Winnipeg Free Press (Newspaper) - September 18, 1998, Winnipeg, Manitoba Editor Brian Cole / 697-7044focus Winnipeg free press q Friday. September 18. 1998 i o traditional tor ism thought old fashioned Mulroney a legacy endures a the party is very i Minera we of takeover. I done to think people realize How vulnerable it is. A a Lowell Murray it gives one an Odd feeling to read these words ascribed to senator Lowell Murray a onetime minister in Brian Mulroney a Cabinet. Murray was speaking of the current tory leadership contest in which All party members will get to vote resulting in an intensely competitive recruitment of new members. He could however have been speaking of the 1980s. It was then after All that Brian Mulroney took Over the tory party turned it around by 180 degrees from its historic opposition to free Trade and in Meech Lake reversed its belief in a Strong National gov Erna ent in favour of increased decentralization. Murray a comments convey considerable if unconscious irony. Murray was quoted this week in a Globe and mail Story reporting the a a fear of some senior conservatives tha the anti free Trade nationalist candidate David Orchard is winning the recruitment wars. It is a a another irony a precisely William Neville the Mulroney Over and policy reversals that Orchard wants to revisit. His approach and the responsive chord it has struck seem to be making some More conventional conservatives nervous. Joe Clark has criticized or. Orchard As a a a tourist in the conservative party and a senior Clark organizer who the Globe says a asked that his name not be published a said of Orchard a a it a Clear that he a not a pc whether Orchard passes some saliva test or whether what he stands for can Ever pass for pc policy or whether what he is trying to sell is Saleable this much is Clear there is probably More traditional Canadian tor ism in his positions than in the generic Mulrone ism or the Neo conservatism offered by his competitors. There is another irony Here pc abbreviates progressive conservative the name adopted by the conservatives in 1942, when they explicitly and consciously recruited someone who was not a conservative John Bracken then the Leader of the progressive party and Premier of Manitoba. With such scant knowledge of the party a history the Clark organizer w As w ise to request his name not be published perhaps Joe should have done likewise. The real Point of course is not where the conservative party should be looking for members leaders or ideas but what the party is to stand for. The attempt to marginalize Orchard seems an attempt to divert attention from a and deny legitimacy to a the issues that Orchard raises. Unlike Clark and Hugh Segal Orchard feels no constraints in talking about the damage done the conservative party by Brian Mulroney. Unlike Brian Pallister and Michael Fortier he is in no danger of being seen As the kind of right Winger whose ideological affinities seem to lie As much with Reform As with traditional Canadian conservatism. Some will doubtless argue that free Trade a to choose one of Orchards Central issues a has been Good and necessary. Others May argue that Good or bad this particular egg cannot be unscrambled. On the face of it however Many of the promised benefits of free Trade have not materialized on the face of it there Are some worrisome problems that have Arisen in free trades Wake. F Lor , in a conversation with me earlier this summer Joe Clark himself expressed some concern about the apparent ease w Ith which More and More Young canadians Are moving to work in the United states. There Are in Short real issues that a party wanting to be taken seriously might be seen to be discussing seriously. In fact however there seems a pervasive reluctance to engage Orchard in substantive Argura ent. In a recent column Dalton Camp argues that Clark and Segal were responsible for scup Pering a planned television forum to which All the candidates had initially agreed. Apart from Clark Camp argued All the candidates could Benefit from More National exposure. Noting that at an All candidates meeting in Saint John new Brunswick both Segal and Pallister had done Well Camp observed a to Rchard was easily the most controversial and the most disturbing to the established order of things. It is difficult. To make a tidy comforting Patitu Dingus speech when Orchard is speaking before or this is no Small compliment. Viewed from afar a there is no leadership forum televised or otherwise scheduled for Winnipeg a one can to be certain How these candidates actually Deal with or respond to challenges to change the party a direction. Orchard a and on the right end of the spectrum Pallister a Are both doing this. Orchard Points to the tories before Mulroney Pallister to Reform without Manning. Both w ant the party to be a vehicle for very Clear a but very different a policies. A party As vehicle of ideas will strike some As novel. That Pallister Quot a notions How Ever which evoke Reform and american conservatism seem somehow mainstream we Hile Orchards traditional tor ism is thought old fashioned tells us something Mulroney a legacy endures. William Neville is a Winnipeg to the editor immigration Story heartwarming the recent articles on German immigration have a heartwarming Quality for which i would like to thank and to commend both the author of the articles and the editor of the Winnipeg free press. Including my personal experience i gladly agree that the first nations people and the wide open spaces of this country and in particular of Manitoba and Saskatchewan Are being admired and held in High esteem. It is quite True that the German fiction writer Karl May contributed to the respect for the natives of Canada and of the United states regarding them As equal and honourable. Therefore it is no Surprise that the term Indian in Germany was and still is being regarded with respect and admiration. May both interest and respect of the newly arrived German immigrants help to boost and perhaps restore to some extent Pride and self respect to a population treated so cruelly by their conquerors. Wilhelm Kreyes my Winnipeg Kennedy tears honestly shed i am writing in response to an article on Sheldon Kennedy sobbing Kennedy sorry for crash admits to Beer Binge beforehand which appeared in the Winnipeg free press on sept. 12. What has happened to Sheldon Kennedy is the reality of childhood sexual abuse and its aftermath. The Only Way Sheldon Kennedy can be a failure is if he fails to buckle on his inline skates and continue his trek across Canada. The important thing for Sheldon is that he learn from this fall and get on with life. Those who criticize As did Danielle Aubry of Calgary do not truly understand. Each person handles the trauma of surviving childhood sexual abuse in their own Way and very often those who w Ork in the Field those who counsel handle their own problems by dealing with the problems of others rather than dealing with their own. The tears shed by Sheldon Kennedy were not tears looking to gain sympathy but the tears of disappointment in oneself. Muriel Campbell a Winnipeg where is Ball Park construction saturday sept. 12, w As a glorious fall Day so i went for an afternoon cruise downtown to see All the exciting new developments i hear about. With Winter right around the Corner there May not be too Many More great Days to be outside and there were lots of hubs of activity that w Ere great to see. On every location private sector companies and contractors were Busy taking advantage of the Good w Eather to finish projects. Naming but a few that were observed North main Street construction the new underpass Entrance to the Forks on York Portage Avenue Street scape and the Kenaston Boulevard Extension to Bishop Grandin a All City awarded tenders a we re Busy constructing. Pure private sector funded projects How to reach us the free press welcomes letters from readers. Letters must be signed and should include a dearly printed name address and Telephone number. Names will be published but not addresses. All letters May be edited for style and length. Short letters Are less Likely to be condensed. Please address letters to letters to the editor. Winnipeg free press 1355 Mountain Avenue Winnipeg r2x 3b6. Letters can be sent to our fax number 697-7412. Letters May be submitted through the internet at . Letters sent via the internet obviously cannot be signed but must include Home address and Telephone number working on saturday we observed included a s Hind Ico project at Mcgillivray Boulevard and Waverley Street the new Dan Murray car Dealership on Waverley Street the new superstore site on Bison drive just West of Pembina Highway and Dominion construction working at Pembina Dodge near Pembina Highway and Corydon Avenue. Professional contractors and builders cannot afford to lose Good Days this time of the year and there Are probably Many More examples of smart project management around other parts of our City. Which leads me to wonder Why there was no activity on the site of the much ballyhooed baseball stadium. Some piling work has been started and some holes dug for foundation pouring for the $8.8-million Dollar project but ground breaking was in july and the lease was awarded in october 1997. The City permit department confirmed that no above ground building permit has been issued yet because a full set of approved drawings Are not completed a and its been nearly one year since the promoter was Given the formal approval to begin the project. No approved finished drawings mean no permit. No finished drawings mean no tendering. No tendering Means no starting construction. No construction Means delayed completion. There a no signage on the site and the fact there was no one w orking this past saturday nor any saturday yet this year should cause some serious concern among the officials paying for this Deal. Is l. Mulvaney Winnipeg car theft Cost questioned i am writing to ask Why a person who has been a victim of a car theft ends up paying for repairs to the vehicle a repairs that were caused because of the theft not because of misuse by the owner. On july 27, my vehicle was stolen from my driveway. The vehicle was raced on the Highway and through the flood Way according to the ramp. The persons who stole the car were never apprehended. I was informed of my loss by the ramp at approximately 3 . So far 1 have been informed that 1 owe approximately $450 towards repairs even though i have Zero Kennedy mistake should be viewed in context a Reader says. Deductible. The aut Opac people Are saying i have to pay for depreciation on parts. This car has been babied. It is the first new car i have Ever had. Just two weeks prior to the theft the car was in Royal Dodge for a service and All systems were checked and found to be in great running order. I can understand the depreciation on the tires but i cannot understand any Cost related to replacing the tie Rod strut or transmission that were damaged As a direct result of the manner in which the car was driven and the conditions to which it was subjected. I pay insurance premiums to cover the costs of repairs in these cases. Under Normal driving which is How this car has been treated the tie rods struts and tranny would not have needed to be replaced for years to come. My car Isnit even three years old yet and i am having to pay for a crime against myself. I am not Happy with Ray treatment at the hands of a government owned Agency. I do not feel that i should have to pay these monies out for something that was a criminal act. I would like an explanation As to Why an innocent citizen has to defray costs for a service we pay for and expect to be there for us. Margaret Taplin Winnipeg neck a adjustment very dangerous after Reading your sept. 9 and 14 articles concerning the inquest into a death of a Young woman after a chiropractic procedure i suggest some thoughtful considerations. First All individuals who see a chiropractor for neck treatment walk into the chiropractors office with a no life threatening condition. In most cases the condition w Ould disappear within Days without any treatment. No health care provider should be permitted to treat such a condition with a procedure that is itself life threatening. Repositioning of the cervical vertebrae is dangerous because two arteries one on each Side that Supply the brain pass through openings in the cervical vertebrae. Repositioning of the cervical vertebrae can damage the vertebral arteries that Supply the brain. In addition there is a known risk of damage to the spinal Cord during neck manipulation. Secondly the Strong ligaments of the spinal column keep the cervical vertebrae in their Normal position during the stresses of daily activity fortunately these ligaments also keep the cervical vertebrae in their nor Mal position during most visits to the chiropractors office. It is clearly to the patients Benefit that the procedure of cervical a a adjustment usually d Oes not in fact adjust the position of the cervical vertebrae. Finally Public funds Are used to support the procedure of cervical it is simply unconscionable to use Public funds for a procedure that is very dangerous when it actually does work. Responsible use of health care funds would require that the procedure of cervical Quot adjustment be removed from the list of procedures covered by Public health insurance in Manitoba. Jerry Vriend professor of Anatomy Winnipeg Prairie preserve major tourist draw this summer has brought Many visitors to the tall grass Prairie preserve located Between Vita and Tolstoi. Being Canadas largest tall grass Prairie preserve and the Only site in Canada w Here the endangered Western Prairie fringed Orchid is found people have come from far and wide. In fact one Orchid enthusiast from Australia came Here. Her next Stop Austria where she w As hop ing to catch another rare Orchid in Bloom. On aug. 5, i w cited at the p Rairie Shore Trail to Lead my regular tour at 2 . A local resident dropped off a relative who w As visiting from Niagara Falls. Having no other takers this visitor received a very personalized tour and enjoyed it immensely. Shortly after two extended vans pulled up and 19 very excited people piled out. These self proclaimed a Prairie aficionados from Wisconsin were on an eight Day Field trip that w Ould take them to 24 different Prairie Sites Tolstoi being the Only Canadian top. I have just received a letter from this group which states a we have now visited Prairies in Wisconsin Illinois n. And s. Dakota Kansas Missouri Nebraska w coming and Montana and the Tolstoi Prairie is among the it is Plain to see that the preserve is quickly becoming a major draw for tourists. Unfortunately the land in the area is slated for other economic development that would diminish the natural and cultural values of this important remnant of tall grass Prairie. The potential for eco tourism Here is significant and needs to be recognized. It is too bad that Many local residents and people in Power continue to ignore these facts. Perhaps once this Opportunity has been sacrificed to Large destructive corporations its value w ill finally be seen.
