of the government will be to produce an agreement with the lenders Attiat on the one that the Limestone project will get All the Revenue from the Sale of Limestone Power but on the other the Power sold to produce that Revenue will come from the Hydro system As a such an agreement will also cast a new Light on the profit the government claims it will make from the Sale to its claim of a billion profit from the Sale to Asp is arrived at by assuming that the main Cost of making the Sale is the million it will Cost to Advance construction of Limestone and other Hydro if financiers Are to lend Money on the Security of the Limestone project it is Likely that they will want to see How the Revenue stacks up against the costs of building the Plant As Well As the costs of advancing the subject of project financing is gone into in great detail in the feasibility study prepared for the wis Minto a a Deal by which Manitoba would build the next station on the Nelson and dedicate its output for 35 years or More to a consortium of Power companies in North Minnesota and the feasibility study states project financing cannot produce As attractive interest rates As those that can be obtained when the Cost of credit depends on the Overall position of the rather than the merits of the Liesen Points out that the credit rating of Northern states Power is considerably better than the present credit rating of the province of if Limestone construction can be successfully tied to the then More favourable interest rates May be of it would seem that it would take More than a 12year Sale from a Plant whose costs will be carried for 67 years in order to reach a Point where the bulk of construction costs can be financed on a project the wis Mintora study suggests several ways of project one would be the creation of a separate corporation which would contract with Hydro for the construction of the Plant and which would receive the Revenue from the such an arrangement would dovetail with the governments present plans to change legislation so that Asp Revenue can flow to the Manitoba Energy authority rather than to Manitoba this alternative May provide for a guaranteed buyback of Limestone by Hydro at the end of the a second scheme could see a separate corporation with no buyback while a third could involve Federal government guarantees or Liesen says project financing will be approved Only if it is cheaper and Only if the Loans can be kept entirely off the provincial presumably meaning that there would be no Short of declaring that Limestone is being built for something the two nursing Homes in Cornwallis nursing Home and the Sunset Haven nursing in the article closing order upsets owners of nursing Homes free de Cember 26 it was indicated that the owners were told to brought to Public attention the terrible living conditions that our seniors were forced to endure As residents of King Edward which is not a Hospital but a nursing More than four and a half years seniors Are still living in conditions Way below the indicated government there Are still people tucked away in Ante rooms with no doorways into the there is still Only one toilet for at least 19 senior and heaven help us if a fire should Start during the when there is a staff ratio on the King Edward Hospital was considered obsolete by the Federal government years and should have been demolished the new building which i fought so hard to acquire for the municipal was they did not replace King Edward Hospital and instead built a building for support there is the Start of provi Sions in the City of Winnipeg five year capital budget for the rebuild ing of King which 7i was pleased to but do the seniors living there still have to have 19 people waiting in line for one toilet and
