A it usually comes from Switzerland or Denmark or some other far off businesses receive by mail what looks like an invoice. Its on the same Type of paper upon which business forms Are printed and could be mistaken for an invoice in a Busy office. It requests $985 for a listing in an internet business directory and says if it is paid within 21 Days its Only $955. The return address is a Box number in Switzerland. Cpl. Rick Edwards a member of the re mph a commercial crime unit in Winnipeg said he say for sure if the directory was legitimate but that anyone who receives this sort of solicitation should be cautious. A committee of and corrections officials is working with an architect on a feasibility study. Greg Graceffo assistant Deputy minister of corrections said a decision on whether the project will go ahead will be in the new year. A a we re just putting together a plan that will allow the government to make an informed Choice a Graceffo said. According to preliminary designs the Centre would hold 263 prisoners. Graceffo said there has been no discussion about possible Sites. He refused to say How much the new jail would Cost. The Manitoba youth Centre in Ali Edo is 25 years old and in recent years has been overcrowded. Graceffo pointed out that it was designed not Only to House Young offenders but to provide temporary accommodation for youths who were wards of cold and family services. It was built to hold 150 inmates but at times has seen its population swell to More than 230. About 170 inmates Are being held there now. Last june several teenage boys had their sentences Cut Short to make room for an of teenage girls. In other cases inmates have been transferred to youth Centre in Portage la Prairie. About 90 youths Are being held at that facility now. Several provincial court judges have expressed concern about conditions at the Manitoba youth Centre. One judge said he Felt it was having an Adverse effect on the ability of staff to deliver programming. Graceffo said an increase in the number of females in the system has contributed to overcrowding. He said changes to the Young offenders act such As those allowing longer sentences have increased the number of offenders in custody. But he said the need for a new facility will not be based solely on inmate numbers. Graceffo said the study was triggered in part by the head Ingley jail riot that resulted in the province reviewing All its penal institutions. The government announced earlier this year it will expand heading Ley jail adding two new units to House medium and maximum Security prisoners. Graceffo said the province is doing More than just building new jails. He noted that Money has been set aside to help reintegrate Young offenders into society and a new program will be starting soon aimed at allowing youths awaiting trial to remain in the Community rather than in custody.
