Winnipeg Free Press (Newspaper) - September 28, 1981, Winnipeg, Manitoba Winnipeg free september 1981 Winnipeg free press Freedom of Trade Equality of civil rights Liberty of religion published and printed six Days a week at 300 Carlton Winnipeg r3c 3c1 by Canadian newspapers company limited Telephone 9439331 Winnipeg free press 1872 the Winnipeg Tribune 1890 Donald Nicol publisher John Dafoe editorial Page editor Murray Burt managing editor Rudy Redekop controller no More Ottaw bashing prime minister Trudeau is being silly if he refuses to discuss the Economy with the provincial premiers unless they Promise in Advance not to say mean things about on the other he does make some sense when he Points out that Federal provincial conferences generally produce their Best results in the prime minister might As Well realize right away that no conference with the premiers these Days will Ever be free of for one Ottawa thoroughly de serves to be bashed for its handling of the Economy and for its determination to keep on getting into a series of fights with the that Ottaw bashing is going to occur whether or not the sessions of the conference Are open to the if the premiers cannot criticize Ottawa in a televised conference they will do it before the cameras in press and if the sessions Are held entirely in then the participants will simply emerge to give self serving versions of what went on to the press waiting that being the the sensible format for a first ministers conference would be to begin with an open at which All the participants would have the Chance to get things off their followed by closed talks at which the real if to our economic problems could be under the Best of the conference is not Likely to produce Many tangible the Federal govern ment clearly does not know what to do about the immediate problem of High interest rates and growing none of the premiers has yet come up with any better the Best the conference might do is to provide some pressure to Cool off some of the More rabidly interventionist plans of the zealots in the Federal but nothing at All will be achieved if they do not meet and Little More will result if the meeting simply turns into a Public some Good might come of a simple demonstration after All the provocation of the past the Federal and provincial leaders Are still capable of reasonable negotiation and of finding common ground on some that result would most Likely be achieved at a conference which opened in Public and then retired quickly behind closed controlling the controllers i the Federal government May have been influenced by the popularity of president Ronald reagans Tough stand against air or it May have decided that the Canadian controllers demand for a pay increase Over two years All but guarantees a strike before a new contract is whatever the the Federal govern ment is staking out its position that air travel is More essential than postal service in the government has decided to Appeal a ruling by the Federal court which refused to consider the disruptions caused by Canadian controllers during the initial part of the dispute As actions of contempt against a much earlier court the government is also claiming in court that the majority of Canadian air controllers Are and should be forced to stay on the Job if the Union Calls a in a third the Federal government wants the Union to give Back close to half a million dollars in dues collected to build a special Union the under fire in these three has accused the Federal government of attempting to restrict the right of All Federal employees to at stake also is the authority of the Public service staff relations Board to determine who and who is not this which has the role of designating essential service employees so that the safety and Security of the Public will not be jeopardized in the designated Only a Small number of air traffic control lers As the Federal government has taken the position that and not the should decide the level of essential if the level of service is determined to be higher than that accepted in the then More controllers would be needed to staff the the controllers have been without a contract for More than a the Issue was placed on a Back Burner while a federally appointed commission studied the As claimed by the for salaries equal to those of the pilots who flew under their this study rejected equal salaries in the majority of control the controllers Union has rejected the report and wants pay increases which would bring the average salary of a controller to in the the controllers have shown remarkable skill in timing disruptions in Canadas air travel to affect a Maxi mum number of this is a legitimate but not one Likely to win the Union Public by taking several issues to court at the same the government seems to be staking out a position Short of the policy which denies air traffic controllers the right to it argues that the right to strike should remain so Long As the As determines the level of the controllers have already decided that the action is a removal of their right to strike under another the if it will probably take place during the Christmas and new years when travel you dont need a judge you need a less than a giant step not too Many canadians would agree with the comparison made by the chairman of the Canadian radio television and telecommunications John when he compared Canadas decision to hear applications for pay television with the americans Landing a Man on the the frightening part about Meisels statement is that he just May be it May take As much Money and agonizing by Canada to authorize pay television As it did for americans to put Neil Armstrong on the Meisels statement came As the crts began hearing 28 applications from individuals and organizations who want 10 become the first in Canada to offer commercial free television for a the applications themselves represent a uniquely Canadian attempt to put enough meat in the pay television Sandwich so that it will while keeping the bread thick enough to satisfy those who believe that someone has the right to determine what someone else will an increasing number of canadians Are already sampling successful pay although the Money does not necessarily go to the people who Are providing the canadians who have Access to satellite television signals Are paying the operators of the satellite receiving dishes and distribution for the most these operators Are stealing signals from they Are getting a preview of what will sell in the United and while it does not necessarily follow that what will sell there will sell it is a Safe Assumption that first run movies and uninterrupted sports events Are Likely to be More popular in Canada than what most of us interpret As Canadian because we Are far More within the governments Power than our american we Are More Likely to get what or their determine is Good for the most sensible approach to pay television in Canada is unlikely to be considered during the present that would be to throw open pay television for a limited period of until it could be better determined what canadians would be willing to no one will argue that the potential Revenue from pay television is or that a Good place to use some of this Money would be in the development of the Canadian film and entertainment and in the support of projects that would make canadians More aware of their own cultural the problem that will have to be solved during the present hearings is How to persuade canadians to part with an extra to a month to get entertainment they want on their television if the wrong programming is put Forward and if canadians Are persuaded to pay for something they later decides not Worth the then recovering the and the Revenue that is needed for future Good works will be More relations will get worse by Wilson special to the free press Ottawa Public american pressure mounts against this country policy of discrimination against for Eig owned Oil the Canadian government digs its heels in and insists with increasing firmness that there can be no that is the dynamic of International disputes at this stage when each Side is still testing the firmness of the other so there is nothing surprising about the current statements from either dynamic it is also part of the dynamic of such disputes that they grow worse before they Are finally it is reasonably Well known that president Reagan places a High value on Good Cross order relationships and does not want this dispute to develop from its present stage of Sharp words into retaliatory it is equally Well known that he and his closest associates Are worried about the mood of the Congress and have been weighing the need for some action on the part of the administration to forestall More dras tic Steps by either the House or the there is nothing alarming about the legislation already under Way in the Congress which would impose on for eign firms the same margin require ments which apply to american companies investing in other a company is not permitted to borrow More than 50 per cent of the Money used and the Bills before the Congress would extend this restriction to Canadian and other no american it is in fact desirable that the United states should close this loophole in its Laws since there is an inflationary aspect to takeovers wholly financed with borrowed funds and these operations impose Strain on capital in our own the outflow of capital to finance takeovers had become so heavy that finance minister Allan Maceachen was forced to intervene the it is known Here that there is some pressure on the president coming from within the administration to consider use of the draconian Section 301 of the Trade act of this gives the president wide discretion to retaliate against countries if he determines that they engage in discriminatory or other acts or policies which Are unreasonable and which Burden or restrict United states the scope provided the president once a determination has been made is very wide and he can act first and hold Public hearings of disliked it is this sort of action that Reagan himself is known to dislike and canadians who have been following the Washington situation with care for months now Are reasonably sure that he would move in this direction Only if there were real danger of congressional reactions becoming More sharply focused than Thev Are canadians nation of Industry is clearly a popular policy in this country and if the United states should retaliate against the methods in a nationalistic defence of the governments course would get a Strong emotional response in its the How is not Over the goal but the meth ods being used to reach discrimination the Choice of methods involving positive discrimination against some com panics was never inevitable having been the governments pres Tige is now engaged and very Little nationalistic propagandizing would be needed to create the View that it is the country prestige that is alternative methods that could so easily have been selected a year ago Are now almost beyond practical political the alternative was to provide Posi Tive encouragement to canadians to expand their ownership of the Oil in using the tax system As the it would not have been difficult to devise tax concessions that would have produced Many of the re sults the government Hopes to achieve by positive the minimum outcome of the Dis Pute is Likely to be an attitude of non cooperation in Washington on matters of concern to and there Are Many of that would be bad enough and it would be Well Worth the time of Ottawa politicians to think of possible ways of keeping the damage to Cross order relations to the mini Hatchet Job As the Only former Leader of the Manitoba nip who is free to express his opinion regarding the Hatchet Job being done against our present Howard i can no longer resist the temptation to answer a letter which appeared Over the signature of Herb Schulz refers to the leadership of Pawley As being in my Schulz is Only trying to deride Pawley in an attempt to create division in the ranks of the 1 did not object to being criticized during my ten year term of and recognized the right of any person to do 1 do object to the method being used by Schulz to Canada Winnipeg birthday Frank Manitoba born september letters the Winnipeg free press welcomes letters from writers must give their name and the author s name will be used and letters Are subject to sensationalism this is in response to the news Story by Glen Mackenzie headlined executive defies free press september it is a very misleading piece of journalism and smacks of crass Only but it is a misrepresentation of the actual the membership of the Manitoba teachers society its cannot defy the executive in the form the article the executive of the its is elected each year by representatives of the entire membership at our annual general the membership therefore Grants the executive a one year mandate to carry out its if at the end of one year they fail to live up to the memberships they can be democratically defied by being Mackenzie has not researched his Story very a motion to Send Money to our oppressed colleagues in Al Salvador was indeed Defeated at the 1981 annual general Only be cause at a critical juncture during the debate the president of the Canadian teachers federation stood up and said that the Al salvadoran teachers federation Andes 21 had not requested any financial this proved later to be last Miriam her a member of the executive of Andes travelled across Canada re questing financial particularly for the surviving families of teachers Mur dered in Al it was her heart rending plus the fact that indeed Andes 21 was calling for that dramatically changed the Situa the Quick action by the its executive represents a highly commendable Mackenzie refers to Andes 21 As an underground imply ing that somehow Manitoba teachers Are aiding nothing could be further from the Andes 21 along with Many other Trade unions Sloms and Peoples organizations is being systematically persecuted by one of latin americas most Savage civilian military the archdiocese of san Salvador estimates that almost people were killed in Andes 21 reports 126 teachers killed in among these was Hector Ramon guar a founding member of Andes 21 and a member of the National exec he was gunned Down on a san Salvador there is ample evidence that the teachers of Manitoba do care about their fellow and sister colleagues in Al and stand firmly behind their for the River East teachers association has collected Over in pledges and contributions for Andes Mackenzie produced very scanty evidence that the executive has acted in Defiance of the general if the executive is leading the Way in carrying out the wishes of most teachers in Bob Milan River East school division Winnipeg political plums our Federal maps have voted them selves rather generous salary increases and pension schemes in recent but it seems that prime minister Pierre Trudeau has invented an even More odious method to enrich his cronies appoint them to Cabinet minister Sta canadians now have in the Federal government 36 Cabinet with various nebulous responsibilities Given to numerous ministers of representing on eighth of the total numbers of members for All we do not require so Many Cabinet ministers to run this one can conclude that these plums Are Given out by Trudeau much like Senate a a Reward for Servi Brian Haeberle Winnipeg proofreaders palsy after the Long labor Day which was warm and the free press weather report on september 8 made fascinating in the list of National temperatures Winnipeg was credited with a believable High of 22 and a Low of but Thomp Brandon and Dauphin were All assigned unbelievable subzero this was bad but there was worse to come under
