wants to direct its efforts to the poorest people in the Region and bring them jobs and other the provincial govern ment wants to Lay the groundwork for self sustaining industries in the it May sound like a distinction without a but it turns out to make a real difference when it comes to laying government Money on one beneficiary or one project rather than the difference turns up in the slogans
