Maceachen announced that he would not be cutting his Grants to provinces for the support of pos secondary education at least not just had he made such reductions As he appeared to threaten universities in at least some provinces might have found their provincial Grants reduced but when the universities take a closer look at the they will find that their worries Are not for Maceachen has announced that he wants provinces to Start spending less of their Money on universities he Are sitting pretty and Are producing excessive num Bers of unemployable graduates and to spend More on skilled Secretary of state Francis Fox and employment minister Lloyd Axworthy will discuss policy and labor Fla ret needs with the provinces the next year and a half to work out rules governing the Federal support of pos secondary if the Federal government is not satisfied with the results that have been achieved by the Spring of Maceachen he May freeze the pos secondary Grants to which now use annually in step with the Gross National Fox and Axworthy Are Likely to find a Chilly reception in Many provincial provinces generally consider that education is their business alone and that the Federal though it pays a Large share of the has no place telling them How to run their education the threatened freezing of pos secondary Grants which would amount to a decrease relative to inflation intended to persuade provinces that they must to the Federal it is unclear from Maceachen statement whether he would selectively Grants to uncooperative provinces or whether he would All provinces to fall in line before any province would enjoy the annual increase in the two Federal ministers Are Likely to be asked Sharp questions about what the Federal government which claims a responsibility for meeting National manpower is doing within its own programs in order to meet the shortages it has found in certain skilled a parliamentary task Force chaired by Montreal Liberal Warren All Mand this year examined Federal manpower programs and the efforts of employers to train the skilled workers they need and found grave the Federal government now finances Trade straining courses taught in provincial Yrun schools and colleges and could be using that education purchasing Power to train the skilled tradesmen it finds this does not happen primarily because Ottawa chooses to use those courses to remove from the unemployment for the duration of the people who have no marketable skills or who live ii areas where there Are always More Job seekers than the task Force also found that Federal Grants or corporate tax rules could be used to encourage employers to do their own it has not been shown that a shortage of Trade straining facilities in the provinces is the reason for the shortages that have been noticed in nursing and other health occupy in machine in tool and die in microelectronics and computer each Industry and each occupation has its own particular economic Circum
