nine premiers in signing a constitutional Accord with the fed eral government on 5 for three reasons the Lack of fiscal compensation for provinces opt ing out of trenched programs such As pen Sions or unemployment insurance imposition of minority language education rights and an agreement allowing persons to move across provincial Boun Daries and find catch in proposal Clark suggested the Accord be amended to include fiscal compensation for provinces opting out of National programs and that no minority language education rights be imposed on the Concession on minority Edu had a it would be contingent on Quebec voluntarily allowing All English canadians moving into the prov Ince to attend English speaking to Levesque rejected Clarks education propos in Clark is saying Edu cation rights wont be imposed by but Quebec must consent to accept them i dont think that said in a its just a new form of Clarks other proposal on fiscal compensation was belittled by Chretien and Pinard during
