Independent nation from the rubble of the former soviet it in had a harder time than most of the new states that arose after the collapse of communism in Eastern one reason for this has been its difficult relations with which covets Ukraine More than any part of its former it has dominated Ukraine for centuries and russians clearly believe that they should be Able to continue to dominate it the result has been several serious disputes Over the disposition of the former soviet Black sea Fleet and of the former soviet nuclear Arsenal Over the status of the a part of Ukraine whose Large russian popu lation would prefer to be joined directly to these disputes continue to fester and to complicate Ukraine political and eco nomic the two most serious have been Ukraine economic dependence on Russia and the inability of its own leaders to implement economic the two Are directly while Russia and Poland have received generous Aid from the Western industrialized nations and International financial Ukraine was for some time left standing outside the part of the reason for this was its failure under its first pos Independence Leonid to Pur sue Reform vigorously a former communist was
