Portage City Council spent close to four hours in a closed meeting thursday night hammering out their position on the upstream water treatment facility to meet a Friday deadline for submissions to the province. Environment minister Jim Mccrae has already decided against holding a clean environment commission hearing on construction of the Plant which is being built by the City of Brandon and is expected to open next summer. Total Cost of the project is expected to be about $7.5 million. Portage mayor Glenn Carlson said Council Isnit asking for a hearing As Long As members Quot concerns Are fully addressed. Carlson declined to discuss other details of the Portage submission pending a decision by the province to release All submissions. In seeking a licence for the treatment facility Brandon filed an Impact assessment with the province that was immediately criticized As being inadequate. Carlson said the assessment was based on insufficient data to support the prediction that the treatment facility will have no significant Adverse effects on downstream communities. A Brandon University biologist Bill Paton called the Impact study Quot virtually useless in his submission to Manitoba environment. One of Carlson a main concerns is the likelihood of increased nutrients in the water which Are responsible for algae growth. Algae already affects the taste and odour of portages potable water at certain times of the year and causes concern for industries which use it in their manufacturing processes such As Mccain foods. Maple Leaf meats and the City of Brandon have made a commitment to reduce the nutrient level of waste water discharge if an increase directly attributable to the Maple Leaf Plant is detected in Portage. Carlson is also pleased with a new $400,000 study commissioned by Brandon which will assess the Impact of development on the Assiniboine River Over the next four years. The study is being conducted by Winnipeg based Reid Crowther. Assistant Deputy environment minister Serge Scrafield said yesterday it is now up to the province to review the submissions and make a recommendation to the minister who will make the final decision on the licence. Scrafield noted the province is under no obligation to hurry a decision on Maple Leafs licence even though the company is concerned that the plants opening could be delayed if a Lagoon is not dug before freeze up.
