their diplomatic persuasions and lend support to our Reynaldo Pagtakhan National chairman United Council of filipino associations in Canada Winnipeg Farmers Outlook Bleak As an historian of Rural societies and a some time resident of i feel compelled to make a few comments on Gary Hunters Arti Cle bitterness outweighs hardship after rail lines lost free a gust it seems Hunter was to do one of three things in his two articles on Snowflake provide a rustic snapshot of Rural life for of Urban readers con duct a critical evaluation of the Impact rail line abandonment or construct anti Crow ideology in the context of parliamentary hearings on the Crow if it was the first he has trivialized an important struggle if it was the Sec he has failed in his Endeavor and if it was the he has probably the Issue of rail line abandonment is linked inextricably with the attack on the Crow and Hunter fails to that they Are both part of an attempt on the part of the the Liberal Large banners represented by the commodity and other business groups supported editorially by the free press to dismantle the current Grain handling and transportation sys tem at the expense of Small and me Diu sized those various elements opposed to the Crow want to develop a modernized system Means a centralized rail system with a few Basic lines with privately owned High throughput Grain terminals on those a variable rate Structure would provide the incentive for the establishment of the Grain terminals and a direct payment to producers would allow Farmers to make their own decisions about Grain marketing and transportation again Means Large Farmers who can afford the investment in trac to trailers will truck their Grain to the Small and medium sized Farmers will be forced out of All the while being told by the the Liberal government and Large Farmers they were too inefficient to what has happened in Snowflake is a microcosm of what is in store for the rest of the Rural Farmers in Snowflake Are now forced to truck their Grain at least the extra 14 Miles to and quite often 30 or 50 in order to have it if the Crow is dismantled that transportation expense will be greatly it has been projected that the annual loss to the Farmers of Snowflake under a reformed Crow will be by the provision of farm services in the Community has moved from cooperative to private organization from the Many to the few of is the scenario proposed for All of the Prairies by those supporting rail line abandonment and a reformed in writing about Hunter had a perfect Opportunity to make these sorts of he chose not he did not consult people from the local Pool nor did he speak smaller Farmers about the problems they were he presented a picture of passive acceptance of rail line Jeff Taylor department of history University of Manitoba Winnipeg helmet debate goes on there Are like who support the provincial govern ments proposed mandatory motorcycle helmet and motor vehicle Seatbelt there Are also like who support the Freedom of of those who do not wish to be saddled legally with helmets or seat let our predicament be resolved by who suffer injury As a direct result of not wearing these safety de let not the pay their own medical As for All those who Are fatally injured through direct Lack of these they have Dir Ely paid in Michael Moskal Winnipeg frightening read with interest the letter fright ening free August 16 by Dale Pelletier has stated exactly Why All thinking Manitoban should be wary of the so called democratic government of the compulsory Seatbelt and motorcycle helmet French language legislation and the governments apparent attitude toward the pro Choice movement Are All abhorrent to the really frightening thing is the Way these so called progressive pieces of legislation Are being forced upon Premier Howard Pawley and his cohorts have said again and again that they do not care what the people of Manitoba the government in its infallible widsom will proceed with this legislation for our own Pawley might do Well to remember that no term of government lasts forever and that some of us resent being trampled we have Long me we will not forget when elections come Tardiff discrimination the Seatbelt Law has now reached the rubber stamp stage amid controversy which will continue if Only to Challenge the Law As we understand it to it is tabled on medical evidence that All persons who ride in motor vehicles and on motorcycles could be saved severe injuries in an Accident by Wear ing safety Law becomes Law Only when those who administer it accept the responsibility to also abide by to put the police above this Law takes away their authority to enforce the As now excuses enough persons to make it discrimination against the a if we Are to have these let us make them with the exception Only of those who travel on Public transit at their own i do not accept that police officers do not require i speak from having chased fleeing criminals Many times who were travel Ling in excess of 100 Miles per hour on City streets and country Budge while strange women jumped in and out of police collared a sidewalk a confusing experience on Albert i am two Large policemen shouted at threaten ing for Riding my bicycle on a Public i realize that this might be a criminal but it must be considered in at the Albert Street was jammed with cars making Little doors were opening and and strange women were jumping so 1 took the safer route the Little did i know that two huge protectors of the Public were lurking in the shadows of the Royal Albert waiting to catch a i proceeded to make my Way carefully past a group of about ten strange they looked like profession Al dancers or models who laughed when 1 was ordered off their what really got me was that they continued to play in the traffic jumping into Peoples cars and blow ing kisses at the police just watched is there not a Law against this kind of activity jaywalking or some thing Alan Harvey Winnipeg plans for Portage Avenue seen As being wrong answer i have been following with interest All articles and editorials concerning the would be development of Portage Avenue and other downtown so i have concluded that Little has been Learned from the errors of the i find it impossible to seriously con Sider whether new Glass Street closure and Bubble gum contests or will contribute to the improvement of Portage the question is irrelevant if first we do not ask and understand what kind of problems or events have fostered the condition we Are trying to Correct and if we do not assess the Impact the intended moves will have on adjacent on one important recent his tory shows whether because of our slow growth or other persisting socioeconomic even projects smaller than the one at pres ent five or More years after failed to achieve full let alone to act As a catalyst for the growth and development of adjacent most of these downtown projects were Able to achieve some initial occupancy Only by luring tenants away from neighbouring rather than spreading As Many of our City councillors wanted us to these ill conceived pyramids promoted or accelerated the death of North Portage Avenue and the stagnation of adjacent another important matter we have failed to consider is suburban expand Val Werier recently wrote that City Hall ignores this Issue he is even idiots should by now know that the slow the limited financial resources and the general economic condition of our do not allow for a simultaneous Urban redevelopment and a virtually uncontrolled suburban the bulk of Public Money should go toward not Glass Mas Sive expropriations and unneeded the More economic and least disruptive Way to improve Portage or other areas suffering Simi Lar would be for housing to be if this were landlords and store owners would make other necessary improvements at their own construction projects provide Many jobs and positive spinoffs in the mar but construction is not an end in when contemplating any development we should make sure that its Long Range consequences have been considered and the sum total of its benefits outweigh possible Nega Tive massive financial injection of Public funds can with Cobblestone fancy lampposts and a More pleasing but since the development of Suburbia continues streetwalker Are already Happy in one such improved Environ ment and bums Are already Comfort Able in the the streets adjacent to Portage Avenue do not need further who needs the Glass dome Carlo Gabbrielli Winnipeg not manna Are the people who dreamed up the idea of moving Portage ave nue trying to see which most idiotic idea we taxpayers of Winnipeg will stand for even mayor Jean Drapeau of Montreal could not top this and we Are still paying for his pipe creating obstructions to traffic will not encourage anyone to shop Down on the the Only thing that will succeed now is a rapid transit such As a Monorail or doing away with Street cars was a they should have been updated with quiet running for sex like Toronto has the problem with Winnipeg and other cities is Lack of Long Range plan politicians naturally tend to avoid doing anything but for Long Range results you have to do some unpopular the main lies with the for years they sat in their cubby holes and never provided an Inch of on top of the City levied a sales tax in the form of parking is it any wonder people got fed up and flocked to the suburban shopping malls Why is it that our local politicians and so called entrepreneurs talk about using up Federal or provincial Money As if it were manna from heaven it is your tax Money and my tax whether provincial or Kowalchuk Winnipeg human Side including the mad seems to have ideas on How to spend Money on redeveloping downtown win two popular misconceptions Are that the Money to be spent is and that those firms and those kind of people on the North Side of Portage Avenue Are As a Mould growth old food that firms like those Are part of the decay my tax Money should be invested in not pretty the firms on the North Side of ppr Tage Are businesses with they will generally seek areas with human traffic and relatively Low any expansion of commercial space in the City will lower the relative rent sin other sections of the City and those firms will if i and my suburban friends Are the target Market for a Bright new set of the planners fail to take into account that we cannot afford to Park in the Central business it stands if our taxes we will have even less we Are not going to give up single family hous ing without a the planners and would be planners have not come to grips with the human Side of the question blight is ultimately More of an attitude than a Harmatz Winnipeg rumbling in nip ranks worries party a ease of midterm jitters or Seri Ous political erosion either it int difficult these Days to find new democrats who Are strongly critical of the provincial governments perform and the handling of the French Lan Guage services constitutional Amend ment As much As its actual Content seems to be a focus of much of the one party member who is Active in the provinces ethnic Community says that if 9 provincial election were held nip would probably lose some of its safest seats in Winnipeg North end and the combination of the spillover from the provincial scene and the massive conservative Lead in National Public opinion polls could mean the party would lose both Federal seats of Winnipeg North and Winnipeg the member says the government is losing support not because of the constitutional proposal but because it is seen by its grassroots supporters As being indecisive and Frances Russell they never explained the French language this Mem ber they didst expect the opposition and they didst have a Strat they should have been going out around the province explaining what they were doing and they Haven done the constitutional amendment is easy to sell once people realize that it bears no relationship to Federal Bilin but by waiting so Long to explain Treyve Given their opponents ample Opportunity to misrepresent right if they went to the they lose some of their safest seats in their traditional these comments Are echoed by other new they say the govern ment has lost substantial Public sup port this i simply dont understand How the government have known that anything to do with bilingualism is a difficult particularly among ethnic says one prominent they should have spent time explaining what they were doing to ethnic associations and organizations like the Manitoba government employees association and the Manitoba teachers society and have made the necessary changes be then when they brought it they would already have had the support of those another Naper bitterly comments that attorney general Roland who has piloted the constitutional amendment through the Doest frequent places like the Union Centre where the party rank and file can easily be he spends his time with lawyers and people in the provinces cultural Hes no the government needs a Communia someone who can go out and explain the governments there is even some criticism of pre Mier Howard Hawleys consensual approach to it leaves the government without a Strong Public and blame is being attached to some of the premiers top aides for consistently advocating a Low political there seems to be the idea that you can inaugurate controversial measures by just not saying it Doest your opponents always get the advantage and Are Able to put you on the defensive right some new democrats say there is disillusionment setting in within the Cabinet they came into govern ment with High ideals and find they have to for its been profoundly upsetting and they wonder Why they Are one prominent new Democrat says the government be taking much Comfort out of its claim opposition to the French services amendment is dying in silence int necessarily it can be the French As has been shown is one which causes people to Bear Long the rank and file disenchantment has some in the Federal Wing these Are some of our hardest work if there int an upturn in their they wont put the Neces sary Energy into the Federal Cam in an Premier Howard Pawley dismissed much of the criticism As merely a Case of midterm he that the indecisive Label is one that he frequently hears when he talks to party Mem it angers because he says people simply Overlook the major legislative package of the past including farmlands pen Sion compulsory seat election child conflict of interest and teachers these Are All very major items and they will prove themselves Over the next several i think much of the criticism of what we Are doing comes from the Section of the party that would like us to be More they also seem to think that when we show ourselves to be flexible on matters Ike the French services we Are simply being the legislature is really the oppositions forum and governments cant always just ram things the Premier also says people tend to run into criticism when they think they will run into he pop nos out that he recently spoke to of the party municipal and Only one reported any Doorstep hostility on the French services Rae pal Pawley believes the three issues which this French services and seat goal by the time of the next other party members dont they say the most serious defect is that it always to be reacting to rather than being in charge of and More than anything it f is what is turning off its own ;
