sharp economic problems of the burrowing moles Davis has around him moles who Are constantly burrowing in the provinces grass roots to sniff out the latest political they Are not the men to miss the need of an Ontario Premier to get some distance Between himself and the Trudeau men in Otta Hatfield has discovered that the unilateralism of the Federal politicians now goes beyond Oil and the Constitution and is threatening federa Provin Cial fiscal from Frederic Albertas worries Over its natural resources can seem Remote and unreal but Federal Grants to new Brunswick Are a different with no room there for unpleasant unilateral Deci Sions in weve been compatible on More issues probably than any other govern ment in and yet they treat me and my government and the people of my province As if we a Loyal or people who Are ingrate that the Way to put it who dont express the proper degree of threat to Unity now convinced that Trudeau and his associates Are a threat to National Hatfield has this to say if the National government is expounding and deliberately deciding on policy that is going to threaten or hint the going to Hurt the Unity of the theres Noth ing we can do about that except one and that is to turn to the people that put them there and this is being done in your Are you in favor of it if you Good and if youre do something about that has some application to Bill Davis because the Ontario premiers insistent demands for cheap Oil had a great Deal to do with the Federal conservative defeat in 1980 and the reelection of the Liberal he did much to turn the province against the Clark government and ensure tru Deaus return to by denouncing his former allies As without capacity for leadership and lacking in Davis seems to be taking his new Brunswick colleagues advice to do1 something about noise pollution Winnipeg is Host to the 1981 annual conference of the roads and transportation convention our committee was interested to note that the Issue of Urban noise was addressed in a session for municipal environmental assess ment and where it will Lead us in the and noise How it will be controlled on our under the chairmanship of Lowel Campbell of Winnipeg works and operations de it seemed most appropriate for the noise question especially to be addressed in Given the Blunder ing Over noise Protection we have experienced from our engineers along route 165 in the last few the dire need for noise Relief along Lagimodiere Bou the planned High use Kildonan corridor yet without noticeable planning for noise control and the overt limit noise that is endemic to Many of Winnipeg main traffic it is especially right for Winnipeg works and operations engineers to be finally addressing the problem of Urban noise before a conclave of their col Many of whom Are from Juris noise health Hazard diction where Urban traffic noise is being wrestled we Are disappointed to learn thai environmental assessment and High Way noise scheduled in the Advance have vanished from the the Advance program noted no speakers scheduled for Winnipeg contribution to the discussion on traffic there Are Well recognized authorities on the problem who Are Resi Dent and available in but they seem not to have been invited to their of anathema to our works and operations True to our civic engineers continue to ignore the noise that their Urban highways create for they Are unwilling to explore the prob Lem before their professional col at any it is our fervent Hope that they in the near be prepared to place their response to our problems before a Public forum of the citizens who must live beside High noisy traffic Ross Dobson the route 165 committee Winnipeg beyond reproach i must respond to an article quoting Howard Pawley on the Alcan feasibility study in As Leader of the Hawleys opinion is of High interest to us and so is the opinion of other i think his reference to the Chi when talking about the Alcan is highly unfair to All the people of Alcan is a Canadian company providing employment for Over men and women in has operated in Canada since 1902 and is just completing the construction of a million smelter in entirely without government Al cans reputation As a proud and Good Canad an corporate citizen is beyond re and it has and will become involved in any aspects of Manitoba or Canadian Jacques Bougie director of Manitoba aluminium company of limited Winnipeg the Winnipeg free press welcomes letters from writers must give their name and address the authors name will be used and letters Are subject to techs incensed As president of the Manitoba Canadian society of Laboratory tech i am compelled to reply to the comments Oliphant made ver Bally to the Media and wrote in his arbitration award regarding the Settle ment Given to the Manitoba paramedic technologists As a whole feel that the opinions he expressed of our profession demonstrate a total Lack of knowledge on his and May have set us Back in the dark Ages with a Titan miss attitude once Given to Laboratory diag our both nationally and pro has striven to maintain High standards by continuously upgrading Entrance reviewing the syllabus of studies and adding new technological advancements to the training Laboratory technology is a constantly changing and once they have find their studies never end because of the High technology of there Are continuous Edu cation courses offered in every area of this province so that technologists who live a distance from major cities can upgrade their skills and i am incensed when i hear comments about our profession being a nonessential part of a medical at a major Hospital in Winnipeg on a a technologist working evenings is expected to pro vide emergency service to All areas of the including the variety and complexity of illnesses in the intensive care unit and emergency and other tests that Are deemed Neces sary by physicians for the entire de in one the technologist had these complexities an Accident victim was rushed in requiring 40 units of blood and extensive and constant blood monitoring there was a patient on a Ward suffering from a bleed and another requiring blood lot Ting on evenings and the practice is that the technologist works with no technical this can be unbelievably taxing in any Hospital with the number of patients seen most evenings in an emergency not Only is the technologist in the Hospital under extreme but the blood is processed by a tech nolo the technologist if has Only one emergency an evening or at one time to one mismatched bottle of blood could mean serious complications for the while the physicians and politicians Are demanding immediate specimen results in the current Western Equine encephalitis health not one word was mentioned As to whom the pressure ultimately rests it is the technologist who must process these specimens accurately and our greatest concern at this Point is the Quality of students who will enter the profession in the future if the Atti tude of Oliphant is generally accepted and shared by most Hospital at the main com plaint students have is of the difficulty in being accepted for training because of our High Many technologists hold a As Well As an if our professional status has a credibility i foresee a severe brain Drain on this four other provinces pay parity to technologists and and four provinces have near parity and Are negotiating at if 80 per cent of Canada considers technologists an equal part of the health care it is ironic that Manitoba is intent on creat ing another unique Anita it president Manitoba Branch Canadian society of Laboratory technologists Winnipeg ramp lauded it appears that no one wants to make decisions these the usual thing to do is to appoint a commission to study the whatever it May everyone knows that the study will take months to Complete at great expense to the without resolving any part of piles of data accumulate with out solving any of the so it is with the recent Mcdonald commission inquiry into ramp the men who Are hired and trained to protect the citizens of this country Only follow Why should the very people who Are expected to enforce the Law be under a Cloud of suspicion because they carried out their orders i believe that the ramp should be empowered by Law to protect All Resi to safeguard the Security of this country and to keep Law and if there is or illegal actions it would appear that the Law governing the actions of the ramp is inadequate and must be upgraded in order that they can carry out their duties As too much emphasis is placed on the rights of the and too Little thought is Given to the rights of the Elly Heber Winnipeg bring Back busing on september 2 the free press published an article entitled door to door bus service this article stated the savings to the Winnipeg school division would be for 193 Days of school per this is a reduction of per for children Ages Furando behalf to seven years of age now must walk unsupervised up to three quarters of a mile to the nearest school for centralized bus few parents of four Jearolds Are going to let children of this age walk that far to catch a i am not sure whether my seven Earold should walk that far for All the safety reasons brought Forth in the newspaper and in the Board hearings of september this setback will not Stop me from sending my child to French immersion enough has been said about the qual Ity of two language study to convince me and thousands of others that we should persevere to improve the level of education As did not have Access in the Mira chairman of the was quoted As saying that the change was due to this service not being provided to other Winnipeg school and therefore Why should division 1 provide it bus service was made available to make immersion programs accessible for a demand still exists for it is ironic that the school trustees gave themselves a raise and at the same time Cut Back a portion of the budget which would have paid for another area of legitimate the safety of children in the division and continued support for accessibility to Quality educational programs should surely take precedence Over Short term budget adjustments made to support a misguided give us Back the buses until a comprehensive program can be developed to continue Access to French Immer Sion classes without jeopardizing the safety of our Richards Winnipeg of he ref uses to marry me until Trudeau 4 ;
