Winnipeg Free Press (Newspaper) - December 29, 1986, Winnipeg, Manitoba 6 Winnipeg free december Winnipeg free press Freedom of Trade Liberty of religion Equality of civil rights published Severt Days a week at 300 Carlton Winnipeg r3c 3c1 by Canadian newspapers company limited Telephone 9439331 Winnipeg free press est 1872 Winnipeg Tribune est 1890 Donald Nicol publisher John Dafoe editorial Page editor Murray Burt managing editor Rudy Redekop controller a member of the Manitoba press Council hot eyesore into ornament people trying to develop the Canadian National East Yard keep butting up against the elevated main line of tie which cuts the site off from the rest of downtown the Cost of moving the line and building a new railway Bridge is designers and planners have been straining for years to come up with a Way around or under or Over the the latest plan for the proposed by the Trievel East Yard task offers the Best solution yet use the highline As a feature of the like the Walls of an ancient fortified City or like the windbreaks planted around groups of farm add to build it decorate landscape it and make it this creative approach to the highline May be the task forces most important contribution to East Yard the line runs along the West and North sides of the East Yard site on an embankment about 15 feet above it lies exactly where a Barrier for the site ought to lie to shelter it from the prevailing to be a proper shelter the embankment should be planted with Trees and but railways tend to like a Clear Swath on either Side of the there must nevertheless be a Way to enhance the ridges win deflecting qualities while trains still run along this idea is hard to Square with the task forces other idea of expanding the highline to accommodate the Southwest transit corridor and the complementary idea of bringing intercity buses to a terminal behind Union All this Road traffic will require a Large Clear space in addition to the Clear space for the rail in the interest of making the rest of the site the site needs to be sheltered from the wind As much As surrounded As it is by Rivers and rail Cut off As it is from other parts of the site could have some of the charming qualities of an Island or of a sharply de self contained City within the a person arriving on the site cannot help noticing the moment of crossing the River or the rail line which Marks its the task Force proposes treating it As a walled City with special Entrance each with a unique the walled precinct envisaged by the task Force loses some of its Charm at its North end where the task Force proposes to extend two heavy traffic York and Mary across to Provencher Bridge and to line the new roads with sky scraping office and hotel the motorists Rush housing in and out of Down town Are unlikely to pause and appreciate the portals of the walled precinct As they pass under the that pan of the left in the railways is being attached to the rest of downtown Winnipeg and not to the Southern half of the the task Force is full of ideas about what might be done with the rest of the site festive multicultural indoor visitor orientation apartments and a bus terminal and adding up to a list of uses that has political none of the proposed uses is obviously something that ought to be on that site or ought to be near the other elements on the a list is provided Only because the politicians need some justification for acquiring the instead of putting a festive a multicultural Centre and some housing in the wrong place just because the land needs the City and the Federal and Manitoba governments would better agree to put nothing there for a certain the manifestly Good ideas can be adopted now with minimal Cost the tear up the landscape the highline to keep the wind ornament the entrances to the once parts of the site begin to have a character of their own and a place in Winni Eggers View of their uses can begin to be a Utility in Manitoba Hydro got itself into serious trouble the moment it abandoned its mandate to provide the Chea pest and most efficient Power delivery system to the province and began to regard itself As an Agency of social the Manitoba Telephone system now has an Independent report that recommends sub Stantial rate increases in order to meet its mandate of self the new Minster responsible for Gary says the report does not reflect government speaking for doer says there must be a balance Between the actuarial findings contained within this report and the social objectives of the Telephone Manitoban Are already aware of the consequences of mixing economic and social objectives at Manitoba they provide part of the Revenue needed by Hydro through their Power Bills and the rest through their they have been promised that the mix will change in the when Hydro begins Selling More Power outside of and that part of this Revenue will not to Hydro to provide the cheapest and most efficient method of delivering Power in but to a new heritage from which the government will draw Money it thinks can be spent in better ways than improving the efficiency of doer apparently has something similar in mind for the Manitoba Telephone he will have More difficulty accomplishing the primarily because its has already frittered away million in what appears to be worthless business ventures in saudi the United states and doer maintains that this Money will not have to come out of higher but will be drawn from contingency the Independent consultant must have been aware of the contingency and yet recommended substantial rate increases in order to permit the Telephone system to break the present government could avoid Many of the problems it is creating for itself if it would let organizations do what they do and provide social programs through agencies that Are designed to do just Hydro would be better off if it were allowed to keep All the Money it gets from Selling Power and to use that Money to reduce the debt Load that currently accounts for about half its Power Hydro should not be subsidized from the tax if it needs new the people should be told exactly what the building of these stations will add to their Power if the province decides As a social every Rural Manitoba household needs a the Tele phone system should not be required to carry the whole but to justify rates that Are lower than necessary on the basis of social responsibility is to guarantee that the problems at its will continue to misused lottery funds the Only justification for government run lotteries is that the profits Are intended to go to Good works for which regular tax Money is lotteries almost by a tax on the Manitoba provincial Fred has pointed out in his latest report As far As the department of heritage and recreation is that shred of justification for lotteries has been the department used million in lotteries Money to pay without bothering to get the approval from Cabinet that the Law the excuse not by the minister responsible for the Judy but by finance minister Eugene is that the practice has been going on for some and that this is the first time the auditor has to Kostyra he has promised to take corrective action but what this action involves has not been it will not be enough simply to remove the Legal necessity for government departments to get approval before using lottery Money for general if Kostyra is interested in preserving the shaky foundation on which the governments involvement in lotteries he will strengthen the current requirement and make sure in no Money whatsoever is diverted from lottery funds to finance what should be paid for out of Thatcher gains ground by Macrae special to the free press London last three Public opinion polls in Britain have now shown Margaret thatchers conservatives in a Small but surprising the latest Mori poll says conservatives 41 per labor 39 per Liberal social Democrat Alliance 18 per this would still Lead to a Hung parliament in a general the Alliance would offer a coalition to whichever big party promised to fulfil certain labors Neil who is almost pathetically keen to be prime minister and has no policies that he particularly wants to put into would accept any conditions so Kinlock would still become prime in a Flash Thatcher has the right to Call the general election at any time Between now and june she will go to the country in a Flash if the tory Lead goes up to 10 Points or and the tories have recovered from eight Points behind to two Points ahead in the past three the reason is wholly that the tories have picked up 10 Points from the labor has stayed stuck at around 29 per cent for a the Alliance lost votes entirely because the liberals at their chaotic Assem Bly in september voted for a nonnuclear unilateralist defence and then said they did not mean the vote was carried narrowly by a show of with several people voting after having wandered into the Hall with no right to be and the counters including several ardent unilateralist quite ready to make mistakes an absurd lockup to change the course of British his yet the effect on Public opinion has been most of the people who vote Alliance remember they were 26 per cent in the 1983 general election would be horrified if a Kinlock government brought into effect antinuclear defence poli which they regard As simple surrender to the russians they also detest some of the supposedly left but actually policies followed by some labor local coun but they have assumed that an Alliance party in a or As conditional supporters of a minority labor would Tell the weak Kinlock that he must not put unilateralist or left Wing policies into in pms favor on after the liberals they Are not three other events some might have supposed would harm Thatcher May weirdly have put foreign and defence policy More into the and thus worked on her Kinlock has been in America to try to explain that his defence policy really is not one of surrender to the nobody in America wants to listen to and his visit has convinced British Tel viewers that the americans really would regard a Kinlock govern ment As a breach of the Anglo american Ronald Reagan has made himself unpopular with americans by his muddle Over but the sort of Alliance voters who sometimes vote tory do not see what Rea Gan has done he was trying to make peace with and get out was he not a bomb throwing Reagan loses votes for a blundering by peace seeking one does move to right after reagans televised statement on British politicians were asked on television for instant labors Deputy Roy called presi Dent Reagan squalid four times in one one could almost hear the Alliance votes moving Over to the tory the third incident is the absurd one of the retired British spy Catcher who wants to publish his memoirs in since the australians Are going to allow labor rightly thought Thatcher was making a fool of herself trying to get an injunction against publication in a Sydney but Kin Nocks mocking of Thatcher on this has oddly Given reminders that labor has a Slack attitude towards National More Alliance voters have therefore temporarily swung Macrae is Deputy editor of the school boxed one would Hope that the attorney general could be just As interested in the problems of his fort Rouge constituents As he is in such popular topics As status of women and heavy the families who live around fort Rouge school lost their original school to the Winnipeg since they have been making do with a temporary school temporary is the kindest description for something that is an leaking for the teaching and Custo dial staff and students have been living on top of each other along with the supplies and the furnaces Are so old that parts Are no longer last year the Community spent hours developing ideas for the plans for their new their Community ideas were in spite of past the Community was proud of their school and was Roland Penner looking Forward to a new building being a continuing focus of a great Deal of Community the design went to the provincial Public finance it has just ruled that the Community input was frivolous and that the present and future children must go Back to living and learning in another for undisclosed the Public finance Board likes uninspired Public buildings with Flat roofs that eventually become difficult and expensive to they would rather save the tax payer Money now and have the same taxpayer pay More the school could have been a major key in Urban planning for fort the site is a win Dow into the and could have been tied in with future Riverbank redevelopment and the other Urban renewal plans Between the River and Susan Currie Winnipeg tax revolt perhaps in order to put a Stop to Canada Post corporation and the Federal governments inane and insatiable desire to continue to Cut costs and services to the detriment of the Canadian taxpayers should hold a tax revolt similar to the one held successfully in califor Nia a few years this would involve withholding 1986 income tax returns and monies owed until such time As Canada Post got Back to its senses and continued on with its present it is Odd that of All the government departments and Crown Corpora Canada Post is the Only one expected to be in the Black and not to have a postal service is a right for All canadians As is just As important As any Public Utility com Pany providing heating and Telephone Richard Cleaver f letters the Winnipeg free press welcomes letters from writers must give their name and names will be used and letters Are subject to Cory criticized regarding the article Joel White bread of Rock n Roll free december enough is for some time i have been a mainstream Rock and pop con possessing full use of All my including sight and hear i have been an if not astute of the performances Given at these upon Reading the Frain Cory review of the Joel White concert in your i find myself having the urge to visit both an optometrist and an audiologist to confirm that my sight and hearing Are not quite after Reading Corys review i feel like i must have been at a different while the role of a musical critic allows great flexibility and Subjec Cory takes such liberties in flaunting his opinions that the majority of his reviews Lack Credi Bil he seems to approach each review with his Friedan True he strives to impress his readers with his hip and vast knowledge of the Poprock Cory will throw out tid bits of musical trivia by dropping names of other songs or groups in an attempt to contrast the artist being Cory will hit the Reader with his in his predictable fashion he offers some witty or bit ing opening comments with which to Shock and catch the readers Atten for in his review of the Billy Joel Cory opens with want the Rock n Roll equivalent of White bread go see Billy but please leave your taste buds at setting the stage with the Zinger Cory launches into a scathing attack of the artist or citing his or their Lack of contribution to the Rock n Roll music should Cory be a fan of the performer the accolades will should the performer not fall into this category then the review is not such was the Case of the Billy Joel obviously Billy Joel is not on Frain Corys list of Al time so what if an act is bad say if a per former is a dogging it and not giving the people their moneys Worth say should approach the concert with an open mind and not let a Bias towards the act taint the did the artist display enthusiasm and polish in his concert was the artist just going through the motions did the audience respond with enthusiasm was the performer thus effective in reaching the artist these Are pertinent questions which should be dealt with ii a review of a Cory will not Deal with these in reviews in which he does not like the performer being in defence of he does some excellent and informative reviews when he is in his ele ment namely covering under ground Avant Garde Rock groups that play in such locales As Welling tons or Vernas to crowds of 25 to 100 in these he is Able to convey his passion for this Type of music and advise the Reader As to the Quality of the performance and the rapport established Between performer and i would suggest that Cory stick with his underground Avant Garde reviews and leave the main Stream variety of pop and Rock concert reviews to someone who is Able to convey More objectivity and less Bias in describing the Wayne Jackie Winnipeg j Bias alleged one expects a critic to be fair and Frain Cory is he went to the Billy Joel concert with a Strong and very negative his resulting review is thus a ranting he does have the right to his but a reviewers Job does not allow such Petty views to Over come a fair he certainly should not have reviewed the Joel and his Petty comments were often insulting to the Point where the free press should have been embarrassed to print let Cory review his favor heavy Metal head let a More fair minded per son approach people like Little who have melodies and sing lyrics that say Danell Werbiski and 25 other signatures Chapin defended regarding the review Joel White bread of Rock n Roll free december Frain Cory compared Billy Joel to Harry referring to Chapin As an overrated and overwrought i Hope poor Frain develops the sensitivity needed to appreciate a musician whose works do not in clude thick slabs of meaty guitar in every Henderson Shoal feels insulted i am sure this letter will be just one of Many written in response to Frain Corys review of the Billy Joel although Corys review was not As favourable As i would have it brought to the surface Many of the technicalities of a concert that usually go unnoticed by the average unfortunately after read ing the review i could not shake the feeling that i had just been i was disappointed that the tremendous crowd response myself included was reduced to a reaction con sisting of kids who enjoy nothing More than sandwiches with crusts Cut what was even More disturbing was the leave your taste buds at if Cory feels that he did not receive his full entertainment that is to each his but he has no right to ridicule the opinions and actions of Maria Caiman Winnipeg too cold after George Johnson was sworn in As lieutenant governor december five artillery pieces were fired on the grounds of the this was those who organized these ceremonies should have realized that with the temperature at minus it was far too cold to do the cold intensified the sound made by the guns to such an extent that those nearby could have suffered permanent ear Darryl Einarson Winnipeg she wont shut up ;
