Winnipeg Free Press (Newspaper) - October 12, 1995, Winnipeg, Manitoba A8 Winnipeg free press october 1995 reputation sullied the political studies department at the University of Manitoba is in a two of its female Mem Bers have complaining of a Chilly Cli mate for women in general while leveling specific accusations of sexual the associate head of the department resigned in himself an accused two More cases involving two other professors in the department have not yet been the acting head of the department is an Histo Rian the associate head a until the department had 17 now it has there is hardly anything left of its Canadian Section two scholars have resigned and another two have opted for Early the first thing to be done is for the administration to separate the issues of Chilly climate and sexual a Chilly Cli mate is created by old fogies who use outdated language and sexual stereotyping that most women find denigrating and those cases can and should be handled open discus Sion within the department is the appropriate Way of changing such a that will take patience and there is no need for names and details of those incidents to be made sexual harassment is another the University policy should clearly define the serious misconduct of when Power relationships Are used to seduce or punish students or when unwanted sexual touching takes in those after a fair process has run its course and disciplinary action has been the harasser should be there is no reason to protect the reputation of a person funded largely from the Public purse and trusted with the education of Young people who has been found to have sexually harassed there is no reason to invite the gossips to suspect the worst of every member of the it is unfair to allow the cloak of secrecy to smother the reputations of innocent the University of Manitoba has suffered a blow to its reputation because of the number of sexual harassment charges it has investigated in one of its academic depart it should move quickly to put an end to it should appoint a head of the department who is a respected political scientist from inside or outside the it should hire enough new scholars to teach undergraduate and graduate courses in Canadian Politi Cal science As a first step in rebuilding a department once known for its teaching it should name those who have been found to harass students or other faculty it should warm up the Chilly climate with common sense and effective leadership at the administrative and departmental until All those Steps Are the chaos in the political studies department will continue to eat away at a univer Sites most precious asset its open the door there Are More than people in Manitoba on the unemployment most of one Are looking for the argument is often made with this kind of unemployment immigration should be jobs must be saved for most canadians who Are unemployed want to they would rather have a Job than be on i or but it is Clear that there Are some jobs that they will not Manitoba Busy garment Industry needs with unemployed people in the one might think that these positions would go the fact that they have not been creates a practical problem for the Industry and a political problem for gov canadians cannot be and should not be forced to work in any particular working on the factory floor in the rag Trade is not exactly a glamorous nor one that is particularly Well it a useful Job and a respectable for the garment Industry has been sustained by immigrant they come Here in search of a better take a Job and set out to better almost they eventually the most recent wave of immigrants to Winnipeg came from the Philip Pines and Many of them began work in the garment Many of them still work in that in the ensuing Many of them moved on to other creating wealth and contributing to the in the they All have added a Bright and glittering tile to the Canadian cultural mosaic and enriched the whole there Are jobs available in the garment Industry in if there Are no takers for them among Resi Dent then the alternative is in Many parts of the world there Are people to whom such a Job in a country such at this would seem a gift from it is difficult to conceive of any reason Why the Federal government would prevent the Manitoba government from offering that gift when it will Benefit not Only the garment but the nation As a reached the Point that they imagine a country that could exist without the icelandic government said no it feared that the cultural intrusion of North american or european Tele vision would corrupt the purity of icelandic culture most import the purity of the icelandic Lan a lot has changed since ice Landers Are no less protective of their culture and their language than they like the rest of even the towns of Hon and Egil Stair in the Remote ice Landers gather and rarely does an like pick up a word of English in their con the icelandic government has a policy of translating new terms into something Tom Oleson is a free press editor Ial his column appears on tuesdays and timing of garbage hearing stinks the multinational corp Browning Ferris Indus tries wants to establish a Landfill a waste management facility and the City objects for very Good one is that the company will Cream profits from the City facility which has enough capacity for at least 75 says Terry chairman of City works and operations com Mittee the majority of the profits will go to Bufi is notorious for setting up on the out skirts and raiding revenues from a municipal waste the Manitoba clean environment commission Cec is to consider on october 16 and 17 approval of a licence for Bufi to establish a facility in Rosser just North of the there is cogent argument that the City should retain its monopoly in Winnipeg or in concert with neighbouring the City has a big investment in its facility and it has created the infrastructure water and sewer systems and other machinery of Benefit to All garbage business is big it pays observes Glen of the recycling Council of Manito to transport waste by train from Vancouver to Calgary where the tip Ping fees user fees for dumping waste at the Landfill Are much the City claims it will lose Mil lion annually if Bufi builds its new Bufi which now collects waste from Industrial and Commer Cial users in the City would divert it to its own facility instead of shipping it to the cites Brady Road site where tipping fees Are a overcapacity with lower user fees would discourage reduction of a goal of All profits from the City facility provide about million annually for waste reduction and million to City Winnipeg has lagged behind most cities in reducing amounting to about 900 pounds per person per including Industrial and com Mercial Only 20 per cent of this was diverted for recycling while the provincial target is to reduce it to 50 per cent by the year the City has to act More for exam charging residences if they pro Duce More the City has a rare state of the Art environmentally Safe because of the protective Clay base in its site of the conventional View that Munici pal government is inefficient is Dis proven by a recent study conducted by san the Brady site is efficiently Man if any examples Are needed of effective municipal they Are the City Hydro and City water visionary and effective enter the Cec on september released its report on Public hear Ings on solid waste management in the capital this includes win Stonewall and 13 nearby Rural it urges government leadership in an integrated waste management system in this this should be widely discussed and aired prior to the decision of the Bufi application but that is not the process is being hurried without prior consultation on the capital Region the Manitoba government shows a Lack of Courtesy and disregard for the interests of the City in setting the timetable for the Cec hearings in the midst of the City it is inexcusable for the province to set the hearings at time when the political direction is John of the natural resources Institute of the University of is head of a City appointed committee to advise on waste because of the elec Tion its recommendations will not go Forward in time to the works and operations committee and it will effectively eliminate our Par he Sinclair also finds it quite shocking that the environmental Impact assessment Eia conducted by does not address such fundamental questions As the Quantity of waste states at the very minimum the proponent should be very Clear about what Rural municipalities Are in need of a new capacity and the quantities of waste they Are currently sustainable development demands full Public consultation and disco this is not taking it is customary for Eia guidelines to be presented to the Public for their input before such a study is con it was not done in this the Cec in its hearings on Bufi next must take into account economic impacts on the it is Clear that the health of the Community would suffer if profits from the Landfill Are diverted South across the in All one conclusion May be drawn the timetable for the hearing and the Lack of prior discussion on the capital Region Are under mining the cites Val Werier is a Winnipeg his column appears Winnipeg efforts to reduce solid wastes lag far behind those of other ;
