Winnipeg Free Press (Newspaper) - January 10, 1994, Winnipeg, Manitoba Editor David 6977042 focus Winnipeg free press a 7 january hold youths accountable the purpose of my letter is to alleviate my frustration with the Young offenders act As a result of a recent situation i was involved our 1990 jeep was stolen and then was involved in a High Speed Pursuit which ended with our jeep smashed to the extent of More than the individuals involved in the stealing of our vehicle Are protected by the Young offenders and As a will probably get off Scot Why is it that the work hard to either survive or better our and then at the mercy of the Young offenders have to suffer anti Inco Nve and out pocket expenses Why is it that we now have to be in convenience with the bureaucratic system with aut Opac aut Opac will allow us to rent a re placement vehicle until our jeep is instead of the car rental company Billing directly to we have to pay the submit our claim to aut Opac and wait a Long time for aut Opac informs us that the con tents of our jeep that were stolen a tool Box with contents in the amount of will not be covered by Auto recovery of these items has to be dealt with our Home insurance be cause these items were not permanently affixed to the our car phone is not working now As a result of the dusting for Finger prints that the police had to we have to go to our Home insurance for possible our Home insurance will cover the stolen items from our with a deductible to be absorbed by but we Are running the risk that our premiums will increase As a result of our we now have to endure the consequences of these Young that is just not the police Are now recommend ing the Purchase of a bar that can be affixed to the steering Mak ing it virtually impossible for a vehicle to be hot wired and dont you think that if the Young offenders act were modified so that these Young offenders were penalized More harshly the High percent age of vehicles stolen would de crease these kids Are so Well protected by the Young offenders act that they will continue with their crimes because they know nothing will be done to this does not Only apply to stolen but to so Many other crimes these kids i dont care if the youths Are i they know that Mug and even murdering someone is they should be More accountable for their Yvonne Tardiff Lorette gasoline prices Are fair i am writing regarding the stories on gasoline pricing comparing far North Dakota and Winnipeg in the free press on december 27 and december if your reporter had taken the time to enquire about the Price differential Between Premium and unleaded regular gasoline at Petroleum retail he could have received a reply from the retail dealer who is an Independent Busi Ness the prices Are posted on the pumps and Are no Fargo is in a foreign country and if you wish to compare prices with then Why not Switzerland or England the retail dealer in the majority of locations owns the product in his storage tanks and is free to establish a fair markup for the product he Sells to the i contend that the Premium Gaso line markup is Winni Eggers and most areas of Manitoba Are getting a bargain basement Price for regular unleaded gasoline at cents per this Price is supported by the dealers thus giving the dealer a very mar Ginal the Price Differentia would be narrowed if the regular unleaded gasoline Price was at a Range of 53 cents per where it should be for private entrepreneurs to sur Premium gasoline is generally used in the More expensive cars with big engines and the owners after paying for these vehicles or should quite prepared to pay the realistic Price for the Premium when one considers Park ing insurance and the whole package of operating a motor vehicle versus the Cost of the the gasoline Cost is a very Small per to the editor the free press welcomes letters from letters must be signed and should include a clearly printed address and Telephone names will be published but not All letters maybe edited for style and Short letters Are less Likely to be please address letters to letters to the Winnipeg free 1355 Mountain Winnipeg letters can be sent to our fax number cent age of the convenience of own ing an the comments pertaining to the use of regular unleaded gasoline in fuel injected engines attributed to the Caa Are misleading and should be clarified by the Caa and the free Bruce Beatson Winnipeg take a look at Raes Success canadians May wonder How Kim Campbell was selected As the 1993 most newsworthy Canadian person surely the recognition should go to Ontario Premier Bob Rae for settling the construction trades dispute on the basis of nothing less or on another matter successive governments for Over one Hundred years have never achieved the same Equality Between per haps we should study the basis of Raes Douglas Wade Winnipeg licence plates Lack creativity this Issue has probably been addressed before but As a relative newcomer to i remain bewildered at the abject poverty of thought that went into the design of our vehicle licence everyday i am reminded that some government committee went out of its Way to create the most Bor Bland and banal image of our perhaps economics influenced the in my own other similarly stressed provinces and american states were somehow Able to design and produce plates with imagination and attractiveness Nova North and South a in a few months our vehicles will be on the Road again for Spring and summer throughout North displaying a Symbol of our province that evokes bore Dom and we a hard enough time attracting tourists to Manitoba and we need not make the task More difficult by representing ourselves everywhere on the continent with Dis Mal efforts such As went into the making of our licence at least we dont have to have them on both ends of our lets Hope that the next plate will show some creativity and stimulate a More interesting image of this lets Hope that it happens Rod Ridley Winnipeg attitude int appreciated i am responding to Mike wards article in the december 29 free he seems to be determined to justify his actions in parking in an area reserved for handicapped he appears to be under the impression that it is morally and legally permissible to Park in these re served area As Long As you remain in your car with the motor to the Best of my Bill 47 does not stipulate that Abl Bod red Drivers May Park there As Long As they remain in their car with the motor those of us who have relatives or friends who Are in wheelchairs do not appreciate his i feel using his position As a writer for the free press in this Type of situation is Myrtle Dueck Winnipeg no run i masked and heavily armed commando unit of a Patistas prevents traffic from using Road to Mexico reveals its other Side by Jorge Castaneda special to the los Angeles times Mexico City before the facts Are All assorted most of them will be offered for the appearance of Mexico first guerrilla movement since the the Chiapas indigenous peasant uprising will be blamed on Cuauhtemoc the ethnic resentment and it will be explained away As eccentric and some of the motivations will make discrimination against indigenous have been True for centuries without provoking an armed the others will simply be seeking to Dodge the hard question that Mexico must answer How is it that a nation theoretically propelled into the first world by free Market technocrats and English speaking yuppies has suddenly been rocked by indians a modern army with machetes and Sticks and stones As Well As automatic weapons the of lies not in the motivations and origins of the Chiapas but in the mistaken nature of the initial assessment Mexico has not nor will it be anytime the Middle class and democratic society its rulers and their friends in Washington want it desperately to More Mexico is at least two nations the one present at the Naftal coming out parties in and the one that reared its head in san Cristobal de Las Casas on new years to confuse one for the other is a major mistake to believe that the first Mexico is More relevant to the future than the second is understandable but equally four Points Are Worth making about the events in q this is strictly an armed peasant but a partly Well armed guerrilla it has at least a thousand recruits news photos and video footage testify to of whom Are uniformed and Cany modern some who do it has a centralized substantial communications and logistics a coherent if archaic political philosophy and a sophisticated sense of Public mexican army it is doubtful that it can stand up to the mexican army for or hold any towns or but it is certainly not a outraged Indian q it remains a mystery How a thousand peasants could train and equip plan and coordinate such a major military operation without the mexican government doing anything about its not As if the so called a Patistas were a As recently As last the weekly Proceso ran a Long Story on the guerrilla movement the daily la Jornada had reported on the first skirmishes in the town of the mexican Security corrupt and brutal As it May has a Well deserved reputation for Why was nothing done to forestall the inevitable and predictable guerrilla offensive was the omission and if who should be blamed for the hundreds of lives now lost or was it an and if what is going on inside the Federal government q the crisis in Chiapas is not by any Means exclusively of an economic the Southern state is one of Mexico and the discrimination against its destitute indigenous Peoples is but these facts alone do not account for what Chiapas was something of a showcase for president Carlos Salinas de Gortariz much touted Solidarity Antipoverty program More Money from the Salinas government and the world Bank was funnelled into Chiapas than to any other the problem is that the oligarchical structures that have characterized Chiapas for decades were left even were the local authorities and the army worked with the cattle grazers in Dis possessing the indians of their communal the ranchers got the land the army and the police beat harassed and intimidated the indigenous it was no coincidence that the former governor of the state of Patrocinio famed for the human rights violations and corruption that took place on his was named Salinas Interior minister a year the Salinas regime threw Money in not All that much at the local problems but left the underlying causes in the main problem in Chiapas is not economic but q Mexico cannot go on being governed this Way this is the True lesson of the Chiapas in if All or at least most of the country ancestral injustices and oppression and human rights violations and poverty could be redressed overnight or even there would be less of a need for political social ills if there were adequate channels of political expression for discontent and ensuing the urgency for addressing the nations myriad economic and social ills would be less but neither is the which Means that political change must and or More incidents such As those of the past few Days will not necessarily the same nor right away As Chiapas predicting events in Mexico is a Lousy Way to make a but it makes no sense to make a career of just to keep a party and its Bosses in castanedas latest Utopia unarmed the latin american left after the cold has just been published by Alfred a Convoy of mexican army vehicles comes to a halt As shooting starts on the Road to san Cristobal de Las doonesbury by Garry Trudeau to you main fam actual left thi5 hazrj5 congratulations you May have the atones what weve
