Winnipeg Free Press (Newspaper) - April 4, 1987, Winnipeg, Manitoba Winnipeg press april 7 free press welcomes letters from Feadow writers must give their the authors Nama will be used arid letters Are subject to readers forum the schools will suffer the Community education development association Ceda has been fired by the Winnipeg school the tragedy of this act Wilt Dawn Only slowly on since their reduced participation in their Chil Drens education will not show up until the act of removing Ceda and replacing its opera Tion by Board employees is a blow to democracy and a Victory for top Down centralized manage ment in education has been repeatedly shown less effective and less efficient than Community based the vital need for Ceda was known Back in when educators and parents became aware that you cannot have Good schools without real Community Cedas origin May be traced to this Early insight that the Only effective schools Are those with meaningful Parent this awareness that Parent participation is a key Factor in creating Good schools was rediscovered in the when research affirmed that Parent action in the the funding and the hiring of person Nel for schools was necessary for effective Ceda has worked ardently to develop this Community participation in they have made mistakes and have not always worked at maximum but this is a rela Tive Ceda is More efficient than Many other organizations i and the Board has not been Able to state what Are the inefficiencies in the argument of the five Board members who fired Ceda cannot be based on inefficiency perhaps it is the Ceda was maybe too effective in Awakening inner City parents to the Lack of a superintendent with any Power to improve education in the Core maybe feathers were ruffled in the administration by Cedas insistence that the Board seriously address the needs of native the boards alternative to Ceda is More costly to the their proposed in House Community development committee appears Des tined for parents Al ready know of the superintendents tactics to manage and control Parent parents will not participate if they see their work As Only Token involve what then happens is parents stay away and the children lose a committed and knowledgeable sup port people within the system will then blame the parents for being apathetic in parents Are Only protecting themselves from being we know that without Active Par ent involvement there cannot be effective also we know that without leadership training and Community development workshops Many parents will not be Able to provide this key thus i recommend the immediate reinstatement of the Ceda including the additional Money set aside for the inhouse As in recognition of the Cru Cial role parents play in creating Good the Board shall instruct its staffs to raise the profile of Cedas personnel to enable them to work More effectively within the school setting to improve the educational Barry Hamond Winnipeg bad decision the Board of directors of the Malawi i Chi Tuata Centre is writing to express their dissatisfaction with the decision to discontinue funding the Community education develop ment association of we believe this Agency continued involvement with the schools and Community of the inner City is the decision to redirect the funds allocated for this Agency and the additional dollars identified in our go to where they were it is our belief that staff of the school division would not have the same credibility in working with the Community that Ceda has had a history of through this decision to discontinue financial support for this the inner cites Community con Cerns and Opportunity for participation will be hampered while their staff work toward gaining Credi Bili Ceda has established itself As an important part of the has gained respect and is trusted by the people it the Agency is a Well received and identifiable resource for inner City residents and should be funded to continue this important and much needed Bev Chippeway president Board of directors Malawi i Chi Itata Centre editorial called narrow the Only positive comment i can offer on your editorial time for a new minister free March 12 is that it is consistent with the View most often taken by opponents of Bill that View is narrow and it is a narrow View because your coverage of Bill c22 continues to focus on Only one aspect of the legislation drug from the i have attempted to pres ent the Bill As a multifaceted the effect of which will be to restore adequate Patent Protection for drug inventors to recoup some of their investment create new High Quality jobs by 1995 increase pharmaceutical and biotechnological re search and development in Canada to an estimated billion Over the next 10 resulting in new and improved medical treatments bring us to International standards in terms of our Patent allowing Access to the Patent cooperation treaty and creating a More Stream lined service for Canadian i regret that these elements have been so neglected in your coverage of Bill your View is misinformed because you state that the drug prices re View board1 will have no basis for deciding whether a new drug is priced unduly will look Only at year year changes in that is simply not the pro posed Board will Monitor the prices of All including new Brand name any unduly High Market entry prices for new drugs will be dealt with the Eastman which studied the pharmaceutical Industry in calculated that canadians saved million under the existing policy in using the same methodology and we have been Able to determine had our proposal been in effect since As opposed to the present sys Consumers would have saved Between million and million in these which would be derived from modified compulsory licensing and the Impact of the drug prices review com pare More than favourably with East mans i will continue to sell Bill c22 the Only Way i know How by explaining All its aspects and How they Combine to produce a package that benefits All Harvie Andre minister of consumer and corporate affairs Ottawa Tammy Faye and Jim Bakker should not be condemned for Reader evangelism on to the scandal mongers Are hard at relishing and adding to the fuel which is burning out of control regarding Oral Roberts and now Jim i take with a Grain of Salt anything i read or hear in the news Media As they Are slanted toward i Felt i must i am very pleased to see that Many ministries Are not condemning but Are standing behind Jim and Tammy Bakker and Oral supporting them with prayer and whether mistakes have been made and who among us has never made mistakes it is not our place to judge but to Pray and allow god to resolve the Situa of the complaint is that there Are millions of dollars being solicited and everyone feels threatened is our Money being gulped up and have we been duped the loudest voices Are from people who have never Don ated one Penny to these ministries and really know nothing about All i hear lately is that this is big business and people Are being hoodwinked by evangelists every the Public trustee is concerned that the aged and infirm Are being bled by unscrupulous hucksters under the Guise of Reli when i donate to any min because i believe it is serv ing i do not give my age or i just Send a donation believing god is going to with As the Bible my name is then added to the mailing list and periodically i receive further requests for or just a newsletter or other whether i make any further donations or once you Are on the computer they do not Check to see who has Contri buted they just Send to the whole mailing no ministry solicits funds from individuals on a personal basis they make a Gen eral Appeal and whoever feels led to does if the family thinks their parents Are being taken advantage they should talk to them and hear their Side of the getting Back to Oral Roberts and Jim i know of the work these men have done and the millions of people that have been blessed through their i have visited the City of Faith in Tulsa although i have never been to heritage i have seen the television program and know of the Burden they have for the unwed broken and the Money they have spent to alleviate suffer ing in people think that the Money that comes in is used for personal but All evangelists receive a salary and the rest of the funds Are used for their the Bible says the labourer is worthy of his and even the when treading out the is entitled to eat some 01 so i am not going to worry about i am not donating to i give to the kingdom of god and it is then his responsibility How it is if it is spent foolishly he will Deal with the individuals i do not have christians will understand what i mean by the above humanists will try to understand with then intellect and that cannot be done when dealing with spiritual mat so i guess i am writing to do not get caught up with right and wrong in this controversy but ask what would Jesus say if he were on the Earth right now he would say neither do i condemn go and sin no we must be very careful How we speak of gods we will have to answer for every Idle word on judgment i watched some of the variety club telethon and saw Al Waxman order people to get to their phones and Call in a nobody seemed to mind because they believe the variety club does Good work and the Money would be going to a worthy if christians do not complain about these methods of please do not criticize christians for Donat ing their funds where they believe the lord has prompted them to Elsie Nelson no smoking in schools broadcasters Deal with aids to Tea Kirk Istat regarding the article trustees reject ban on smoking free March i was disappointed to see that the Manitoba association of school trustees at their annual general meeting failed to pass a proposed Resolution which would have banned smoking in All schools in the prov in the comment attributed to Claudia a seven Oaks school division stating by defeating the Resolution the trustees were reducing conflict in the to say the by not exhibiting the leadership necessary on this Issue they Are contributing to the conflict that is taking place in Many of our Many school staffs Are trying to Deal with smoking in their schools and unless some of the school boards take a stand on this the individual staffs will continue to be divided Over an Issue in is not an smoking is harmful to everyone health and cannot be acceptable in any institution dedicated to the Edu cation of Young if the trustees Are so concerned about Freedom of Choice then let us see them set funds aside for separa Tely ventilated smoking rooms in All i doubt whether they would be prepared to do these people Are elected and paid by the taxpayers to make decisions and provide leadership in for feel that they have avoided making a decision in this area by defeating this Resolution and have failed to show any leaving the individual school staffs to fight it out Ross Wedlake Winnipeg in the debate surrounding the pub Lic service announcements about aids acquired immune deficiency syndrome in particular that aspect which focused upon the Tele Caster committee the positive initiatives by private broadcasters have been largely there were few newspaper articles report ing that the Canadian association of broadcasters had All along offered Strong support for Public service announcements to help in the fight against the association has also recommended to its television who represent about 90 per cent of the that they broadcast Public service announcements which address be they those by provincial medical by the Canadian Public health association Cha or messages produced by the station the association has invited members of the Canadian medical telecaster health and Wel fare Canada and other interested parties to meet on or about april 16 to review the process for producing and approving Public ser vice announcements about this forum will address the moral issues involved and the medical claims that have been in most press reports have ignored the extensive coverage already Given to the aids Issue by private Many stations have scheduled programming Spe have held phone in done focus groups and conducted other activities of this we can All appreciate that this is a sensitive and serious matter of life and it is unfortunate that the traces of Good news go unreported in such a sad Overall Bill Roberts senior Vic president Canadian association of Ottawa death penalty debate sparked by evil pc motives until this vengeance belonged Only to the now Bill Domm has moved in on capital punishment opponent Edward Greenspan want just poking fun at the Peterborough tory my who is its most ardent the Toronto criminal who has taken three months off his practice to debate Domm across has put his Finger on a significant shift in ground by the death penalty haying lost their Only legitimate argument statistics fail to prove that capital punish ment is a deterrent to death penalty supporters have retreated Back to just even the Canadian association of chiefs of hardly a bleeding heart organization absent from this says the death penalty deterrence to Mur Der cannot be now that a group of crabbed old men on the tories backbench has forced parliament into its third debate on this Baleful Issue in 20 other maps and the electorate should consider whether the official taking of a human life can be justified when it has no Utility beyond the abstraction of Stateum posed the idea of just retribution goes Back to the biblical who sanctioned trial by ordeal in which the accused proved his innocence by superhuman suffer thought there should be some limits on acceptable he decreed an Eye for an Eye and a tooth for a in the intervening Hammurabi has undergone some Why is it that 70 per Cen plus of Canad who would cringe at the thought of burning raping cutting off the bands of thieves or burning out the eyes Frances Russell of peeping regularly Tell pollsters they want killers killed Len criminology Field coordinator for the University of Manitoba depart ment of says the answer lies partly in Public frustration with the Justice system and partly in what he terms a vague notion of Jude Christian the both news and consistently hypes particularly Vio Lent although murder is less than one per cent of violent crime in Canada a fact which has remained constant since the last executions in the average bathed by newspaper hourly news television programs like Miami vice and Law and perhaps the knowledge that his neighbors House was broken into last thinks he is being swamped by criminality and wants someone to do something about people feel out of Sawatsky nothing seems to be so Cut off their capital punishment is the original and most simplistic simple solution to a com plex Sawatsky the Jude Christian ethic offers two opposite concepts the forgiveness and redemption of the new testament and the retributive god of the old fundamentalist protestantism says the new testament applies Only to individual to ones personal the Laws governing external society Are those Laid Down in the old who has conducted numerous seminars and conferences on the death pen does have a warning for maps who listen Only to the opinion once people Start really to think about the death support for it drops All is quite beside the the newest instalment of Canadas capital punishment debate has a much More Mun Dane inspiration than Bill Domms idea of retributive its known As political since coming to office in the Mulroney government has shown itself More than usually politically which May be one reason it is languishing at the lowest level of popularity of any Canadian govern by allowing the death penalty debate to proceed now and by cloaking blatant party interest in the Guise of a parliamentary free it has managed to find another new the Complex and lengthy procedure the government has chosen is designed solely with the next election in the it Hope they will get either the death penalty or get the if the death penalty is approved in Princi ple on the first As appears almost certain there Are two both of which the tories see As Benefi if the ensuing legislative process takes so Long that it Doest Clear the commons before parliament is campaigning tory maps can Promise their constituents murderers will swing if they get if the legislation passes the it will be overwhelmingly rejected by the lib Era dominated killing it for that parliamentary this allows tory maps to put the grits on their Campaign it would be an acceptable electoral strategy if the Issue were routine but the death penalty is not routine it goes to the heart of what this nation believes about itself and How it wishes itself defined by the rest of the while those tory backbench ers Are Busy polishing their speeches about old Testa ment retribution and biblical they should contemplate sin in its fullest it is evil for any government to attempt to buy Short term political popularity on an Issue of literal life and doonesbury by Garry Trudeau who out of you that Mas quite stunt ;
