Winnipeg Free Press (Newspaper) - April 22, 1990, Winnipeg, Manitoba frenc april Winnipeg free press Freedom of Trade Liberty of religion Equality of civil rights published seven Days a week at 300 Carton Winnipeg r3c 3c1 by newspapers division of Canadian newspapers company limited Telephone 9439331 a member of the Manitoba press Council Arthur Wood publisher John Dafoe editorial Page editor David Lee managing editor Winnipeg free press est 1872 Winnipeg Tribune est 1890 bullying on the Forks minister Jake Epp is talking Tough about his Piatt for the Forks and waving a big that is a poor Way to win he should be dealing directly with the Forks renewal corporations attempt to act outside its Epp is offended to find that some City councillors Hope to do the Job they were elected to do by regulating land use and development in the which is the Ordinary function of the municipal if councillors attempt to regulate development at the he there would be consequences related to the surrender of land to the Forks corporation by Canadian in the worst Lloyd Axworthy tradition of regional minister he intimated that the Council must Bow to his will or forfeit Federal collaboration in the difficulties with the Council arose because the Forks corporation won Council agreement to one plan and is trying to carry out a different until the corporation goes Back to the Council and wins assent to the changes it wishes to it is operating in Defiance of its Epp should Bend his efforts to bringing the corporations action into line with its the City Council ratified in the first phase concept plan drawn up by the Forks that plan listed a multicultural facility involving participation of All Manitoba cultural eleven months when the corporation invited proposals from it listed multicultural facilities As a possible use for the redeveloped Johnson terminal instead of carrying out these announced the corporation has agreed with the German Canadian Congress to provide land beside the rehabilitated Johnson terminal building for a German cultural plans for that for its design and Are Well developed and it would probably be a Fine but it cannot be shoehorned into the terms of the corporations it is not a multicultural Grant that the corporations first phase plan Over reached a Little in promising participation of All Manitoba cultural if a few groups do not want to be that should not Block the Grant that the 1987 plan was a concept plan and not a definite development Grant that unforeseen difficulties Grant All that and it still remains that the corporation sought and won permission for one project and is now trying to carry out a different two remedies Are the corporation can return to the Council and politely ask for permission to depart from the terms of the 1987 or the Corpora Tion can encourage the German Canadian Congress and other Ethan cultural organizations to find ways of re shaping the German cultural Centre into a multicultural like an absentminded the Forks Corpora with no ill has made irreconcilable promises to different it has promised the Council a multicultural Centre and it has promised the German Canadian Community a German cultural it cannot deliver Epp should lower his put Down his Large stick and encourage the corporation to straighten out the panic on the sinking ship in a Well ordered an impending crisis prod uces statesmen whose words and actions inspire Confidence and in Canada these the impending Meech Lake crisis reduces politicians to a state of babbling prime minister Brian Jean Gil Lucien Bouchard most pre Mier John Buchanan of Nova Scotia have All grasped the Opportunity to say something stupid and unhelpful in their country hour of Manitoban can take some satisfaction in the fact that their politicians have generally managed to avoid that kind of verbal the problem is while sensibly refraining from making the situation they have contributed almost nothing to the solution of the Meech Lake Premier Gary Filmon keeps on saying the vague right thing but he never Ever gets any More he Points out that Premier Frank Mckennas companion Resolution to Meech Lake will not in solve the no including Ever said it he Points out that agreement on Senate Reform will by break the deadlock that is equally since even the supporters of Senate Reform Are not exactly sure at the moment about what it should in has no formal position on Senate Reform and presumably will not have until a committee has heard Public representations on the the contribution of Manitoba political leaders to the final round of the Meech Lake debate must eventually involve something More than gently pouring cold water on everybody else they must come up soon with ideas about what additions to Mckennas list of and what sort of commitments on Senate Reform could win Manitoba it is not enough for Manitoba leaders to boast that they did nothing to increase the panic aboard the sinking Canadian ship if All they really did was sit by and watch it our worst prime minister breaking Lithuania if Mikhail Gorbachev cannot make Lithuania will he attempt to break it it would appear judging by the soviet leaders latest move in the confrontation Between Moscow and the Baltic state which has declared its the War of nerves troop movements and Ultima tums against stubborn righteousness and appeals for foreign support last week escalated into an economic As Gorbachev ordered Lithuania Supply of Oil stopped and the flow of natural Gas almost All of which comes from the soviet Union severely this could be a devastating blow for the aspiring which characteristically responded with another show of in an economic the soviet Union has the big it supplies most of Lithuania All of its heavy equipment and much of its sugar and this is a situation that exists Only because of a soviet but it is no less real for that on the other Moscow can Purchase abroad what Lithuania provides to the Union it is by no Means Clear that even if it could raise the hard would be permitted to import substitutes for what Moscow has Cut there is much at risk the United states and other Western nations have wisely refrained from becoming involved in this momentous dispute Between Vilnius and except to urge both sides to show moderation and attempt to reach an to do otherwise and this is a hard fact that the lithuanians have yet to accept would be to endanger All that has been accomplished in the soviet Union and Eastern Europe and All the apparent Progress that has been made in East West relations since Gorbachev began this whole amazing the survival of Gorbachev and his policies Are still the lithuanians Best Hope and they would be better advised to talk with him rather than shout at As Gorbachev continues to turn the the situation becomes More difficult for West Ern governments Many of including Canadas and the United Are under pressure to retaliate against the harder Moscow the More difficult this argument is to Lithuania has right on its the face that Gorbachev shows in Lithuania is different More Stern and harsh from the benign one that he has shown in Eastern Europe and in his so successful courting of world the situation is different and the stakes Are much the question arises of which face is the real if neither the lithuanians nor the soviets Bend a the crisis in Lithuania will Worsen and life will grow harder for the in that Western governments will have to face the fact that the Mikhail Gorbachev they had had hoped May not in reality be the one with whom they Are actually dealing and All the bets will have to be by Christopher Dafoe special to the free press As the popularity of prime minis Ter Brian Mulroney and his conservative government declines Day by Day people Are starting to wonder whether the Beamish boy from baie Comeau in the worst prime minister we have Ever Mulroney loyalists claim that he is a misunderstood a curious combination of sir Francis of Assisi and the late Barry others have called him a a liar and a spiritual Home we keep hearing How inspirational he is behind closed doors when tory maps gather to lick their wounds and plan further attacks on Canadian some members of his Cabi net and Back we Are would gladly kill for an in creasing number of on the other seems to feel that the country would be far better off if Mulroney returned to private possibly in the his spiritual is Friend of Ronald Reagan and George really the worst prime minister we have Ever had in years to Mulroney will be remembered for three things the Meech Lake the get and his famous of key duet with Ronald Reagan at the so called Shamrock what posterity will make of the Mulroney record is hard to say bad As he undoubtedly the current pm is certainly not alone in the worst prime minis Ter i suppose it is unfair to include Joe Clark in the worst prime minister Joe was in Power for Only a Short time and although he did manage to slip on every banana skin that came his he could have done much More and enhanced his reputation for ineptitude if Only his government had managed to remain in office a bit As our worst prime minister Joe Clark is really a just As he has subsequently been a no starter As minis Ter for external Mulroney still has plenty of Competition for the title worst it is a fact that no prime minister of Canada can anyone name them All has been univer Sally popular even in his own some confederation Era canadians would have Given their lives for John others would have gladly pushed him in front of a passing car people generally assume that the title Best prime minister is shared almost equally by John Macdon Ald and Wilfrid Laurier although both had their heaven knows but a few observers claim that a Ray or two of their glory should be accorded to Alexander Mackenzie Sandy our second prime minis Mackenzie was a honest Man who might have done better if the times had been More encouraging and if he had possessed More Back to bed lord then governor Gen described Sandy As a washed out rag and Limp enough to hang upon a the secret bal lot was introduced during Sandys term of office and he set up the supreme he then went Back to candidates for worst prime min ister can be found in what might be called the Post Macdonald miscellany made up of John John Sparrow Mackenzie Bowell and Charles of was a kind of caretaker As he said because i am not particularly obnoxious to he also hated everything connected with the Job and soon stood Down in favor of the gifted John Thompson who might have been an excellent prime minis Ter if he had not had the misfortune to drop dead while lunching with Queen Victoria in bitter Santa Mackenzie Bowell until Mulroney came along was usually Given the supreme accolade of worst described by a contemporary As a stupid Bowell was grand master of the Orange his term was when an in creasing number of tory colleagues refused to serve with he stepped As one de tractor like a bitter Santa the highly efficient Charles Tup per took Over and he might have done but he had a severe personality problem and was not Well he lasted from May to july and like John Turner after he stopped being prime Mackenzie King a terrible old stuffed a National Embarrass but somehow he had staying Power and got things done or did not get things done which is what everybody really wants Diefenbaker certainly the great est prime ministerial windbag of this Given a huge he frittered it entertaining and he in the As effective and As important As Joe Brian Mulroney has but he has one great he is still in if he keeps it up he should hands Ross review the review written about the Diana Ross concert in the free press on april 6 by Steve Ostick was an insult to miss Ross and to All of her in my your reviewer must have spent most of his time in the mens room rather than at the con How he Ever came to the conclusion that the crowd seemed More moved by what was on her Back than by what came out of her Mouth is beyond if he were really paying Atten Tion be woul Dve noticed that fans were Yelling i love you not i love your in one particular a Man nearly Fen on top of the person in front of him As he was Yelling and throwing kisses to miss Diana Ross i suggest that if people at the concert had been interested Only in they would have stayed Home and watched television or would have gone window shopping at a mall for As for the did it Ever occur to Ostick that not everyone is familiar with singers like Sarah Vaughan or Billie or May not have seen the movie lady sings the blues being a Diana Ross i Hope i speak Tor others when i say that yes we and still enjoy her music from the but we also enjoy her current music and Hope to hear More from her in the perhaps Ostick should have paid More attention to How much others were enjoying the concert than simply eyeing miss Rosss Sharon Hamilton Winnipeg Fine clinic i am the Mother of a Foury Earold boy who is he has been receiving therapy to develop his speech and language for three years my husband and i did not feel it was very so last october my son and i took our first trip to Winnipeg to attend the newly opened Central speech and hearing after ten Days of therapy we saw a significant increase in our sons Abil Ity to we returned for More therapy in again with very encouraging your City is very fortunate to have such a Fine clinic it has provided us with extremely competent professional our son has eagerly participated in and we both look Forward to returning to Winnipeg in Anita Alexander letters the Winnipeg free press welcomes letters from writers must give their name and names will be used and looters Are subject to editing discrimination lets eliminate racial discrimination in a Bro Chure produced by the Federal government to Mark March the International Day for the Elimina Tion of racial information newspaper Public service announcements on to and radio were some of the other activities undertaken by the government to let canadians know what they should do to eliminate racial disc i when it comes to tackling systemic discrimination that exists in the Federal Public service and hiring More members of visible minority the government seems to be Long on rhetoric and Short on a study released on March 21 by the Canadian Ethan cultural Council on employment equity for visible minorities in the Federal Public ser vice shows that the governments record is even worse than the Pri vate Only per cent of Public servants were visible Minori ties in that figure does not even come close to the per cent labor Force participation rate for visible minorities in fur the majority of visible minorities were concentrated in Low end the government must provide leadership in the area of employ ment equity by improving its Public funds should be spent on the development and implementation of policies and programs to assist minorities in overcoming barriers to Equality and to ensure that these programs and policies Are More vigorously enforced if they Are to achieve the desired Lewis Chan Canadian Ethan cultural Council Wise advice during the Battle of Britain win Ston Churchill made an enduring statement of gratitude in a paraphrased can apply to the verbal conflict now going on about the Meech Lake never in the Field of National poli tics is so much owed by so Many to so these few include Manitoba three party leaders but it also includes Many others across Canada to whom we own a our National and provincial Lead ers need More than prayers to solve the present impasse but it would not Hurt for them to take the Wise advice Given in the opening words of the serenity these words Are Grant me the serenity to accept the things i cannot the courage to change the tilings i and the Wisdom to know the differ one thing that we cannot change is the fact that Quebec is a distinct then let us accept that the Meech Lake Accord is a flawed document and to pass it would be harmful to our National Unity and that it would impede further improvements to our we would be Wise to remind our selves As canadians that United we divided we Winnipeg artless objects the obvious misuse of funds and Grants by the Winnipeg Art gallery in the recent acquisition of totally artless objects has prompted me to add my own feeling of outrage to Many i believe a new gallery director is in order who would be conscious of the responsibility to ensure viewers Are not subjected to viewing space ship like containers of sew age overturned chairs and piles of lumber artistically arranged All in the name of Art if we Hope to retain Winnipeg image As one of the cultural centres of a change at the Art gallery would be a Marilyn Ballany Winnipeg dog problem i am writing As a Nondo owning taxpayer and Homeowner who is worried about the proposed City bylaw concerning the Banning of three specific dog keep in mind that the problem is attacks by dangerous dogs and that we need a bylaw which is enforceable and will permanently solve the the Banning of specific Breeds is at Best a temporary if the City has the same Success with enforcement of this new bylaw As with All current do control it hardly seems Worth the Effort of writing less than 20 per cent of Winni pegs dog population is and there is Little evidence of the enforcement of Leas control or poop Many people have keyed in on the Allard so Why not look at exactly what kind of animal was responsible a pit Bull Type dog which had been confined in a How Many pet or show dog owners keep their animals under similar conditions most dogs cared for in such a manner possibly without food shown if any Only cruelty Are used for dog owners and breeders such As these have used other Breeds in the past and City Halls current move will Only cause them to shift to a different Breed in the City Council should consider How Many of the dogs responsible for vicious bites were pure bred kept As pets used As pit fighting or guard in sure youll find that the Jority fit into the final so what use is a bylaw which targets the first three groups Council should work with people who Are educated about dogs and find a permanent All Resi dents of Winnipeg deserve a bylaw which is enforceable and will actually solve this serious Patricia Allan Winnipeg that the last time i say to him lets do ;
