More borrowing by some students and currently 70 per cent of University students either graduate without Ever having to or owe less than we believe that a Well designed income contingent repayment loan program could ensure that the repayments Are repayment of these Loans would be based on earnings after this would guarantee students that their investment in pos secondary education would not Burden them with loan payments they could not the option would also include a broader system of Grants for Low income students and those with special in the Canada student Loans programs would continue to loan approximately billion a year to and students would also continue to be Able to claim approximately 25 per cent of their tuition As a credit against their Federal and provincial income or to Transfer the credit to their family members if they cant use it As it stands University and College students Only pay about 12 per cent of the total costs of pos secondary education while taxpayers pay nearly All of the tuition costs have been rising across but is not asking students to pay a somewhat larger share reasonable Given the benefits they receive in return the unemployment rate for pos secondary education graduates is under six per cent and their earning potential is 40 per cent higher than the National this translates into an average of about half a million dollars
