Winnipeg Free Press (Newspaper) - January 17, 1985, Winnipeg, Manitoba Winnipeg free press january Page 7 pcs keep contest Cowkey Toronto the Ontario progressive conservatives Are being i accused almost daily of being Boring in their leadership but they probably regard it As a comply the opposition parties and much of the Media would like to see a Host of promises of dramatic shifts in wholesale renouncing of the old order with a bit of one or two vicious disputes Between candidates and blood on the they Are not getting with some minor because the conservatives Are unique have won enough elections to stay in Power for 42 years and the polls assure them they Are still phenomenally they have clearly found a formula a for winning and any would be who proposed departing radically from it would be viewed As wanting to embark on a dangerous route would Wayne Gretzky change a winning style Premier William Davis also retains a godlike stature in his party and anyone wanting to succeed him has to be extremely wary of appear ing to dump on his the party would resent it and the pre Mier also is still in a position to put a spoke in the wheel of anyone bad mouthing there Are no demands on the candidates unlike in some other recent leadership races to Demon Strate they will bring sweeping change and to the Marians seem to like the conservatives just the Way they the tories Are so High in the polls there is not even the Normal urgency for them to grab every ounce of publicity possible out of their Leader ship change to help in the next election due in Ontario this delegates also would View with alarm any candidate who started slanging his rivals All Over the the conservatives have been helped immensely by the fact they almost never quarrel among themselves in Public and one criterion for the new Leader will be that he demonstrates commitment to the family Unity that has served them considering All the constraints on them not to depart much from the status the candidates if one Peers closely have come up with possibly More new and certainly More knocks at Davis and each than might have been Miller and Grossman Are two opponents in a gentlemanly fight for the premiers Eric Dowd in Ontario treasurer Larry Grossman has promised to balance the budget in two years a sizeable policy turn Force University Stu dents to pay 25 instead of 17 per cent of their tuition agriculture minister Dennis Tim Brell has advocated subsidizing mortgage interest rates for new Homes and trying to persuade Doc tors to forgo extra Billing for treat ment in Industry minister Frank Miller would go Back to allowing Small businesses not to pay income tax on Money they reinvest and name five women As Deputy attorney general Roy Mcmurtry has proposed Over vacant classrooms and use them for Day the candidates have differed with Davis to the extent of promising to sell As soon As possible the million investment he made in Sun Cor make Ontario Hydro More scrap some of Daviss ministries and make the premiers office More sensitive to far Flung 6 the Campaign has even produced such minor scuffling As Miller say ing Gross mans employment pro Grams Are a Parade of names no one can remember the treasurer countering that Millers proposed tax Cut would wreck the attempt to reduce the deficit Timbrell Labell ing his opponents As either too far to the right or the left and Mcmurtry denouncing the whole Bunch for organizing their leadership campaigns behind Daviss Back and even talk ing vaguely about opponents buy ing delegates sign of his desperation which makes him even less Likely to these skirmishes still do not make it any drag Lemout it is to expect much More in the Way of Plain talk or innovations from the Candi considering the pressures on them not to Rock the Pic a easier inem Noi 10 Rock me to expect More smiles from russian Bear by Macrae special to the free press London there is a reasonable Prospect of a Happy new first guess relations Between the soviet Union and the United states should even though a Dis armament agreement seems unlike this optimism is not just based on Mikhail Gorbachev revived reputation As the Bear with the the supposed heir apparent to the Kremlin did indeed behave As relax edly on his pre Christmas visit to Britain As he did when he went to Canada a few years Margaret Thatcher said she liked there were lots of warnings that he was merely trying to separate Thatcher from president Ron Ald Reagan on the Star wars Issue of researching into ballistic missile de Thatcher is not too keen on such research work since it would be top expensive for Britain to and it could make her own British Independent nuclear deterrent against Russia the russians Are not keen on any successful american military but Thatcher is not going to Swallow that a better reason for affability from the Junior Bear is that russian three main scowling strategies have broken the russians scowled All through last year because they hoped to deter americans from re electing president Reagan that did not they hoped to Stop the deployment of cruise missiles in Europe that did not they had also hoped for a Russ chinese rap that would have made a threatening soviet stance in the far East More chivas Deng Xiaoping has blocked so the russians Are now on the although things can change quickly in the pres ent Prospect is for mild russian affability on minor As a quid pro quo which probably the West should not Grant will be suggestions that the West should not get too close to half rebellious East european movements like to lands All the leaders of communist Eastern Europe Are terrified at the Prospect of a counterrevolution which might eventually string them up it is such a said a top hungarian communist Boss to me that people like Czechoslovakia Dubcek and Poland Walesa always go so far that they frighten our soviet col the other worries for 1985 Are economic growth is slowing but i think that the Exchange rate of the Dollar will come Down especially against the this will reduce the Trade which has probably reached billion in we non Ameri cans have been very ungracious while the United states has pumped out this billion of extra net demand to keep up our employment instead of americas own employ we have mapped at the United states that it has been financing this deficit by borrowing from us at enormous interest in i expect that the United states will pump less net demand into the outside and will Stop borrowing so much from us at such enormous interest we will then Yap at the United states about but i would expect a three per cent or four per cent growth in Gross world product to be focus infighting hurts Liberal chances Regina new word has been introduced into the political lexicon of and it is one that Liberal Leader Ralph Goodale Likely wishes he had never it is a Label used to describe the legislature tactics employed by one Bill until very Sveinson was the Only breathing sitting la in Western Canada who called himself a these Sveinson Calls himself a which is a Short Way of saying that he still wants to be a but is not officially allowed to be most people would think the Liberal party needs All the help it can get these banished from Power in Ottawa and Down trodden for years in the it is logical to assume the party would embrace anyone who wants to Call themselves a especially one who also happens to be an but not so when it comes to the unpredictable Ever since he stood up in the Legisla Ture last april to announce he was leaving the tory Back benches of the Grant Devine government to sit As a he has never been fully accepted in Liberal Sveinson came with the reputation of a and a right Wing one at which did not fit Well with who was painstakingly trying to build the image of moderation for the Only a year Svein son had been actively support ing Peter Pocklington for the fed eral conservative which did not exactly make him a natural for the getting a voice on the floor of the legislature was still a Welcome development for the Sveinson was accepted into the ranks almost imme an uneasy relationship developed Between Goodale and his judging by Sveinson tactics on the floor of the Assem it became Clear Goodale was not in total control of his Oneman farm Bill delayed it was during the fall when Sveinson first delayed the expulsion of convicted murderer Colin and then slowed passage of a farm land debt moratorium that the term Bil Lybster became a Bil Lybster is a Bill Sveinson style and the sight of the party la standing in the Way of legislation to Block farm fore closures did not sit Well with it blew up into a Public Contro Versy after Sveinson spent two hours Reading notice of 255 questions on government advertising directly into the the next Goodale said he wanted Sveinson kicked out of the but what was to be a clean and Quick dumping of Sveinson turned into a drawn out process that reflected poorly on the Liber als and their ability to Deal with the after canvassing opinions on the 39member provincial exec Liberal party president red Williams reported Dale Eisler in Saskatchewan overwhelming support for in the Sveinson asked for a hearing with the provincial executive and the whole matter was put on hold until a meeting could be a when the Christma Snew year season no meeting was following the hol Williams and Goodale at tempted to put a meeting together but could not find the elusive while in Sveinson heard on the news that the party Leader and president were trying to find i Felt like a bloody Sveinson snorted Over the phone from i sat around from december 22 to Jan uary 1 and no one contacted i go away for a few Days and suddenly everyone is looking for saying that i was supposed to be around for a meeting no one told me meeting set up when Sveinson finally made it Back to a meeting was aside from Wil Liams and a selected group of the executive and Veter an party members met to Settle the Sveinson it came Down to a ques Tion of supporting Goodale or by asking for Svein sons expulsion More than three weeks Goodale had put his leadership on the Everi if party members wanted to keep the party Only they knew to do so would seriously under mine go Dales position As Lead they knew it is not that easy to find people willing to be Leader of provincial Liberal parties in Western not surprisingly the result was that go Dales original request was a two hour meeting involving the Sveinson and party officials could not prod uce a Compromise As Goodale refused to Back Down and Svein son believed he had done nothing to warrant an i will continue to criticize the if that Why i was kicked out of the then that is really too Sveinson Goodale said this has been a troubling it was a judgment but i believe it to be the right with some people saying the whole drawn out mess indicated the poor state of Liberal organization and a Lack of decisive Williams tried to shoulder the its All my i allowed the delay to take Williams what the voters believe about the whole affair could be answered a by election is expected Liis Spring in thatchers old Riding of Thunder a seat that nine years ago elected Thatcher As a before the Sveinson matter blew some liberals quietly thought the party might have a Chance in the they Are not so governments get hooked on huge lottery profits Uruu government involvement with lot teries is a love hate relationship which becomes More complicated with each passing lotteries provide government with funds to be used for useful they also give dreamers an Opportunity to win a pot of Gold at the end of the Manitoban Are Likely to spend million on lotteries by March 31 and the provinces lottery profits should grow to lotteries have come a Long Way since the province first entered the the year was 1969 and the nip had just been in Antici pation of Manitoba 100th a private members Bill was ced to establish a lottery to pay for amendments to the criminal code had made such action Legal if the province prizes were expected to be about consider ably less than the million in last weeks lotto but enough to concern some aware of the the Spon Russ said the lottery was a on shot in effect for it would be run by the Manitoba Centennial with proceeds going to projects throughout the there would also be a free with each la voting according to de Schreyer stressed that he sympathized with those who were opposed to the Prin but emphasized that the event was intended to promote the Centen not provincial under the dome Arlene Billinkoff despite that the Bills future was tory Jim Bilton lectured about the evils which awaited those who played such his Walter would support the concept in but wanted to hear Public opinion before the final Liberal Steve Patrick had reservations because lotteries usually led to other social but was pre pared to support this one because it was for a special event his Len said gambling would Drain Money from those who needed new Democrat Philip Petursson saw Little but Russ Paulley was totally opposed to any gambling As a matter of principle and con Sidney Green was opposed because it was a regressive form of while Doem insisted the Bill would not legalize gambling or make Manitoba the Nevada of the after lengthy Bill passed second Reading on a close moved to and de spite opposition from All finally became the 1970 lottery was so successful that by 1971 the government decided to therefore it introduced a Bill which established a lotteries commission to raise funds for cultural and recreational purposes and a licensing Board to determine which groups would run because it was a government new democrats who opposed a lot Tery in 1969 were in an embarrassing Paulley insisted he was being a traditionalist and Green said the matter was not serious enough to make him As one tory maybe after being hooked on the easy principles Bend a a similar problem faced some As critics talked about potential abuse and accused the government of introducing the Bill be cause of its excessive even those who had supported the 1969 measure had no Choice but to vote against Howe the Bill became As time profits but everyone was aware of problems in sales accountability and the amount of Money which was during the tory a commission was established to investigate the lottery system and urged a sweeping making lotteries More accountable and accessible to nonprofit Community or meanwhile Green introduced a re solution urging the government to get out of lotteries because it was unfairly preying on those who cannot always tory Bob who was responsible for admit Ted was opposed to Gam but since people were there was no Way for the govern ment to it was at that the Money went to four umbrella which dispersed it to smaller but when the nip was concern had grown about where the profits were going and How they were Larry the minister responsible for lot said the numbers had swelled to a Point where the situation was getting out of therefore he announced a commission of in Quiry and introduced legislation to tighten up the Bill gave Cabinet authority to funnel lottery funds into general government Revenue and set up a new lotteries despite Milder recommendations from the commis the government made major after some a system evolved whereby the foun Dation is responsible for distribution and profits Are disbursed by seven umbrella the controls have resulted in More Money flowing Back to charities and dissuaded organized crime from mov ing meanwhile More Money has been spent and profits have in is it a Good system should there even be lotteries or should the government have quit after 1970 did it have a Choice in Banman when youre dealing with there
