Because Winnipeg hydrous generating stations at Pointe Dubois and slave Falls produce less than half what the Utility a customers require Manitoba Hydro Sells it the rest. The Deal Between the two utilities is structured so that when the Winnipeg River is High and the City Utility needs to buy less Power than usual Manitoba Hydro has excess Power to sell to other customers. Winnipeg Hydro gets a dividend from those sales. The Sale question is coming to a head right now because the generating stations need about $300 million Worth of upgrading Over the next 20 years. Murray says the City should Speed up the upgrades spending about $250 million Over four years instead of 20, and pay that capital debt off Over the usual 20 or so years. He says that would double Winnipeg hydrous Power output meaning fewer purchases and bigger dividends from Manitoba Hydro. Murray says Hydro officials Tell him that after paying the debt servicing charges Revenue to the City would increase by about $20 million a year. He says Winnipeg Hydro can produce electricity for a a significantly less than it pays Manitoba Hydro. The current Deal Between Winnipeg Hydro and Manitoba Hydro ends in the year 2000. The terms of any new Deal Are among the variables that make it hard to choose whether Selling or upgrading is the right route. As Well the province last summer deregulated the electricity Market in the province. That Means Manitoba a Hydro transmission lines can be used by any electric company which in turn gives Manitoba Hydro better Access to american markets. That factors into the Sale question. If Winnipeg Hydro is put on the Block companies other than Manitoba Hydro could bid on it and perhaps bump up the Price. However Manitoba Hydro says it produces electricity so cheaply it would be difficult for a third party to come in. And unless Winnipeg Hydro built additional generating stations a at huge Cost a it would still Likely need to buy from Manitoba Hydro. The legislation maintains the dual Utility Structure under which Winnipeg Hydro can sell Only in its confined area and Manitoba Hydro gets the rest of the province and the right to Export. David Newman the minister responsible for Manitoba Hydro said that theoretically an outside company could buy Winnipeg Hydro. A but who would buy it if they re obligated to Deal with Manitoba Hydro a he wondered.
