magnified and exacerbated the division within web it would also have allowed the Public presentation and examination of evidence proving or disproving Carrolls accusations and a Public verdict on whether the act is being reasonably under the procedure the government has Carrolls accusations will never be publicly dealt they will just hang there in the Public the government will arrive at some conclusion of its own on the basis of what its investigator turns the Public will have no basis for judging whether the governments conclusion is Carrolls complaints relate to the ways in which the purposes of workers compensation Law and policy May be perverted in the an inquiry into those complaints need not prevent the government from studying the Lampe commission report and preparing reforms in the Law and the policy the government has no idea now which of the Lampe commissions if it wants to adopt and probably will not have for several the Nitikman inquiry was unsatisfactory because it threatened to be unduly the private investigation is unsatisfactory because it leaves important Public questions without a Public the first responsibility for ensuring that web employees fairly and reasonably apply the workers compensation Law rests with the chair Man and the employer and Union nominees who make up the the government should be demanding from that Board a Public answer to Carrolls subsequent action or further investigation should depend on the sort of answer the Board can come up the governments Effort to limit the damage to the functioning of the workers compensation sense to permit communication Between government and citizens in and then to refuse this service when it is requested does it have any bearing on the reality of French culture to order a businessman to change the name of his or to write his letters in when these or his do not Cater to a French clientele the examples Are but they turn invariably on a policy of of a general nastiness which distorts a decent that what is and has is uncomfortable to French speaking while infuriating to English is Clear from a recent poll conducted for the dual language research even though 75 per cent of French speakers believe the in has been Good for about 62 per cent of Montreal French for exam believe that Bill 101 should be amended to allow English speaking canadians from other provinces to attend English language schools in and 64 per cent believe that Bill 101 should be amended to allow signs in both a steady exodus a few modifications would also go far to change attitudes of English speak even though 75 per cent of them believe Bill 101 has been bad for a conviction they Are showing by a steady and persistent which has reduced their numbers from 34 per cent in 1971 to the present 28
