Winnipeg Free Press (Newspaper) - September 30, 1981, Winnipeg, Manitoba Winnipeg free september 3 unloving u of w president Robin Farquhar says governments cannot skip funding pos secondary future concerns u of w president by Manfred Jager Robin Hugh Farquhar is one of Canadas youngest University presi Hes concerned about the fond of Golf and poker and one month into his new Job As head of the University of said yesterday the lean years of universities across the country May Well be coming to an end if Public opinion has its its still not Clear to what extent politicians have been motivated by renewed Public support for pos secondary the support is evident in the in creasing percentage of High school graduates flocking to universities and providing enrolment increases academics would have judged unlikely to impossible Only a few Short years Farquhar said in an inter the Public support is All yet Federal Transfer payments for established programs continue under threat of severe reduction or with Ottawa still wanting to Cut Back by billion and health minister Monique begin having con Vinced the Trudeau Cabinet that none of the savings can come from her who was Dean of Educa Tion at the University of Saskatchewan in Saskatoon before accepting the u of w says universities generally have been at a Low ebb in recent because Public opinion declined during the Early 1970s and until very recently has continued people seem to have Felt universities grew More rapidly than they should have during the Early seen As overbuilt when universities were seen As being overbuilt and Access to them became literally canadians seem to have formed an opinion that when enrolment was growing that the result would somehow be a stronger country in Terras of social health and every thing that was not a reasonable expectation and we meet so people said they didst so maybe we better put our shekels into something the were in Short Supply As but Young canadians keep flocking to their University is clearly the you walk around downtown Winni Peg and you see All kinds of Young people wearing shirts saying Ohio state or University of Miami or Chicago or what have its clearly acceptable to be associated with the name of a even though you May have bought the shirt in a Jean shop the kids who Wear them Are the sons and daughters of today taxpayers and themselves the taxpayers of Tomor to me this Means that Public opinion is turning around the sooner governments realize just How important universities Are to our social the a number of recent studies show that University graduates tend to get better paying enjoy greater Ca reer satisfaction and Lead More Ful filled lives than Many of their non University As Farquhar sees this is the time for if Federal Money you had been counting on int coming into Provin Cial youve got a problem As a particularly if the prov Ince has been using Transfer pay ments for things other than universities As Well As it would seem to me that virtually any provincial function is under threat should something happen to the Federal contributions to Provin Cial University its not just the University system that threatened by reallocation of Federal if the Buck gets All kinds of other priorities May Spring clearcut policy As for Farquhar called for a clearcut government policy definition of the future roles of the provinces three we dont have such definition and we need its a need which is clearly seen and endorsed by the universities Grants commission but Manitoba must Acton and in the near loss threatens Hsc daycare unit provincial government officials say they will meet health sciences Centre administrators to discuss solutions for a projected deficit faced by the hospitals daycare the Canadian Union of Public pm which represents the centres claims the deficit threatens to close the facility and officials of the provincial health and Community ser vices expressed concern a statement by the Union yesterday said the daycare Centre would close in january if the province fails to increase funding but Hsc president Peter swerhon said he did not think the Centre would close in january if funding is not in that a hypothetical he i dont see the cupe release claimed the build ing in which the daycare program is housed needs at least Worth of it also said the program will face a deficit of by the end of March unless there is a change in government funding swerhon acknowledged that both areas mentioned by the Union were of concern to the Hospital he said the centres financial problems have been outlined to the Board and to the parents of about 160 children using the Deputy Community services minister Ron Johnstone said the Hospital notified his department of the impending deficit by letter he said the Hsc had asked the department for a response within two Johnstone said the department never has absorbed deficits at any of the daycare centres it funds in the prov nor does the province have a program to fund capital improvements to daycare he look for reasons Johnstone said his department and the department of health want to Dis cover the reasons for the Defi for the past five years that facility has been running at a deficit of about he i have no idea what makes it go to there has to be an alternative other than or else we he disputed the unions claim that current daycare financing is invade he said there had been significant increases in funding Levels to centres last sex Parte hearings will be abolished by Brian Cole the provincial government says it will save the taxpayer thousands of Dol Lars in court costs by abolishing sex Parte hearings for traffic Deputy attorney general Gil Good Man said yesterday the government plans to do away with sex Parte hearings by amending the summary convictions act during the next the changes will allow the courts to Deal with Absentee defendants without having a formal hearing which must be attended by a police court reporters and Crown under the current system the courts Deal with about 300 to 400 sex Parte hearings a and we Haven lost one of them Goodman said with a laugh Dur ing an the amendments will give the courts a quicker and cheaper Way of dealing with offenders who ignore the usual Legal the benefits Are obvious in the saving of time of police officers and court Goodman the number Large number of sex Parte hearings results in police officers hav ing to spend an inordinate amount of time away from their official you can see them lined up at Don Ald Street he said in refer ence to the Large number of officers who attend sex Parte hearings every the More time police officers spend in the less time they have to carry out their official he in Many cases the officers Are also being paid overtime to attend a court Goodman under the proposed default conviction people charged with a traffic offence will be asked to Deal with the matter by pleading not guilty or guilty with an explanation within 15 Days of the charge being if they ignore the deadline they will automatically be convicted and a person failing to pay the Fine would have his Drivers licence under the current if a person ignores the court dates listed on the the judge usually orders a formal sex Parte hearing which must be attended by upon the defendant is sent a letter stating the verdict and including a warning that failure to pay the Fine May result in further including suspension of the persons the proposed system is patterned after a similar procedure that has worked successfully in Ontario and British tightened Security planned in courtroom Security will be tightened in the courtrooms of the Public safety build ing to prevent future escape attorney general Gerry Mercier said Merciers announcement came just Days after a 23yearold prisoner tried to flee from one of the docket court rooms on the third floor of the police his escape run was halted when senior Crown counsel Wayne Moshkowsky wrestled him to the provincial judges have also complained about the Lack of Security in the Public safety which handles about 85 per cent of persons two clerks assigned Mercier said in be issued uniforms to identify them clearly As peace said Moshkowsky said in an interview the changes Are exactly what is i think uniformed sheriffs by their will inhibit these types of Security also will be improved be cause sheriffs officers now wont be distracted by doing a double he provincial judges Sam Minuk and Charles who have protested against Lack of could not be reached for comment last
