financial in the coming year will not be there is not much reason to expect great things out of the second no one could reasonably expect any More at a time when All governments Are facing a financial there would be More grounds for patience with Premier Howard Paw Leys if More of its priorities for the coming session reflected the desire for compassion and effectiveness described in the speech and fewer of them responded to the new democratic party tired the capital proposals aimed at providing both More jobs and permanent benefits for Manitoba Are generally Well directed million for an improved Home insulation million for provincial capital million to be matched by the City of Winnipeg and million for which needs More jobs if not More those projects add up to about at the same the government once to launch the provincial Oil exploration company it Calls if it holds to its earlier Promise to invest million in Oil exploration through that it will be putting almost the same amount the governments claims to it demonstrates no Howe for either the unemployed or the the expansion of the Manitoba Public insurance Corpora Tion into life insurance and pension plan management services also looks More like an ideological knee Jerk than a response to Public both Fields Are fully served by private Enterprise and the appearance of a new government even on a competitive serves Little aware of the financial constraints under which it is the government will undoubtedly not be activist enough to please the party it will not be As compassionate As it would like to or As it could be if it had its priorities a Little More whether it As be effective depends very much on How willing it is to face the economic and financial reality which confronts it at the unions hit a Brick Wall the new Deal for Logan the Deal concluded among mayor Norrie and the Federal and provincial governments Over the development of the Logan car area recognizes an irreconcilable difference among the it allows them to go their separate ways on Logan without tearing apart the rest of the Core area it May permit a badly needed rethinking of the purposes of the joint Enterprise and arouse a greater determination of the participants to pursue those purposes without getting in each others the once it receives the approval of City will free the provincial government to build whatever housing it wants and can afford to build on the part of the Logan site that lies East of the Salter it will free the Industrial development promoters of the Federal govern ment and the Core area office to Clear and Market the Large Industrial site West of the Bridge and to Dangle incentives in front of employers who might want to build plants elsewhere in the Core until the province actually announces a residential development plan and a construction the remaining Logan car residents must still hover in uncertainty about the future of their they have fought off the destruction of the residential but their Long Battle will not be Over until they have ensured its revitalization and the Deal invites them to concentrate their very effective lobbying Effort on the which has been their Friend at court other adjustments to the agreement and the arrangements on Central Park and he would therefore not hear of the councillors quickly Clearing the Way for Logan housing and considering at More Leisure decisions which make a mockery of the there is truth in a Union leaders remarks that what has happened in the current round of negotiations reveals the authoritarian colors of Levesques adm Nistra an alternative system is necessary but it is ironic that the which came into office promising a new Era in dealing with the Public sector should be the one which is considering not dealing with them at irrational Levesque and his ministers have As the liberals did before that bargaining with the Public sector in this province is an irrational but that process became irrational not just because the common front negotiators were both Liberal and parti quebecois administrations have contributed to creating in the Public sector a privileged group whose wages and working conditions have Little plan Winni Peg for its Lack of a specific statement of intent or Clear policy and recommends that the plan be amended to include an explicit policy statement advocating suburban containment and intercity revitalization before it passes into the Council also reflects the views of Many Winni Eggers when it states that revitalization in of Winnipeg is made immeasurably More difficult by the
