tote with the United states in another foolish and pointless Cul Tural Trade this time the Issue is whether american publications should have Access to Canadian advertisers in split run editions of their the stated intent of the Canadian restrictions is to protect Canadas Cul Tural a foolish statement to begin with since it is impossible to protect what you dont and if you do have then surely something like Cul Ture is so inherent that it is virtually impervious to the assault of a few Spe Fialty publications like sports illustrate this is a pointless exercise when every waking minute we Are subject to constant cultural assault Over the much More popularly used air through radio and television the complainant Here could be the United states if we apply Canadas might have a very Good Case against canadians for taking Dorothy Dobbie grammy awards away from Ameri just last Canadian singers like lannis Morrisette and Shania Twain stunned american audiences by walking away with armload of the Cov eted were we apologetic not Lovely country Singer when an Amer ican broadcaster commented tonight you must be proud to be Cana bristled and responded tonight i am proud to be Canadian every night that Doest sound much like an artist who needs Protection so Why is the publishing Industry always so Carol Shields want intimidated by geographic boundaries when she won the of that we have to restrict american Access to our advertising markets in publishing its that dreaded e we Are afraid of american we Are afraid of compete we Are afraid that we cant Mea sure up to their marketing and perhaps we be years of Protection from american Enterprise in the publications Field has made us weak and we prefer to huddle in our Little protected enclaves of asking that order and Good government keep us from but while we quiver and shiver in bold Ameri can Enterprise Only gets its muscle toned by the Challenge of com the fact protectionism can Only harm a flagging Canadian publishing like protectionism further vye Akens the already Vul Era and in whether its Protection of booksellers or protectionism hones the Dou ble edged sword of Inadequacy because it rewards the losers and swamps the winners in a sea of rules and the Best Protection for Canadian artistic culture is More compete not let the winners Rise to the top where they can provide their own umbrella for the struggling wannabes by giving them Strong mod Els to the Best Protection for a lame publications Industry is More not real Competition would Dis courage editors from accepting Csc Leavings and encourage them instead to invest in better research and More analytical and who is really being protected not the struggling Magazine business of where there Are More pub Lishing entrepreneurs per Square Inch than anywhere else in the not the Western livings nor the Western reports who rely on local businesses for a Large part of their advertising Rev the Protection is for a handful of self satisfied East Ern publishers who frequent the Rideau club in Ottawa and expect Canadian advertisers to give them their undying loyalty in spite of the fact that nobody wants to read their the fact this cultural Trade War is not about culture at its about influence and advertising pure and and in fighting it the government is not serving the Best inter ests of canadians As they would like us to they Are serving the interests of the Best meaning of the publishing elite from the Dorothy Dobbie is the former progressive conservative member of parliament for Winnipeg everything in moderation too report concluded that the Csc is not a real alternative to commercial Broad and that it has strayed too far from its Public policy it must still be acknowledged that the Csc has offered a uniquely Canadian perspective in both news related and entertainment pro rather than have the Csc at the mercy of government cuts or seemingly arbitrary taxes levied on Cable for perhaps we would be better served by a broadcasting corporation in the image of the Many successful american Public broadcasters which exist under private budgets can be hard on ideals like the cultural nationalism that the Csc but efficiency could be Best achieved when the corporation is forced to be self us Taining and Farha Salim Montreal privatization costs Money Wake up everyone there is so much talk about privatization
