armenians and a Erbai appear to be waging full scale War against each a state of emergency had to be declared and both regular army and dispatched in an Effort to halt the in this it is difficult to know what else Gorbachev could have the two situations Are not directly both result from russian and soviet Baltic states being seized by Stalin in the Azerbaijan annexed by the russians in the Early 19th the trigger for the unrest in both has been Gorbachev policies of Reform that unleashed unexpected and unpredictable in Lithuania these took the form of the still peaceful demand for a restored Independence in Azerbaijan and in neighbouring Terri they sparked an explosion of ancient ethnic and religious hatreds that have led to bloodshed and widespread if Gorbachev can stay in if the Stone that he is forever pushing up Hill does not Roll Back and crush the Baltic states have a Good Chance of realizing their legitimate aspirations for towards this the West can support the Gorbachev reforms and encourage the baits to recognize what it is possible to accomplish without undoing everything that has been gained so but there is Little that Canada and other Western nations can or should do in regard to the religious and ethnic turmoil in the Southern soviet beyond urging moderation and negotiation and attempting to ensure that the soviet in their efforts to restore do not resort to the kind of atrocities they committed in Georgia last the turmoil in the caucasus is a legacy of soviet colonialism imposed on ancient Gorba Chev will have to Deal with it or it will destroy him and his it is a problem that every colonial Empire must face but it requires a Wisdom and a tolerance that few colonialists in the past have shown As their empires began to perhaps Gorbachev can invasion or against Law in the third consecutive Mac leans editor Kevin Doyle did acknowledge that the invasion is no different in terms of International Law or morality than Moscow Dis Patch of its forces into Afghanistan in neither Magazine brought out the fact that it was indeed against Law which requires the president to consult Congress before declaring As noted by free press Washington David time in its first report hailed president George Bush for showing muscle and that his image of a wimp was no longer never mind the destruction and death in the main Point was that president Bush had become a Man of boldness and a it glibly reported that Noriega obligingly provided justification for president Bush to Send in the troops on these grounds Noriega had declared a state of War be tween the two countries and the attack on servicemen in Pana there is Little coverage of the civilian the second time estimates the Panama Nian dead at not distinguishing Between military and Mac
