Winnipeg Free Press (Newspaper) - September 18, 1981, Winnipeg, Manitoba Wilf Tieg Effiee september Winnipeg free press Freedom of Trade Equality of civil rights Liberty of religion published and printed six Days a week at 300 Carton Winnipeg r3c 3bi by Canadian newspapers company limited Telephone 9439331 Donald Nicol publisher John Dafoe editorial editor Murray Burt manage nil editor Rudy Redekop controller the problem of strikes the settlement of the Lakehead Grain handlers strike will Trot put an end to demands from Farmers and their spokes men if Manitoba and elsewhere that the government make future such strikes despite the fact that the strike did not last As or create As much economic damage As Many Many Farmers Are understandably angry at the thought that and six can put the livelihood of and the Canadian econ in Banning strikes by Grain is not the answer unless canadians want a society in which almost All of them Are bound to their jobs by Law and denied the right to collective Southern Manitoba Farmers have organized themselves to petition the government to have Grain handling declared an essential service but that would not necessarily solve their Grain handling is not a notoriously strike Ridden most of the the workers and employers Settle their differences without work but the delivery of Grain depends on a lot of trades in a number of in the the railways and on the if the Grain handlers Are to be declared essential and forbidden to All the others should As but if Grain handlers and railway workers Are essential to the Well being of then almost every Trade is essential to someone the postal workers Are certainly essential to those in the direct mail pilots and air traffic controllers Are essential to those who have to ship perishable goods every Industry is essential to those companies which Supply it and could be put out of business by a in the just about every business in the country is essential to if the government were to deny the right to strike to employees in All of then Freedom and social Justice in Canada would have taken a Long step there Are certain jobs which obviously must be deemed essential because if they Are not done the result will be a Clear danger to life and there Are occasions As Well when governments will have to use extraordinary legislation to end strikes which seem impossible to end by Normal processes and which Are creating intolerable economic going beyond that to ban All strikes which could cause economic Cost or Public inconvenience would Lead to an ugly Canada has a strike one of the worst in the industrialized it exists not because the Laws in this country Are necessarily lax but because attitudes of ment and labor leaders often lag far behind those in other industrialized labor relations in Canada Are All too often simply a matter of institutionalized in other both sides have a better understanding of their fundamental Interne fostering those attitudes Here makes More sense than imagining that Canadian workers can be legislated into Council gets it wrong the annual festival do Voyageur has for a dozen a Bright spot in the Winnipeg a week of song and parties and Winter it has become an established part of Winnipeg Way of dealing with february and the crowds it draws show that Winni Eggers appreciate it is also a tourist attraction and therefore Good for it on revenues drawn from its Casino to help cover the costs of other the festival organization sought City backing to help it buy a building in North Boniface in the expectation that it will also win a Grant from the Federal and provincial governments to pay for renovation of the the festival organization will own the building for 52 weeks a year in order to House its Casino for one the space May be made available toothed Casino operations during the rest of the the City Council has agreed to lend the organization without interest for three years and with repayment Over six the is hoping that its credit is Good enough to permit it to borrow in London at 17 per cent annual the subsidy to the in is three years interest on the loan plus the risk that it will not be repaid on the cites expectation of repayment depends upon the profitability of the Casino the City will thus be living on the avails of along with the provincial government and the sports and cultural groups it finances through lotteries As Well As the Federal government and the groups to which it is offering the spoils of a National wagering like lotteries and flourish by offering the Prospect of extravagant winnings in return for Small a Large proportion of the people who take the bait do not have Money to throw neither govern ments nor worthy causes in extract Money from them in an honest but gambling provides governments and organizations a Way of peddling false Hopes and dreams to people who live on Little the festival deserves the annual Public support it receives in the same Way As Fol Lorama and for the same to the extent that it is an entertaining event and a showcase for Volunteer Community but the cites loan in its an investment in a gambling it is an abuse of the cites financial tax wasting advertising those breathless advertisements the provincial govern ment is running about Manitoba stupendous economic Boom Are obviously not part of an election election Campaign advertising can Only be done by political and this Campaign is run by the they must have some other they purport to be invitations to Manitoba investors and Job seekers to take advantage of the marvellous opportunities which Beckon them and of until they had been mass Media advertising addressed to the entire electorate is an unusual Way to reach the specific audiences of investors and who Are generally reached in More direct but that is what the ads pretend to be the ads May serve a further the Lipan email Coupon is a common technique of direct mail advertisers to get the names and addresses of people whose interest has been aroused by the and and who can then be asked through personal letters to make a deeper commitment buying a contributing funds to a cause or supporting a political conservative groups in the have made wide and effective use of mailing lists and direct mail technique to locate their sympathizers and to win from them funds and political the coupons on the present series of ads will allow the government to identify those Manitoban who associate their personal Hopes and prospects with the governments Meg projects and with its general economic growth it will be interesting to see what if the government or the governing party makes of that list As election time one of the ads announces that the food processing Industry has experienced unprecedented growth since several businesses have created hundreds of since that Industry lost 600 jobs with the closing of the Swift Canadian packing Plant in 1979 and a further 123 jobs when the Maple Leaf flour Mill closed this and since those were very Well paid year round it seems highly unlikely that the hundreds announced by the and have recovered the lost the Dollar value of shipments from Manitoba food processing plants is rising Only a tiny bit faster than the inflation the rate at which food and beverage employ ers Are asking Canada manpower centres to find workers for them is no greater this year than last year or the year before on food processing in Manitoba May be holding its own or slipping the claim of unprecedented growth is at Best a wild another and talks about it tries to show dramatic growth on the basis of value of Mineral presented in graphic but the growth in value of production results mainly from higher prices for not from increased tonnage or increased the Industry has its ups and some mines others open or the and talks Only about the it is True that mining companies have been doing More hiring recently than they were when facing a Slack Market for its was laying that has to do with the world Market for not with the policy or work of the provincial government but that is neither Here nor there because these Are not election Campaign it is also True that Mineral exploration has greatly increased As a direct result of government though the level of employment is modest and the jobs Are usually if these had been election Campaign they would have been they Are inaccurate and dishonest descriptions of Industrial conditions in the province As anyone who takes the trouble to establish the facts can find most of the Bright spots they Point to Are unrelated to government but these Are not election Campaign they Are invitations to investors and Job seekers to disregard reality and decide that Manitoba is in the midst of an economic investors and must base their decisions on serious not on glib the ads Are merely a waste of Public and Ottawa make in just Toronto White shoe Chic by Eric Dowd special to the free press Toronto is a society Trendsetter like Bernard Ostry doing in a social Backwater like Toronto who managed to make it to Eminence on the cocktail party circuit despite the disadvantage of a Start in Saskatchewan can anywhere be less fashionable has Hobnob bed with intellectuals the like of prime minister Pierre Trudeau for a Many is the time from the nations capital we have read enviously about important Liberal policies being decided Over cocktails and Pate at the Home of the Strys wife Sylvia is a for Mer Deputy minister of consumer and corporate affairs and head of statistics Bernard is a former Dep Uty minister of com missioner of the prime ministers task Force on government information and National wont sparkle when Sylvia left to be head of economics and statistics for the Organiza Tion for economic cooperation and development in Bernard soon followed As a special adviser in West Ern Europe to the Secretary of and the Canadian press reported an acquaintance saying Ottawa without Sylvia Ostry is like new York with out Woody it will but it wont Ottawa loss was Pariss gain Pari Sian society must have been agog at the stories of Bernards part in creating information Canada an even More absorbing Story would have been Why the Federal government killed it and the More humorous Side of Federal pro Vinci Al now Bernard has fluttered to rest in the Ontario progressive conservative where there is no cocktail circuit to speak of and ministers tend to Wear Check polyester suits and White shoes a former minister owned a store and flogged discount footwear to his the question is Why Ber Nard Ostry has landed among such Premier William looking for a Deputy minister in Industry and tour had it suggested to him that Ostry would be available and approached the former Federal Ostry has some impressive Busi Ness As Well As the faculty of knowing How much shirt cuff should properly be displayed below ones coat most advanced in As part of his Job As Federal Deputy communications minis Ostry was responsible for helping develop the Canadian made system for receiving and trans mitting information television screen seen As having a huge Range of applications for shopping at Home and transacting business around the world by pressing a few buttons and accepted by some abroad As being the most advanced videotex system Ontario sees the manufacture and Sale of Zelidon and other highly sophisticated communications like video cassette videodisc players and pay As a Large part of the key to a prosperous Industry minister Larry Grossman estimates there is a Market for Selling billion Worth of residential telecommunications services in the United states alone in the next the province has watched and seen the Candy nuclear Power Deve loped largely in lose prospects for International in its opinion because of faulty Federal mar it believes Ostry can push Zelidon As one Davis associate put it whatever criticisms anyone might make of Bernard no one would suggest he is not Good at Strys knowledge As an insider also will be useful in the recently escalating Competition among prov inces for Federal incentives to lure Industry to their his appoint ment Drew some angry phone Calls to Daviss office wondering Why the conservative government is hiring someone who was not Only part of the Federal Liberal but associated with Trudeau excesses in the fact Davis ignored them showed How much he is in control of the party since regaining his majority in the medias interest in Ostry partly because of his partly because he crossed from the enemy Camp served to under line the general anonymity of Ontario senior civil most newspapers gave barely a line to three others promoted to deputies at the same and eight switched to other depart if they mentioned them at no Public disputes Ontario deputies tend to remain in the background is doubtful the average provincial resident could even they almost never get into Public disputes or even discussions and none within memory has embarrassed the newspapers almost never write bout them a contrast to a City like where knowing who is who among Public employees is an obsession and newspapers constantly write about the mandarins pit Rasinskis and bogeys have become almost household in Toronto there also is no cocktail circuit of Deputy ministers for columnists to write Ontario deputies tend to be less spectacular men whose idea of an exciting night is a Barbecue on the suburban Back Lawn with the kids or a trip to there must be some trembling among them at the thought of having to acquire new social graces for Glamor Ous affairs at the is it gauche to turn up lugging a Case of 24 but perhaps the elegant Strys Are having even More trepidation at the thought of having to learn to like Ontario responsible act in the course of the recent debates on trustee salary increases by the Winni Peg school Board it was charged that the labor election committee of which i am a was the political Arm of the communist party of this is the usual re herring attack that is used by those who have not a leg to stand on with regard to some particular so resort to scare Joseph Zuken the lec is not a political Arm of the communist party of it is a longstanding with a proven record of working for the election of candidates who will consistently fight for the Best interests of the working people of this As opposed to the ice which is known for its partisan ship to big business there Are communists on the such As myself and councillor Joseph and the electors know this full not Only at election supporters of the lec represent Citi Zens of various religious and political for the i was elected to the school Board five times and topped the polls in Ward three in the last elec As Well As once in the i think that says the delegations appearing before the school Board opposing the scandalous raise in trustees salaries spoke for thousands of Winnipeg yet the majority of trustees ice backed spi Trott and nip members Stevenson and Dixon turned a deaf ear to Public opinion and voted themselves a third increase for this bringing it to 31 per the innuendo was made while i opposed the i was Only too ready to accept i have made a Public statement and wish to repeat it now that i shall give my increase to the lec to use in 1983 to elect trustees who Are More concerned with education issues than with the amount of Money they i believe that this is a responsible act on my part to Best serve the interests of Winnipeg Mary Kardash trustee Winnipeg school division 1 Winnipeg letters the Winnipeg free press welcomes letters irom writers must give their name and the authors name will be used and letters Are subject to broken promises there must be an election after months of having virtually disappeared from Premier Sterling Lyon and his tory government have in traditional conserva Tive manner they Are trying to build up Peoples Hopes and dreams with Slick advertisements talking of Mega pro jets and Opportunity and satisfaction for every if the rhetoric sounds it in they peddled the same kind of false Hopes and they then proceeded to rudely shatter those dreams with four years of economic mismanagement that has Given them the dubious distinction of having the worst economic record of any provincial government in in Lyon crisscrossed the province telling people that the tories planned to change things for the bet he talked of full Job Security and financial stability for every he talked of a Bright and productive future Here at vote pc to make it he since he was elected Lyon has delivered the exact Manito Bas growth rate has plummeted from an average of per cent a year under the nip to per cent under the both our economic and Popula Tion growth rates have fallen to the lowest Levels in Canada As Over people have been forced to leave the in the Job Secu Rity and financial stability have All but disappeared for Many Manitoba has changed All but for the worse not for the now Lyon seems to be hoping that Manitoban will ignore his record and buy the same kind of empty rhetoric and reelect him for four More if this is his he is badly Manitoban Are not going to be fooled the last thing we need is four More years of broken tory Steven Ashton Winnipeg tory bashing a year i moved from Saskatchewan to Manitoba and although i knew that the free press favored the Liberal i was amazed to discover that it was so ant conservative both provincially and i do not understand How the free press keeps up its circulation when it is so critical of the government that Manitoban chose in a democratic i have yet to read one article that gives any Praise or credit to the present provincial you constantly publish articles by Frances whose prose is in Complete Accord with the arrogant liberals on the Federal scene Only place where they Are in you also criticize the provincial government for spending on advertisements re the proposed Mega pro in the air was flooded with advertisements proclaim ing the wonders of the Saskatchewan at least a dozen times a Day we would be subjected to at the tax payers of i also re member a Short time ago the Federal liberals spending millions advocating their particular Brand of so Why the big pitch about the conserva Tives spending Money on advertise ments if Premier Sterling Lyon and the conservatives regain Power in Manitoba it will certainly be in spite of the free which seems to be deliberately trying to undermine can you not publish the Good Points pertaining to All parties Marie Jamieson Winnipeg super City in the would like to suggest that we rebuild Portage and heading Ley if you treat people As human beings they will respond As there is nothing wrong with spending Money on hockey but when you think about
