Winnipeg Free Press (Newspaper) - December 2, 1987, Winnipeg, Manitoba Winnipeg free press Freedom of Trade Liberty of religion Equality of civil rights published seven Days a week at 300 Carlton Winnipeg r3c 3c1 by Canadian newspapers company limited Telephone 9439331 Winnipeg free press est 1872 Winnipeg Tribune est 1890 Arthur Wood publisher John Dafoe editorial Page editor Murray Burt managing editor Rudy Redekop controller a member of the Manitoba press Council what ails the Sis the governments consultants have identified what ails the Canadian Security intelligence the disease is Well known because that organization and its predecessor have been suffering from it for about the past 20 the timid methods which solicitor Gener Al James Kelleher announced this week to fight the Dis Are unlike to overcome the main problems Are too Many investigators with police skills and a police approach to subversion and not enough with other necessary skills a Lack of training inability to choose judiciously the people whose activities threaten Canada and who should therefore be closely these weaknesses were noticed in the ramp Security service two decades ago by the Maxwell Mackenzie inquiry and again in 1981 by the David Mcdonald the Gordon Osbaldeston inquiry has found the same weaknesses and added that Sis is resistant to compartmentalized and disinclined to let the Security intelligence review com Mittee examine its the Mackenzie inquiry reported to the government in 1968 saying the differences Between police and Security duties Are consequently a Security service should not recruiting and training its career patterns and its organizational Structure towards the requirements of a police that advice has been steadily disregarded Ever the Trudeau government left Security work in the hands of the ramp but was beginning to establish the Sis when the Mulroney government was the new government completed the construction of Sis and gave As almost the entire staff of the former ramp Security policemen taken into Sis begin work immediately As Security newly hired investigators who were not policemen were trained in police work and started at a lower Nineteen years after the Mckenzie inquiry the review committee under Ron in its report to parliament this year wrote we feel mounting concern that civil ionization is proceeding too slowly because of heavy recruitment of this can Only perpetuate a la enforcement approach that parliament intended to change when it adopted the Sis the worst recent problems arising from the Agency weaknesses came from the anti subversion these included the needless infiltration of an unidentified left Wing the submission of inaccurate information to a judge in a wiretap application and years of pointless spying on Winnipeg socialist campaigner Nick Kelleher is therefore dissolving the anti subversion Section and distributing it among the other sections of the will be the same people As the services training program will be reopened and All employees will be sent for but that is not whats the people choosing targets for surveillance need a Broad and thorough understanding of the Canadian political the history of political dissent and the mechanics of political and social change and the role of fringe this is not something that can be taught to a with or without police in a spasm of the service is directed to hire More women and it should also look for the disabled and the ethnic above it should look for people who know How Canada works so that they can Tell the difference Between an annoyance and a Kelleher announced that he plans to have someone draw up later a new policy on the selection of surveillance he is hiring and training for the service the people who can do this better than it was done he has expressed a general wish for More civilians in the service but he has not found the Means to bring this the Osbaldeston committees analysis of the problem matches the findings of those who have looked at it the solutions which the committee offered and the government show no More prom ise than the ones that have failed world needs a bit of loitering More news from the Csc Andre chairman of the Canadian radio television and telecommunications says the crts granted an Al news Channel to the Csc on the grounds that no one else could duplicate the abcs certainly the competing applicant for the Al news Alarcom of has nothing like the abcs ready Access to 153 new gather ing cameras in plus another 400 available the crts brushed aside concerns raised at its hearings about the dangers of concentration of Media it sees nothing wrong in giving the Only Al news television Channel licence to a corporation that already operates four radio two television a Northern two parliamentary Chan Nels and Rad Ocanada it accepted the abcs response to these which was that the country already had in place Large Public and private news and that the Csc is to the Csc pointed to its journalistic standards it were responsible for its Large share of the Canadian the corporation even argued because it served so Many diverse it in relative smaller than it had been in it would be interesting to hear what the Csc would have to say about a similar concentration say in the newspaper in and again in two Royal commissions inquired into the concentration of ownership in Canadian newspapers and both concluded that it was bad because the Choice of Independent sources of information was being before it jumped to attention at the sight of the Csc the crts should have read those with its Al news the same Csc reporter who tells his Story to the million people the Csc claims watch the can repeat it again and again on the Al news the Csc has on More than one Occa that ingrained Bias or self interest is just As capable of distorting the presentation of news in a Public Agency As in a private the defence against that Bias is the same in both sectors a multiplicity of the Csc has no doubts about its own Power and Mark the executive producer of the put it this Way last year the size and geography of this country dictates that the printed press will be almost exclusively local the National press in Canada can Only be Knowlton in his first Book of Calls television the greatest cultural Force the world has Ever if these Csc executives Are to be taken at their surely it is just As wrong to concentrate the ownership and direction of Canadas television As to concentrate the ownership of the so the government has generally kept its hands off the with the exception of the october when the network As Nash has admitted in his second a willing propaganda Arm of the govern ment of the no one can guarantee that the Days of direct government intervention will never re the crts has been persuaded that there is a demand for an Al news Canadian among the persuaders Are those Csc executives who have also wanted a second English language any second Chan for the past Hal dozen the abcs foot is now in the if people do not watch perhaps the Csc will add a Little the Way it does with its jingles and songs on its sunday morning radio or maybe even a docudrama or Over More entertain ment May be added until the abcs Al news Channel begins to look a lot like we were told cbc2 would All this will not come the Csc projects that the first three years will Cost More than of which million will come straight out of the pockets of the customers of Cable companies who decide to include the Al news Channel on their Basic what will it bring us More of the same Toronto oriented views of Canada that we now get from the from ctr and from global at least Alarcom promised that it would locate its Headquarters in Western the mall at Portage place is such an attractive and protected place in Winter that it naturally draws those who want to come in out of the the problem As seen by Cadillac Developer of the is that they May occupy tables in the open food court just to while away the so now a sign has been posted at the Carlton Street Entrance saying that the space is for the exclusive use of customers who have Pur chased food in one of the the fast food stands pay considerable i am and dont want people hanging about unless they Shell out a Looney or there Are plenty of people at lunch and other times to fill the not too urbane it is a putdown to be con fronted by the sign warning that no loitering is permitted with a refer ence to City bylaw Section it is not the most urbane Welcome to the Pride of i was curious about that what could be so distasteful about loitering it can be a redeeming for it entails walking about slowly and insolently with frequent stops and we can accommodate More loitering in our frenetic it turns out that bylaw which was passed in has its origins in Early Winnipeg the opening of the called loitering and is almost word for word the same As one passed at least As far Back As when there was a consolidation of the 1899 version starts this Way no person shall stand in groups or sit or lounge on benches or Val Werier wrong track in his letter remembering Leves que free november 14 Ken Emberley says Rene Levesque was one of four giants from certainly he had conviction and he did much for the writer says Pierre Trudeau was another of the four giants he does not name the other despite Levesques commendable surely he was on the wrong his bitter antagonism toward Langlais is legendary and his determination was to shatter Canada As a Emberley portrays tru Deau As one who worked to save of was his stated objective but far too Many of his governments programs and efforts fostered conflict and Divi Rene Levesque official bilingualism absorbed billions of tax dollars and enhanced National Unity if the program was not specifically in Quebec and in the the metric conversion program was poorly resulting in a metric the need for invoking the War measures act was never Demon while promises of full Dis closure were not although Well the Char Ter of rights and freedoms lacks consistency in the understanding its the grim Burden of debt created by the Trudeau govern ments will continue into the next Emberley conclusion of his letter was remember them they will be re Mem Mckenzie Winnipeg ironic int it ironic How politicians can be so two faced when a former pre Mier i refer to Quebec de ceased Rene he was a great Leader no but every politician now is stating Levesques idea of How Canada should be Wasso but English Canada was fearing Only one thing balance of now that he has every Politi whether they be it Are praising him for his Cour age and determination to Lead que Beers to their own destiny when he was Premier of Quebec they condemned this tells us not to Trust or to believe politicians at any Levesque was everything that a Premier and Leader should he will be not Only in but All across Johnston Winnipeg letters the Winnipeg free press welcomes letters irom writers must give their name and names will be used and letters Are subject to tune to go a Friend of mine said to me that people do not elect they defeat if this is a then it is time that Howard Pawley and one of his Cabinet Al Mackling were voted out of Public for some time now Pawley has been claiming to be the Friend of the poor and the he bragged after his last budget that Many Low income Manitoban would not pay any income tax this he forgot to Tell these people that a year or so ago it was his government that put on the taxes that he claims Are now being in other he is giving some people their own Money Pawley May talk about the poor and needy but what he neglects to mention is the Middle class Popula who Are being taxed to a Friend who is a chartered accountant has advised me that the people of Manitoba live in the highest taxed province in in his last Pawley increased income sales wage tax and Hydro Many businesses Are leaving Manitoba be cause of the unfair wage the average Manitoban is in debt to the extent of to the Provin Cial we in Manitoba have a deficit that will not be paid by the present generation nor several generations to we Are finding it difficult to pay the interest on our Large to top it Pawley is talking of spending million to buy out greater Winnipeg Gas will that be added to our present debt Mackling was the minister responsible for Manitoba Telephone system when the Max scandal lost millions of dollars in saudi it is my opinion that Mackling should have been fired from Cabinet and that Pawley showed poor judgment in allowing Mackling to remain in Cabinet after the Max i Trust that the Public vote turnout will be greatly increased in the next provincial election and the people of Manitoba will elect the Liberal party under the leadership of Sharon car Carstairs is not afraid to stand up for her Liberal Princi we need a change of govern ment in Manitoba if we Are to Dis card the shackles of reactionary socialism and enjoy again the Bright Light of David Graham Winnipeg other things in front of any boarding hotel or place of Public entertainment on any Street so As to interfere with passage in the in the 1947 version Beer parlor is substituted for the 1947 bylaw also warns against committing a Public nuisance by loitering or standing As an idler any of the streets or sidewalks of the City or on the step of an approach to a Home or other premises open to a Street whereby the Public Are liable to be subjected to disturbance or there you have people must not Idle or loiter on the but the connection to Portage place seems somewhat quaint Laws on the books Are a dubious Catchall to regulate social can the Law apply to private property Handy Refuge in a Portage place has be come a Public at this colder time of the it has in Large measure become Portage ave nue for from Vaughan to Carlton on the North it is a Handy Refuge walking indoors for the three but there is a Price to be paid in terms of the vitality of the Portage is lifeless along this Sec Tion because of pedestrians taking to the comfortable and be cause of the decision to focus the shops within the the facade is Why the need this past month we received a visit from a police officer and a Man from the they were going Doort door issuing a Fine if you had an unlicensed if you had three Days to get a which costs your dog licence has to be renewed in january for the year should we be comparing a dog to a in the sense that they both need a licence a dog is a form of a car is a form of what is the real purpose of having a dog licence if dogs must have a then Why must other pets be allowed to do without a licence we need a Drivers licence to legally drive a do dogs need a licence to legally be categorized As a pet who makes these ridiculous anyway Lisa Davies Grade 11 student Winnipeg confidentiality script completed i registered a complaint about the number of dogs my neigh Bors were raising on a Hobby because of the noise the dogs i asked that my complaint be kept confidential but within the hour my neighbors were notified of the com plaint and who had made the City of Winnipeg licensing department had no right to inform my neighbors As to whom had made a complaint about their i phoned the department to obtain information on my rights in this if i did have just cause to i planned to discuss this problem directly with my the licensing department contacted my neighbors and made the situation i feel that when you ask for conf this request should be Talbot Winnipeg in the article Indian affairs buried project free no vember 16 John director of elementary and secondary Educa Tion for the department of Indian said that Sandy the author of the economic awareness program for native failed to Complete the project before he this is not Bagacki must be aware that All the Handwritten script was Complete and ready for he failed to admit that his own office lacked the administrative acumen to provide the secretarial staff to do the this is it took in Dian affairs exactly one year from August of 1985 to August of 1986 to finish typing the first Bagacki says that he was pleased with the first this is a slight his hardly one of the reasons being the absence of attractive win Dow in some the closed dressing rooms Are on the Portage the emphasis is inside and obviously people like the bal display of goods and the performing water dead Corner the Developer could have been More innovative on the Avenue at the Eastern base of por Tage is not particularly enticing with the View of Small cubicles of the National Trust at this focal Corner is so is the Western base of Portage place at Here the Bank of Montreal turns inward and shows screened windows to i am frankly disappointed with whoever planned these spaces be cause they do not acknowledge exposure on the Street As they says Issie president of the North Portage development Cor this is a fundamental contradiction of the modern one that is developed As a revitalization of an but turns its Back on the improvements can still be made on the Street in terms of fountains and Portage place will have to loosen its Girdle and provide some life on the Street Iri about that ban on its Okay to loiter if engaged in religious the present bylaw is exactly the same As in 1899 when it states that it does not Appy to any person taking part in a religious procession not contrary to theres no hint As to what Type of religious process Ion is considered most his superiors euphoria was such that requests from Don director of Educa Tion for the Island Lake tribal coun and Many were refused or ignored on a regular basis be cause the Book was considered to be excessively critical by hypersensitive it is regrettable that Bagacki feels the project May be jeopardized by Lindsay antagonism and that such feelings on Lindsay part could Lead to cancellation of the Bagacki has unwittingly proved the Point made that like minded educational professionals in the department of Indian affairs do not care about the native student or native he has followed the departments practice whenever it is criticized by doing his Best to destroy the credibility of the critic at the expense of the native Lindsay Winnipeg its its one of ;
