do with sound economics with the supposed policy of the conservative that government once commissioned a study of Public assistance programs to Industry which condemned the policy of giving with both there is no certainty at the moment that the Mulroney government actually is proposing to subsidize the que Bec Mulroney merely told the voters of the Region that the Federal government agreed with Premier Robert Bourassaw provincial government that the Lac Jean Region was the place the smelter should Federal officials said assistance to the project would come from Normal Federal whatever that canadians got a glimpse last month of the Normal Federal Money that can flow to the province of Quebec during an important by election the amount that will flow in that direction during a general the secure and cheap source of Power which this provinces ample hydroelectric resources one advantage of using hydroelectric resources to attract Industry to the province is unlike direct they Are not open to countervailing action from such As the United to which Canada might want to sell with or without is a popular place to build aluminium smelters because it offers the combi nation of abundant electricity and convenient transportation for raw materials and the finished prod Manitoba has less convenient transportation but May be Able to overcome that Handicap because of its plentiful Supply of cheap contrary to the new democratic party muddling of the Manitoba cheap electricity can inspire no Trade action against companies which Benefit from either under existing Trade Law or under the proposed free Trade if Manitoba sold Power to an aluminium company at a clearly subsidized rate which was significantly below that charged other industries in the province and below the Cost of then that company competitors in other countries could complain of an unfair trading practice and demand that their governments impose countervailing they could do that now and they could do it after the free Trade agreement comes into but nothing in existing Trade Law or in the free Trade agreement could inhibit Manitoba from using the natural advantage of cheap Power to attract in the Long that existing pro Grams it almost appears that the Kronor Maliza Tion Board and staff of Stur Geon Creek enterprises have recruited these physically Handi capped persons to promote the idealistic programs they have installed for the mentally retarded which has so far proved the severely mentally retarded Are Best accommodated in sheltered these programs have proven successful for i find despicable statements to the effect that the handicapped Are unhappy or Are segregated in sheltered these workshops pose no threat to those who do not want them and they have waiting lists of persons wanting placement in it is Only through discreditable remarks by the paid lobbyists of organizations promoting idealistic work in the Normal work place that prevents these workshops from receiving adequate funds to accommodate the Many mentally Handi capped persons on their waiting the 600 persons referred to in the article As sitting around Are not As the writer of the article for Job they Are waiting for placement in an approx professionally properly funded sheltered the mentally retarded in the workshops Are Happy since they Are producing marketable items which give them a sense of accomplish
